【摘要】：面對當前國際環(huán)境出現(xiàn)的逆經(jīng)濟全球化潮流的沖擊,奉行互利共贏的開放戰(zhàn)略,我國需要加快以經(jīng)濟轉(zhuǎn)型為目標的結(jié)構(gòu)性改革,以深化結(jié)構(gòu)性改革破解經(jīng)濟轉(zhuǎn)型的突出矛盾,不斷提升發(fā)展的內(nèi)外聯(lián)動性,釋放經(jīng)濟轉(zhuǎn)型的巨大增長潛力,激發(fā)市場活力,穩(wěn)定增長預(yù)期。當前,在我國經(jīng)濟轉(zhuǎn)型與新一輪全球化形成歷史交匯的大背景下,推進以貨物貿(mào)易為主的“一次開放”轉(zhuǎn)向以服務(wù)貿(mào)易為重點的“二次開放”,是我國經(jīng)濟轉(zhuǎn)型與結(jié)構(gòu)性改革的重大任務(wù)。同時,如何處理政府與市場的關(guān)系,決定著結(jié)構(gòu)性改革的實際進程。只有以處理好政府與市場關(guān)系為重點,才能拓寬經(jīng)濟轉(zhuǎn)型的市場空間,放大結(jié)構(gòu)性改革的市場效應(yīng),加大有效的制度供給,實現(xiàn)經(jīng)濟轉(zhuǎn)型的實質(zhì)性突破。以開放轉(zhuǎn)型促進結(jié)構(gòu)性改革,不僅決定了我國經(jīng)濟轉(zhuǎn)型發(fā)展的未來,而且將對全球經(jīng)濟增長和經(jīng)濟治理格局產(chǎn)生重大影響。
[Abstract]:In the face of the impact of the current international environment against the trend of economic globalization and the pursuit of a win-win strategy of opening up, China needs to speed up structural reforms aimed at economic transformation in order to deepen structural reforms and solve the outstanding contradictions in economic transformation. Constantly improve the internal and external interaction of development, release the huge growth potential of economic transformation, stimulate market vitality, and stabilize growth expectations. At present, under the background of the historical intersection between the economic transformation of our country and the new round of globalization, the "first opening", which is based on the trade in goods, is transformed into the "second opening", which focuses on the trade in services. It is the major task of our country's economic transformation and structural reform. At the same time, how to deal with the relationship between the government and the market determines the actual process of structural reform. Only by properly dealing with the relationship between government and market can we widen the market space of economic transformation, amplify the market effect of structural reform, increase effective institutional supply, and realize the substantive breakthrough of economic transformation. Promoting structural reform through open transformation not only determines the future of China's economic transformation and development, but also has a significant impact on the global economic growth and economic governance pattern.
