【摘要】：歷史上國(guó)際產(chǎn)業(yè)經(jīng)歷了四次較大規(guī)模的轉(zhuǎn)移，為降低成本，提高效率，受各方面利益的驅(qū)動(dòng)，發(fā)達(dá)國(guó)家向次發(fā)達(dá)或發(fā)展中國(guó)家轉(zhuǎn)移勞動(dòng)密集型以及資源密集型產(chǎn)業(yè)，經(jīng)過一段時(shí)期的發(fā)展，開始轉(zhuǎn)出部分高新技術(shù)密集型產(chǎn)業(yè)。20世紀(jì)90年代開始了第四次國(guó)際產(chǎn)業(yè)轉(zhuǎn)移，這次產(chǎn)業(yè)轉(zhuǎn)移與以往相比，規(guī)模更大，轉(zhuǎn)移的形式更多。而開發(fā)區(qū)作為我國(guó)經(jīng)濟(jì)發(fā)展重要支撐，是促進(jìn)我國(guó)工業(yè)發(fā)展以及外向型經(jīng)濟(jì)發(fā)展的重點(diǎn)區(qū)域。在新一輪的國(guó)際產(chǎn)業(yè)轉(zhuǎn)移背景下，我國(guó)經(jīng)濟(jì)技術(shù)開發(fā)區(qū)和高新區(qū)在吸引外資項(xiàng)目數(shù)和外資利用額方面都有明顯的提升，尤其是對(duì)于東部 沿海開發(fā)區(qū)來說，產(chǎn)業(yè)集聚已經(jīng)成熟，承接的產(chǎn)業(yè)比較偏向于服務(wù)業(yè)。。文章首先概述了四次國(guó)際產(chǎn)業(yè)轉(zhuǎn)移的歷史和新一輪國(guó)際產(chǎn)業(yè)轉(zhuǎn)移的新趨勢(shì)，從18世紀(jì)末開始至今，四次國(guó)際產(chǎn)業(yè)轉(zhuǎn)移帶來不同的影響。第一次國(guó)際產(chǎn)業(yè)轉(zhuǎn)移奠定了美國(guó)成為經(jīng)濟(jì)強(qiáng)國(guó)的基礎(chǔ)，第二次國(guó)際產(chǎn)業(yè)轉(zhuǎn)移使日本和德國(guó)成為世界強(qiáng)國(guó)，而第三次產(chǎn)業(yè)轉(zhuǎn)移造就了亞洲“四小龍”的發(fā)展奇跡，第四次產(chǎn)業(yè)轉(zhuǎn)移，成就了中國(guó)制造大國(guó)的地位。之后探討了國(guó)內(nèi)外關(guān)于國(guó)際產(chǎn)業(yè)轉(zhuǎn)移的研究現(xiàn)狀，分析了國(guó)際產(chǎn)業(yè)轉(zhuǎn)移的理論基礎(chǔ)、動(dòng)因、轉(zhuǎn)移模式等，對(duì)國(guó)際產(chǎn)業(yè)轉(zhuǎn)移進(jìn)行了更深 一步地剖析。第二章概述了國(guó)內(nèi)外開發(fā)區(qū)發(fā)展概況，包括經(jīng)濟(jì)技術(shù)開發(fā)區(qū)和高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)的發(fā)展情況，對(duì)我國(guó)開發(fā)區(qū)的發(fā)展進(jìn)行研究探討。后一章從我國(guó)承接產(chǎn)業(yè)轉(zhuǎn)移入手，分析我國(guó)開發(fā)區(qū)承接產(chǎn)業(yè)的狀況，分別從經(jīng)濟(jì)技術(shù)開發(fā)區(qū)和高新技術(shù)開發(fā)區(qū)兩個(gè)不同的角度進(jìn)行分析，其中重點(diǎn)探討了在我國(guó)經(jīng)濟(jì)發(fā)展中占有重要地位的國(guó)家級(jí)經(jīng)濟(jì)技術(shù)開發(fā)區(qū)和國(guó)家級(jí)高新區(qū)承接國(guó)際產(chǎn)業(yè)轉(zhuǎn)移的狀況，繼而分析總結(jié)了我國(guó)開發(fā)區(qū)在承接產(chǎn)業(yè)轉(zhuǎn)移中出現(xiàn)區(qū)域差距較大、惡性競(jìng)爭(zhēng)、跨國(guó)公司根植性差以及我國(guó)開發(fā)區(qū)對(duì)外投資尚處于不成熟的階段的問題，并得出開發(fā)區(qū)應(yīng)在管理體制、產(chǎn)業(yè)集聚模式、增強(qiáng)國(guó)際化等方面改革創(chuàng)新，打造適合開發(fā)區(qū)良性發(fā) 展的模式。從文章的分析不難看出，我國(guó)開發(fā)區(qū)尤其是國(guó)家級(jí)開發(fā)區(qū)，已然成為我國(guó)大力發(fā)展工業(yè)以及高新技術(shù)產(chǎn)業(yè)的實(shí)驗(yàn)地以及領(lǐng)頭羊，是實(shí)踐試驗(yàn)我國(guó)產(chǎn)業(yè)政策的重點(diǎn)區(qū)域，在承接國(guó)際產(chǎn)業(yè)轉(zhuǎn)移的過程中扮演舉足輕重的角色。21世紀(jì)，新一輪的國(guó)際產(chǎn)業(yè)轉(zhuǎn)移以多種多樣的形式進(jìn)一步發(fā)展，其中，服務(wù)業(yè)的轉(zhuǎn)移成為主要形式。而我國(guó)經(jīng)濟(jì)技術(shù)開發(fā)區(qū)歷來偏重于工業(yè)尤其是制造業(yè)的投資引進(jìn)，高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)則更傾向于高精尖技術(shù)以及新興產(chǎn)業(yè)的發(fā)展，隨著新一輪國(guó)際產(chǎn)業(yè)轉(zhuǎn)移的深化，我國(guó)開發(fā)區(qū)必然承接更多的現(xiàn)代服務(wù)業(yè)，包括金融、保險(xiǎn)、中介服務(wù)、咨詢服務(wù)等，，為我國(guó)產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整和優(yōu)化升級(jí)奠定基礎(chǔ)。
[Abstract]:In history, the international industry has experienced four large-scale transfers. In order to reduce costs, improve efficiency and be driven by various interests, developed countries have transferred labor-intensive and resource-intensive industries to less developed or developing countries. After a period of development, it began to transfer part of high-tech intensive industries. The 1990s began the fourth international industrial transfer. Compared with the past, this industrial transfer is larger in scale and more in the form of transfer. As an important support of China's economic development, the development zone is the key area to promote the development of industry and export-oriented economy. In the context of the new round of international industrial transfer, China's economic and technological development zones and high-tech development zones have obviously increased the number of projects and the amount of foreign capital utilization in attracting foreign capital, especially in the eastern part of the country. Coastal development zones, industrial agglomeration has matured, the industry to undertake more biased in the service industry. This paper first summarizes the history of the four international industrial transfers and the new trend of the new international industrial transfer. Since the end of the 18th century, the four international industrial transfers have brought different influences. The first international industrial transfer laid the foundation for the United States to become an economic power, the second international industrial transfer made Japan and Germany a world power, and the third industrial transfer created the development miracle of the "four Little Dragons" in Asia. The fourth industrial transfer achieved the status of a large manufacturing country in China. Then it discusses the current situation of international industrial transfer at home and abroad, analyzes the theoretical basis, motivation and mode of international industrial transfer, and makes a deeper analysis of international industrial transfer. Analyze it step by step. The second chapter summarizes the development of development zones at home and abroad, including the development of economic and technological development zones and high-tech industrial development zones, the development of development zones in China are discussed. The latter chapter starts with the industrial transfer in our country, analyzes the status of undertaking industries in China's development zones, and analyzes the economic and technological development zones and the high-tech development zones from two different angles. Among them, it focuses on the situation of the state-level economic and technological development zones and national high-tech zones, which play an important role in the economic development of our country, in undertaking international industrial transfer. Then, the paper analyzes and summarizes the problems of regional disparity, malignant competition, the root of multinational corporations and the immature stage of foreign investment in China's development zones in the process of undertaking industrial transfer. It is concluded that the development zone should be reformed and innovated in the aspects of management system, industrial agglomeration mode, and internationalization, so as to create a suitable development zone for benign development. The pattern of exhibition. From the analysis of the article, it is not difficult to see that China's development zones, especially the national development zones, have become the experimental sites and leaders for vigorously developing industries and high-tech industries in China, and are the key areas in the practice of experimenting with our country's industrial policies. In the 21st century, the new round of international industrial transfer has been further developed in a variety of forms, among which, the transfer of service industry has become the main form. While China's economic and technological development zones have always focused on the introduction of investment in industry, especially manufacturing, high-tech industrial development zones have been more inclined to the development of sophisticated technologies and emerging industries. With the deepening of the new round of international industrial transfer, The development zone of our country is bound to undertake more modern service industries, including finance, insurance, intermediary services, consulting services and so on, which lays the foundation for the adjustment and optimization of China's industrial structure.
