我國產業(yè)空間轉移的低碳效應研究

【摘要】:改革開放以來,通過承接國際產業(yè)轉移,我國經濟一直處于高速增長時期,經濟發(fā)展水平顯著提高,但是產業(yè)轉移也促進了各區(qū)域碳排放的變化,因此本文通過產業(yè)空間轉移這一新的視角定量地研究低碳經濟問題。根據(jù)新經濟地理學理論,運輸成本是制約產業(yè)轉移,限制經濟發(fā)展的重要因素,所以本文將運輸成本與C-D生產函數(shù)相結合建立新的C-D生產函數(shù)。 理論上產業(yè)空間轉移對于各區(qū)域的碳排放具有直接效應與間接效應。基于此,本文針對產業(yè)空間轉移對區(qū)域低碳經濟發(fā)展的影響做出兩個假設,并通過實證分析來驗證這些假設是否成立。 本文通過區(qū)位熵指數(shù)和產業(yè)絕對份額分別分析了我國勞動力密集型行業(yè)、資本密集型行業(yè)和技術密集型行業(yè)的產業(yè)空間轉移狀況,結果發(fā)現(xiàn),勞動密集型行業(yè)率先向中西部地區(qū)轉移,技術密集型行業(yè)的轉移稍微滯后,資本密集型行業(yè)呈現(xiàn)出向東部如河北、江蘇、山東、廣東等地區(qū)集聚的現(xiàn)象。 通過面板數(shù)據(jù)模型分別對我國全區(qū)域、東部地區(qū)、中部地區(qū)、西部地區(qū)進行實證分析,結果發(fā)現(xiàn),西部地區(qū)出現(xiàn)與假設二相反的現(xiàn)象。勞動力的流動、技術進步、勞動密集型行業(yè)的轉移與技術密集型行業(yè)的轉移對于區(qū)域低碳經濟發(fā)展具有明顯促進作用,而資本流動、資本密集型行業(yè)的轉移對于各區(qū)域低碳經濟發(fā)展都具有負作用,運輸效率即運輸成本對于中東部地區(qū)低碳經濟發(fā)展具有正效應,但對西部地區(qū)具有負效應。據(jù)此,本文認為東部地區(qū)要加快勞動力密集型行業(yè)和技術密集型行業(yè)的轉出力度,把握好新一輪國際服務業(yè)轉移的時機。中西部地區(qū)要加大對這兩個行業(yè)承接力度,西部地區(qū)要加快交通運輸?shù)然A設施建設,中部地區(qū)要發(fā)揮連接東西部地區(qū)的橋梁作用。資本流動與資本密集型行業(yè)對于改善區(qū)域低碳經濟發(fā)展水平具有很大潛力,政府部門要充分利用資本密集型行業(yè)的集聚效應,統(tǒng)籌規(guī)劃重工業(yè)行業(yè)在江蘇、山東、河北等地區(qū)的發(fā)展布局。
[Abstract]:Since the reform and opening up, by undertaking international industrial transfer, China's economy has been in a period of rapid growth, the level of economic development has improved significantly, but industrial transfer has also promoted the change of carbon emissions in various regions. Therefore, this paper quantitatively studies the problem of low-carbon economy through the new perspective of industrial space transfer. According to the new economic geography theory, transportation cost is an important factor that restricts the industrial transfer and economic development, so this paper combines the transportation cost with the C-D production function to establish a new C-D production function. Theoretically, industrial spatial transfer has direct and indirect effects on carbon emissions in various regions. Based on this, this paper makes two hypotheses on the impact of industrial space transfer on the development of regional low-carbon economy, and verifies whether these hypotheses are valid through empirical analysis. This paper analyzes the spatial transfer of labor-intensive industries, capital-intensive industries and technology-intensive industries by means of the location entropy index and the absolute share of industries, respectively. The labor-intensive industries move first to the central and western regions, but the transfer of technology-intensive industries lags behind, and the capital-intensive industries show the phenomenon of agglomeration to the east, such as Hebei, Jiangsu, Shandong, Guangdong and so on. The panel data model is used to analyze the whole region, the eastern region, the central region and the western region of our country, and the results show that the phenomenon of the western region is contrary to the hypothesis two. Labor mobility, technological progress, transfer of labor-intensive industries and transfer of technology-intensive industries play a significant role in promoting regional low-carbon economic development, while capital flows, The transfer of capital-intensive industries has a negative effect on the development of low-carbon economy in all regions. Transport efficiency, that is, transportation cost, has a positive effect on the development of low-carbon economy in the central and eastern regions, but a negative effect on the western region. Based on this, this paper holds that the eastern region should speed up the transfer of labor-intensive industries and technology-intensive industries, and grasp the opportunity of a new round of international service industry transfer. The central and western regions should step up their efforts to undertake these two industries, the western region should speed up the construction of infrastructure such as transportation, and the central region should play a role as a bridge connecting the eastern and western regions. Capital flows and capital-intensive industries have great potential to improve the level of regional low-carbon economic development. Government departments should make full use of the agglomeration effect of capital-intensive industries and plan the heavy industries in Jiangsu and Shandong as a whole.
