【摘要】：扶貧開發(fā)工作是加快地區(qū)經(jīng)濟社會發(fā)展,解決地區(qū)發(fā)展不平衡,轉(zhuǎn)變貧困地區(qū)群眾困難生活現(xiàn)狀,實現(xiàn)中國東、中、西部地區(qū)全面協(xié)調(diào)發(fā)展的現(xiàn)實途徑。 本論文通過深入實地調(diào)查研究,認真查閱大量文獻資料,分析了永善縣經(jīng)濟發(fā)展現(xiàn)狀、基礎(chǔ)設(shè)施現(xiàn)狀、人力資源現(xiàn)狀、‘生態(tài)環(huán)境現(xiàn)狀,結(jié)合永善縣地理、氣候、資源、人力等優(yōu)勢,對國內(nèi)外及中國東、中、西部地區(qū)發(fā)展現(xiàn)狀的比較研究,認真研究總結(jié)了永善縣扶貧開發(fā)工作在扶貧開發(fā)專業(yè)培訓人才缺乏、交通電力等基礎(chǔ)設(shè)施脆弱等方面存在的劣勢,仔細查找了永善縣在扶貧開發(fā)工作中存在的扶貧工作創(chuàng)新理念不夠,體制機制還不健全,相關(guān)配套制度有待完善,主體職能發(fā)揮不夠充分,獎懲績效機制不健全且不具可操作性,扶貧開發(fā)工作投入的項目資金與群眾的期望值差距過大,地方配套幾乎不可能實現(xiàn)等原因,以及永善縣在扶貧開發(fā)工作中面臨的機遇和挑戰(zhàn),找出了通過樹立共同富裕,縮小城鄉(xiāng)差距的理念；樹立環(huán)境優(yōu)先,可持續(xù)發(fā)展的理念；樹立掛鉤幫扶不脫貧不脫鉤理念；樹立穩(wěn)定和諧、各民族共同脫貧致富奔小康理念；創(chuàng)新制度管理,加快扶貧工作體制機制建設(shè)；改善投資環(huán)境,引導產(chǎn)業(yè)轉(zhuǎn)移和扶持優(yōu)勢產(chǎn)業(yè)；調(diào)整產(chǎn)業(yè)結(jié)構(gòu),發(fā)展高原特色農(nóng)業(yè)；夯實基礎(chǔ)設(shè)施,解決發(fā)展“短板”問題；優(yōu)化生態(tài)環(huán)境,實現(xiàn)可持續(xù)發(fā)展；提高人口素質(zhì),強化科技和人才支撐等符合永善縣扶貧開發(fā)工作的發(fā)展路徑。
[Abstract]:The work of poverty alleviation and development is a realistic way to speed up the regional economic and social development, solve the imbalance of regional development, change the difficult living conditions of the people in the poor areas, and realize the comprehensive and coordinated development of the eastern, central and western regions of China. This paper analyzes the present situation of economic development, infrastructure, human resources, ecological environment, geography, climate and resources of Yongshan County, through in-depth field investigation and research, and consulting a large number of documents and materials, and analyzes the present situation of economic development, infrastructure, human resources, geography, climate and resources in Yongshan County. With the advantages of manpower, a comparative study of the development situation at home and abroad and in the eastern, central and western regions of China, we have carefully studied and summed up the lack of specialized training personnel in poverty alleviation and development work in Yongshan County. The weak points in the fragile infrastructure such as transportation and power have been carefully looked up in Yongshan County, where the concept of innovation in poverty alleviation and development is not enough, the system and mechanism are not perfect, and the relevant supporting systems need to be improved. The main functions are not given full play, the performance mechanism of rewards and punishments is not perfect and operable, the gap between the project funds invested in poverty alleviation and development work and the expectations of the masses is too large, the local matching is almost impossible to realize, etc. As well as the opportunities and challenges that Yongshan County faces in the work of poverty alleviation and development, it finds out the concept of common prosperity, narrowing the gap between urban and rural areas, setting up the concept of environmental priority and sustainable development, setting up the concept of hooks to help prevent poverty and not to decouple; Set up the concept of stability and harmony, get rich and get rich from poverty among all ethnic groups; innovate system management, speed up the construction of the system mechanism for poverty alleviation; improve the investment environment, guide industry transfer and support superior industries; and adjust the industrial structure. Developing plateau characteristic agriculture, ramming infrastructure, solving the problem of "short board", optimizing ecological environment, realizing sustainable development, improving the quality of population, strengthening science and technology and talent support are in line with the development path of Yongshan County's poverty alleviation and development work.
