【摘要】：節(jié)能減排是我國制定的基本國策之一,它在許多方面起到至關(guān)重要的作用。例如轉(zhuǎn)變經(jīng)濟(jì)增長方式、使能源得到高效利用、推動經(jīng)濟(jì)快速發(fā)展等。節(jié)能減排不僅是我國科學(xué)發(fā)展的必由之路,也是“兩型”社會發(fā)展建設(shè)的必走之路。西安是我國最早的工業(yè)基地之一,工業(yè)經(jīng)濟(jì)在西安經(jīng)濟(jì)社會發(fā)展處于最重要的地位。目前,西安市處于推進(jìn)新型工業(yè)化的關(guān)鍵時期,節(jié)能減排顯得尤為重要,立足西安市的客觀發(fā)展環(huán)境,如何更好的實(shí)施節(jié)能減排戰(zhàn)略,制定一個工業(yè)企業(yè)低消耗與低排放的新思路,促進(jìn)西安市的工業(yè)朝著低碳方向發(fā)展,并最終實(shí)現(xiàn)資源節(jié)約型和環(huán)境友好型的工業(yè)與節(jié)能減排的發(fā)展模式。 本文首先介紹了西安市工業(yè)企業(yè)發(fā)展的現(xiàn)狀以及當(dāng)前國際與國內(nèi)節(jié)能減排的大背景,對節(jié)能減排的相關(guān)理論進(jìn)行闡述,接著對目前工業(yè)企業(yè)正逐步從高能耗向低能耗轉(zhuǎn)變的過程以及節(jié)能減排的現(xiàn)狀進(jìn)行分析,詳細(xì)陳述了節(jié)能減排的進(jìn)程中的主要問題,分析產(chǎn)生問題的原因。緊接著介紹了多個國內(nèi)外節(jié)能減排較為成功的實(shí)例,在此基礎(chǔ)上提出了對西安市節(jié)能減排的對策建議,希望對西安市工業(yè)經(jīng)濟(jì)朝向低碳化發(fā)展的道路上提供幫助。最后針對西安市節(jié)能減排政策實(shí)施中存在的問題,提出了完善節(jié)能減排工作的對策建議。
[Abstract]:Energy saving and emission reduction is one of the basic national policies in China, which plays an important role in many aspects. For example, change the mode of economic growth, make energy efficient use, promote the rapid development of economy and so on. Energy saving and emission reduction is not only the only way for the scientific development of our country, but also the necessary road for the development and construction of the "two types" society. Xi'an is one of the earliest industrial bases in China, and the industrial economy is in the most important position in the economic and social development of Xi'an. At present, Xi'an is in the key period of promoting new industrialization, energy saving and emission reduction is particularly important. Based on the objective development environment of Xi'an, how to better implement the strategy of energy saving and emission reduction, To establish a new idea of low consumption and low emission in industrial enterprises, promote the development of Xi'an industry towards low carbon, and finally realize the development mode of resource saving and environment friendly industry and energy saving and emission reduction. This paper first introduces the development of industrial enterprises in Xi'an and the background of energy saving and emission reduction at home and abroad, and expounds the related theories of energy saving and emission reduction. Then the paper analyzes the process of industrial enterprises' transition from high energy consumption to low energy consumption and the present situation of energy saving and emission reduction. The main problems in the process of energy saving and emission reduction are described in detail and the reasons for the problems are analyzed. Then several successful examples of energy saving and emission reduction at home and abroad are introduced. On this basis, the countermeasures and suggestions for energy saving and emission reduction in Xi'an are put forward, hoping to provide help for the development of industrial economy in Xi'an towards low carbonization. Finally, in view of the problems existing in the implementation of energy saving and emission reduction policy in Xi'an, the countermeasures and suggestions for improving energy saving and emission reduction are put forward.
