資源型縣域發(fā)展規(guī)劃執(zhí)行力研究

【摘要】:從國家層面看,“十二五”時期是全面建設小康社會的關鍵時期,是深化改革開放、加快經(jīng)濟發(fā)展方式的攻堅時期,也是實現(xiàn)轉(zhuǎn)型跨越發(fā)展的重要時期。從山西省層面看,經(jīng)濟社會發(fā)展中受到經(jīng)濟結構深層次矛盾的困擾,國家擴大內(nèi)需和促進中部崛起戰(zhàn)略的深入實施,對能源、材料和裝備的需求還將持續(xù)增加,在這一發(fā)展背景下,山西省轉(zhuǎn)型綜合改革配套試驗區(qū)的設立標志著山西省承擔了資源型經(jīng)濟轉(zhuǎn)型這一重大主題,轉(zhuǎn)型發(fā)展成為山西省域內(nèi)的全局性、戰(zhàn)略性目標,縣域發(fā)展規(guī)劃是國民經(jīng)濟和社會發(fā)展規(guī)劃的重要組成部分,科學的頂層設計需要嚴格的執(zhí)行力才能見成效,本文主要對縣域發(fā)展規(guī)劃執(zhí)行力進行深入研究。 本文首先通過對山西區(qū)域發(fā)展規(guī)劃實施情況的歷史回顧與分析,從省級政府的政策導向看,國家需要和山西發(fā)展并沒有得到很好地協(xié)調(diào),并對微觀行政區(qū)域產(chǎn)生了以能源發(fā)展為導向的深刻影響;從區(qū)域內(nèi)的經(jīng)濟發(fā)展路徑方面看,經(jīng)濟增長方式轉(zhuǎn)變難度很大;從區(qū)域內(nèi)政府發(fā)展行為看,追求短期增長效應的發(fā)展方式普遍;從區(qū)域內(nèi)政府官員執(zhí)政理念看,部分政府官員把個人利益放在公共利益之上,成為制約產(chǎn)業(yè)結構轉(zhuǎn)型目標的重要障礙因素。 其次,在界定規(guī)劃實施主體的基礎上,總結了受文化資本、政治資本、關系資本、位置資本、人格資本等因素的制約,決策層和執(zhí)行層與此相對應的行動特征。根據(jù)政策過程理論,將實施過程分為決策、執(zhí)行、控制、評價等階段,分析了規(guī)劃實施主體在各個階段的作用機制。 第三,通過構建縣域發(fā)展規(guī)劃執(zhí)行力評價體系,從結果導向和過程導向?qū)h域發(fā)展規(guī)劃執(zhí)行力進行全面考察,就結果導向的執(zhí)行力評價方面,選取了預期性指標和約束性指標進行評價;就過程導向的執(zhí)行力評價方面,提出了規(guī)劃認知與支持力、規(guī)劃保障力、組織溝通與協(xié)同力、過程控制力、實施效果力五個測量維度,并依據(jù)縣域發(fā)展規(guī)劃執(zhí)行力測評指標體系,設置了相應的調(diào)查問卷,給出了縣域發(fā)展規(guī)劃執(zhí)行力的計算方法。 第四,本章分析了某資源型縣域產(chǎn)業(yè)規(guī)劃和城鎮(zhèn)規(guī)劃實施中存在的風險,從結果導向和過程導向兩個角度對某資源型縣域發(fā)展規(guī)劃執(zhí)行力問題進行了系統(tǒng)全面的評價,分析了規(guī)劃目標的執(zhí)行偏差的根源,提取了規(guī)劃實施過程中的主要影響因素,從實證角度分析得出規(guī)劃認知力斷層性特征、微觀經(jīng)濟主體參與程度不足、監(jiān)督控制機制缺位是主要影響因素,通過相關性分析得出信息公開程度、居民配合程度、中期評估機制落實與規(guī)劃目標完成情況呈現(xiàn)出較強的正相關性。 最后,根據(jù)問卷調(diào)查結果,提出了優(yōu)化執(zhí)行主體在規(guī)劃實施不同階段的執(zhí)行力的相關策略,并對配套制度進行相應改革為縣域發(fā)展規(guī)劃執(zhí)行力優(yōu)化提供保障。 通過本文的研究,本文在已有的規(guī)劃實施評價和政府執(zhí)行力的相關研究的基礎上構建了縣域發(fā)展規(guī)劃執(zhí)行力評價體系,為研究縣域發(fā)展規(guī)劃執(zhí)行力問題提供了新的思路,從而達到降低“十二五”時期的重大決策執(zhí)行風險的目的。 課題資助:本文受到山西省高校人文社科重點研究基地項目《山西省歷次產(chǎn)業(yè)轉(zhuǎn)型與升級效果分析與“十二五”相關重大決策制定與執(zhí)行的風險控制研究》(代碼:20120317)的資助。
[Abstract]:From the national level, the "12th Five-Year" period is the key period for building a well-off society in an all-round way. It is an important period for deepening the reform and opening up, speeding up the way of economic development. It is also an important period for the realization of the transition and development. From the Perspective of Shanxi Province, the economic and social development is plagued by the deep contradictions of the economic structure and the country expands domestic demand. To promote the deep implementation of the strategy of the rise of central China, the demand for energy, materials and equipment will continue to increase. Under this background, the establishment of the comprehensive reform test area in Shanxi province has marked the major theme of the transformation of the resource based economy in Shanxi Province, and the transformation and development become the global and strategic goal in the region of Shanxi province. The county development planning is an important part of the national economic and social development planning. The top level of scientific design needs strict enforcement ability to see the results. This paper mainly studies the implementation of the county development planning.
First of all, through the historical review and analysis of the implementation of Shanxi regional development planning, from the policy orientation of the provincial government, the national needs and the development of Shanxi have not been well coordinated, and the micro administrative region has a profound influence on the development of energy. It is very difficult to change the mode of growth. From the view of the government development behavior in the region, the development mode of the pursuit of short-term growth effect is common. From the view of government officials in power in the region, some government officials put personal interests above the public interests and become an important obstacle to the transformation of industrial structure.
Secondly, on the basis of defining the main body of planning and implementation, it summarizes the constraints of cultural capital, political capital, relation capital, position capital, personality capital, and the corresponding action characteristics of decision making and executive layer. According to the policy process theory, the implementation process is divided into decision making, execution, control, evaluation and other stages, and the implementation of the planning is analyzed. The mechanism of the role of the subject at various stages.
Third, through the construction of the evaluation system of the implementation capacity of county development planning, from the results oriented and process oriented to the comprehensive survey of the implementation force of the county development planning, the evaluation of the outcome oriented performance evaluation, the evaluation of the expectations and constraints are selected. Support force, planning support force, organizational communication and synergy, process control force, implementation effect force five measurement dimensions, and according to the county development planning execution evaluation index system, set up the corresponding questionnaire, and give the calculation method of the county development planning execution.
Fourth, this chapter analyzes the risks in the implementation of a resource based County Industrial Planning and urban planning. From the two angles of result oriented and process oriented, this chapter makes a systematic and comprehensive evaluation of the implementation force of a resource based county development planning, analyzes the root of the implementation deviation of the planning target, and extracts the main problems in the process of planning and implementation. Influencing factors, from the perspective of empirical analysis, we can find out the characteristics of the planning cognitive force fault, the lack of participation in microeconomic subjects and the absence of supervision and control mechanism is the main influencing factor. Through the correlation analysis, the degree of information openness, the degree of residents' coordination, the implementation of the medium-term evaluation mechanism and the completion of the planning target show a strong positive correlation. Finally, according to the results of the questionnaire survey, we put forward the relevant strategies of optimizing the executive body in the implementation of the different stages of planning and implementation, and carry out the corresponding reform to provide guarantee for the optimization of the implementation capacity of the county development planning.
Through the research of this paper, based on the related research of the existing planning implementation evaluation and the government executive power, this paper constructs the evaluation system of the execution capacity of the county development planning, which provides a new way of thinking for the study of the implementation force of the county development planning, thus achieving the goal of reducing the major decision-making risk in the "12th Five-Year" period.
