遼寧海岸帶生態(tài)環(huán)境與經(jīng)濟(jì)協(xié)調(diào)發(fā)展研究

【摘要】:2009年7月1日國務(wù)院批準(zhǔn)了《遼寧沿海經(jīng)濟(jì)帶發(fā)展規(guī)劃》的計(jì)劃,遼寧沿海正式作為整體開發(fā)區(qū)域被納入國家戰(zhàn)略中,而遼寧海岸帶是這一戰(zhàn)略實(shí)施的載體。遼寧海岸帶生態(tài)環(huán)境與經(jīng)濟(jì)協(xié)調(diào)發(fā)展與否是實(shí)現(xiàn)遼寧省經(jīng)濟(jì)可持續(xù)發(fā)展的關(guān)鍵;诖耍疚膮⒖紘鴥(nèi)外大量文獻(xiàn),以地處遼寧海岸帶的丹東、大連、營口、盤錦、錦州及葫蘆島6市為研究區(qū),在系統(tǒng)分析1997~2011年15年間遼寧海岸帶生態(tài)環(huán)境和經(jīng)濟(jì)動(dòng)態(tài)發(fā)展的基礎(chǔ)上,選取適宜的指標(biāo),采用熵權(quán)法確定指標(biāo)權(quán)重,并應(yīng)用可變模糊模型,對(duì)遼寧海岸帶生態(tài)環(huán)境與經(jīng)濟(jì)協(xié)調(diào)發(fā)展綜合指數(shù)的時(shí)空分異性進(jìn)行了定量測(cè)度,結(jié)果表明: (1)1997~2011年15年間,遼寧海岸帶6市生態(tài)環(huán)境綜合指數(shù)在0.536~0.693之間變動(dòng),其中丹東市在0.542~0.678之間變動(dòng),整體有較好的發(fā)展趨勢(shì);大連市在0.558~0.674之間變動(dòng),具有良好的發(fā)展趨勢(shì);營口市在0.562~0.691之間變動(dòng),近幾年變化幅度較大,且有逐漸下降的趨勢(shì);盤錦市在0.536~0.653之間變動(dòng),近年來呈現(xiàn)上升趨勢(shì);錦州市在0.548~0.693之間變動(dòng),整體發(fā)展趨勢(shì)較好;葫蘆島市在0.567~0.641之間變化,生態(tài)狀況較好。 (2)1997~2011年15年間,遼寧海岸帶6市經(jīng)濟(jì)綜合指數(shù)在0.508~0.736之間變動(dòng),其中丹東市在0.557~0.736之間變動(dòng),近幾年趨于穩(wěn)定;大連市在0.508~0.680之間變動(dòng),,近幾年略有下降的趨勢(shì);營口市在0.538~0.657之間變動(dòng),可持續(xù)發(fā)展的潛力下降;盤錦市在0.526~0.629之間變動(dòng),整體正向良性方向發(fā)展;錦州市在0.554~0.668之間變動(dòng),整體形成以第二產(chǎn)業(yè)為主導(dǎo)的經(jīng)濟(jì)形式;葫蘆島市在0.521~0.662之間變化,整體正向重輕工業(yè)協(xié)調(diào)發(fā)展的方向前進(jìn)。 (3)1997~2011年15年間,遼寧海岸帶6市生態(tài)環(huán)境與經(jīng)濟(jì)協(xié)調(diào)發(fā)展指數(shù)在0.536~0.661之間變動(dòng),其中丹東市在0.572~0.661之間變動(dòng),整體處于較好的動(dòng)態(tài)平衡階段;大連市在0.535~0.635之間變動(dòng),整體處于動(dòng)態(tài)平衡階段;營口市在0.560~0.650之間變動(dòng),起伏較大,且近幾年具有明顯的下降趨勢(shì),但仍處于動(dòng)態(tài)平衡階段,可持續(xù)發(fā)展前景不容樂觀;盤錦市在0.560~0.640之間波動(dòng),整體處于高于動(dòng)態(tài)平衡階段,且呈上升趨勢(shì);錦州市在0.576~0.648之間變動(dòng),整體均高于動(dòng)態(tài)平衡階段,但都不足于明顯協(xié)調(diào)階段;葫蘆島市在0.572~0.640間變化,總體處于高于動(dòng)態(tài)平衡階段,且呈上升趨勢(shì)。
[Abstract]:On July 1, 2009, the State Council approved the Plan of Liaoning Coastal Economic Belt, which was formally incorporated into the national strategy as a whole development area, and Liaoning Coastal Zone was the carrier of the implementation of this strategy. The coordinated development of ecological environment and economy in Liaoning coastal zone is the key to realize sustainable economic development in Liaoning province. Based on this, this paper takes Dandong, Dalian, Yingkou, Panjin, Jinzhou and Huludao cities, which are located in the coastal zone of Liaoning Province, as the research areas. Based on the systematic analysis of the ecological environment and economic development of Liaoning coastal zone from 1997 to 2011, the appropriate indexes were selected, the weight of the indexes was determined by entropy weight method, and the variable fuzzy model was applied. The spatial and temporal heterogeneity of the comprehensive index of the coordinated development of ecological environment and economy in the coastal zone of Liaoning Province is quantitatively measured. The results show that: During the 15 years from 1997 to 2011, the comprehensive index of ecological environment of 6 cities in Liaoning coastal zone changed between 0.536 and 0.693, among which Dandong city changed between 0.542 and 0.678, and Dalian city changed between 0.558and 0.674, which has a good development trend, and the ecological environment comprehensive index of 6 cities in Liaoning coastal zone changed between 0.536 and 0.693, among which Dandong city changed between 0.542 and 0.678, and Dalian city changed between 0.558 and 0.674, which showed a good development trend. Yingkou city changed between 0.562 and 0.691, the range of change was larger in recent years, and there was a decreasing trend in recent years, Panjin city changed between 0.536 and 0.653, and in recent years it showed an upward trend, Jinzhou city changed between 0.548 and 0.693, and the overall development trend was better. The ecological condition of Huludao city is better than that of Huludao city. During the 15 years from 1997 to 2011, the economic composite index of 6 cities in the coastal zone of Liaoning changed between 0.508 and 0.736, among which Dandong changed between 0.557 and 0.736, which tended to be stable in recent years, Dalian changed between 0.508 and 0.680, and Dalian changed in the range of 0.5380.657, while Dalian changed in the range of 0.5380.657. The potential for sustainable development has declined; Panjin City has changed between 0.526 and 0.629, and the overall development is positive; Jinzhou City has changed between 0.554 and 0.668 to form an economic form dominated by the secondary industry; and Huludao City has changed in the range of 0.521 to 0.662. The whole is moving in the direction of coordinated development of heavy and light industries. During the 15 years from 1997 to 2011, the coordinated development index of ecological environment and economy in 6 cities of Liaoning coastal zone changed between 0.536 and 0.661, among which Dandong city changed between 0.572n0.661, the whole city was in a better dynamic equilibrium stage, and Dalian city changed between 0.535 and 0.635. The whole is in the stage of dynamic equilibrium, Yingkou is fluctuating between 0.560 and 0.650, and has a significant downward trend in recent years, but it is still in the stage of dynamic equilibrium, and the prospect of sustainable development is not optimistic; the fluctuation of Panjin city is between 0.560 and 0.640. The whole is higher than the dynamic equilibrium stage, and shows an upward trend; Jinzhou city changes between 0.576n0.648, the whole is higher than the dynamic equilibrium stage, but all of them are insufficient in the obvious coordination stage; the Huludao city changes between 0.572n0.640 and is generally higher than the dynamic equilibrium stage. And showed an upward trend.
