【摘要】：在提升國家整體科技創(chuàng)新能力的過程中,政府和企業(yè)扮演了重要的角色。然而,伴隨著政府對企業(yè)創(chuàng)新活動干預的增加,政府規(guī)制負擔同樣對企業(yè)創(chuàng)新造成了影響�；谥袊‰H高技術產業(yè)1999—2009年的面板數據,使用隨機前沿生產函數模型實證檢驗政府規(guī)制負擔、中介組織發(fā)展和技術創(chuàng)新效率的關系。研究發(fā)現:政府干預對企業(yè)技術創(chuàng)新效率的影響呈倒U型關系,當政府規(guī)制對企業(yè)兩種創(chuàng)新活動的干預達到平衡時,企業(yè)技術創(chuàng)新效率實現較高的水平;政府規(guī)模的減小顯著正向影響企業(yè)技術創(chuàng)新效率;中介組織發(fā)展水平顯著正向影響企業(yè)技術創(chuàng)新效率;中介組織在政府規(guī)模對企業(yè)技術創(chuàng)新效率影響過程中起到了調節(jié)作用。
[Abstract]:The government and enterprises play an important role in the process of improving the overall scientific and technological innovation ability of the country. However, with the increase of government intervention in enterprise innovation activities, the burden of government regulation also has an impact on enterprise innovation. Based on the panel data of China's inter-provincial high-tech industry from 1999 to 2009, the stochastic frontier production function model is used to empirically test the relationship between the government regulation burden, the development of intermediary organizations and the efficiency of technological innovation. It is found that the influence of government intervention on the efficiency of enterprise technological innovation is inversely U-shaped. When the intervention of government regulation on the two kinds of innovation activities reaches a balance, the efficiency of enterprise technological innovation can be achieved at a higher level. The reduction of government scale has a significant positive impact on the efficiency of technological innovation of enterprises; the level of development of intermediary organizations has a significant positive impact on the efficiency of technological innovation of enterprises; intermediary organizations play a regulatory role in the process of the impact of government scale on the efficiency of technological innovation of enterprises.
