【摘要】：2014年5月份,習(xí)總書(shū)記指出經(jīng)濟(jì)新常態(tài)是我國(guó)未來(lái)五年甚至是更長(zhǎng)遠(yuǎn)時(shí)間的發(fā)展常態(tài),當(dāng)下我國(guó)資源緊缺、人口紅利弱化、環(huán)境受污嚴(yán)重、人與自然關(guān)系緊張,在各個(gè)發(fā)展領(lǐng)域應(yīng)當(dāng)及時(shí)作出相應(yīng)的調(diào)整,以適應(yīng)經(jīng)濟(jì)新常態(tài)。經(jīng)濟(jì)新常態(tài)具有經(jīng)濟(jì)增長(zhǎng)速度由高速轉(zhuǎn)變?yōu)橹懈咚�、產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級(jí)、要素驅(qū)動(dòng)、投資驅(qū)動(dòng)轉(zhuǎn)向創(chuàng)新驅(qū)動(dòng)這三大特點(diǎn),未來(lái)的發(fā)展趨勢(shì)也必然會(huì)按照這三大特點(diǎn)來(lái)進(jìn)行調(diào)整,目的就是為了擺脫過(guò)去三十多年來(lái)的“高消耗、高污染、低收益”的經(jīng)濟(jì)發(fā)展老路,確保生態(tài)環(huán)境的可持續(xù)性,同時(shí)讓經(jīng)濟(jì)發(fā)展更加合理健康。2015年10月份,在十八屆五中全會(huì)所通過(guò)的“十三五”規(guī)劃中,綠色發(fā)展被列入主要發(fā)展理念,目的在于指導(dǎo)社會(huì)各個(gè)領(lǐng)域的發(fā)展要遵從自然規(guī)律,堅(jiān)決不以肆意消耗生態(tài)資源為代價(jià)來(lái)?yè)Q取經(jīng)濟(jì)利益,一切要以生態(tài)資源的有限性和環(huán)境的承載力為基礎(chǔ)來(lái)進(jìn)行社會(huì)建設(shè)。2016年12月,習(xí)近平總書(shū)記又對(duì)生態(tài)文明建設(shè)工作作出重要指示,強(qiáng)調(diào)生態(tài)文明建設(shè)是“五位一體”總體布局和“四個(gè)全面”戰(zhàn)略布局的重要內(nèi)容。各地區(qū)各部門要切實(shí)貫徹新發(fā)展理念,樹(shù)立“綠水青山就是金山銀山”的強(qiáng)烈意識(shí),努力走向社會(huì)主義生態(tài)文明新時(shí)代。本文對(duì)經(jīng)濟(jì)新常態(tài)視閾下的綠色發(fā)展做了深入的研究,分別了解了經(jīng)濟(jì)新常態(tài)和綠色發(fā)展的背景,內(nèi)涵和特征,并分析了經(jīng)濟(jì)新常態(tài)與綠色發(fā)展的關(guān)系。從綠色發(fā)展對(duì)經(jīng)濟(jì)新常態(tài)的訴求以及經(jīng)濟(jì)新常態(tài)與綠色發(fā)展的三個(gè)統(tǒng)一性,即目的統(tǒng)一、手段統(tǒng)一和成果統(tǒng)一,三者的統(tǒng)一性表明了無(wú)論是適應(yīng)經(jīng)濟(jì)新常態(tài)還是大力提倡綠色發(fā)展,都是為了避免過(guò)度追求經(jīng)濟(jì)而忽略生態(tài)環(huán)境的可持續(xù)性,都是為了適當(dāng)降低經(jīng)濟(jì)增長(zhǎng)速度而為民眾帶來(lái)更多的生態(tài)效益。同時(shí),深入分析兩者的關(guān)系,也深層次的表明了綠色發(fā)展在經(jīng)濟(jì)新常態(tài)下的重要性,從而使民眾對(duì)于綠色理念有了全新的認(rèn)識(shí)。當(dāng)然,在全新的背景下去推行綠色發(fā)展,必然面臨重重阻礙,經(jīng)濟(jì)快速增長(zhǎng)的慣性、傳統(tǒng)生產(chǎn)模式的制約、綠色創(chuàng)新技術(shù)匱乏、綠色發(fā)展相關(guān)的法律法規(guī)不健全、政府職能不到位、綠色市場(chǎng)不完善等問(wèn)題都是實(shí)施綠色發(fā)展所必須跨過(guò)的坎。在面對(duì)諸多問(wèn)題的同時(shí),本文也提出了一些解決方案,并且針對(duì)目前民眾所關(guān)心的生態(tài)幸福指數(shù)以及中國(guó)在國(guó)際上敢于擔(dān)當(dāng)綠色責(zé)任的良好趨勢(shì)提出了一些見(jiàn)解。綠色發(fā)展不僅是當(dāng)下我國(guó)發(fā)展的重大主題,也是國(guó)際發(fā)展的主流趨勢(shì),全國(guó)上下必須萬(wàn)眾一心,積極探索道路,為綠色發(fā)展的偉大目標(biāo)貢獻(xiàn)自己的一份力量。
[Abstract]:In May 2014, General Secretary Xi pointed out that the new normal economy is the normal state of China's development in the next five years or even more long term. At present, China's resources are short, the demographic dividend is weakened, the environment is seriously polluted, and the relationship between people and nature is tense. In every development field, the corresponding adjustment should be made in time to adapt to the new normal economy. The new normal economy has a new normal state. The speed of economic growth has changed from high speed to medium speed, the optimization and upgrading of industrial structure, factor driven, investment driven and innovation drive these three characteristics. The future development trend will also be adjusted according to these three characteristics. The purpose is to get rid of the economic development of "high consumption, high pollution and low income" in the past thirty years. The old road is to ensure the sustainability of the ecological environment and make the economic development more reasonable and healthy in October. In the 13th Five-Year plan, which was passed in the fifth Plenary Session of the 18th CPC Central Committee, the green development is included in the main concept of development. The purpose is to guide the development of all areas of society to comply with the law of nature and not to consume the ecological capital wantonly. In exchange for economic benefits at the cost of the source, all should be based on the limited nature of ecological resources and the carrying capacity of the environment to carry out social construction in December.2016. General Secretary Xi Jinping also made important instructions to the construction of ecological civilization, emphasizing that the construction of ecological civilization is the overall layout of the "five in one" and the "four comprehensive" strategic layout. It is necessary to carry out the new development concept and establish the strong consciousness of "green mountain and Jinshan Yinshan Mountain" and strive for the new era of socialist ecological civilization. This paper makes an in-depth study on the green development under the new normal view of the economy, and understands the background of the new economic normal and green development, and the connotation and the connotation of the development. The relationship between the new normal economy and the green development is analyzed. From the demand of green development to the new norm of the economy and the three unity of the new normal economy and the green development, the unity of the purpose, the unification of the means and the unity of the results, the unity of the three shows that whether it is to adapt to the new norm of the economy or to promote the green development, it is all for In order to avoid the excessive pursuit of the economy and ignore the sustainability of the ecological environment, it is to bring more ecological benefits to the public for the proper reduction of the economic growth rate. At the same time, the in-depth analysis of the relationship between the two shows the importance of green development in the new economic norm, thus making the public new to the concept of green. Of course, in the new background, the implementation of green development must face many obstacles, the inertia of the rapid economic growth, the restriction of the traditional production mode, the lack of green innovation technology, the imperfect laws and regulations related to the green development, the lack of government functions and the imperfect green market, all of which must be crossed over the green development. In the face of many problems, this article also puts forward some solutions, and puts forward some views on the ecological happiness index and the good trend of China to take on green responsibility at the international level. Green development is not only a major theme of the present development of our country, but also the mainstream of international development. The whole nation must be united with one heart and one mind, actively explore the road, and contribute to the great goal of green development.
