【摘要】：文章基于"撤縣設(shè)區(qū)"改革的政策實(shí)驗(yàn),使用一種純數(shù)據(jù)推動(dòng)的合成控制評(píng)估思路,分析了政府推動(dòng)型城市化模式對(duì)縣域經(jīng)濟(jì)發(fā)展的影響。研究結(jié)果表明:(1)政府推動(dòng)型城市化,在大多數(shù)地區(qū)發(fā)揮了中心城市經(jīng)濟(jì)發(fā)展的輻射和援助作用,但是短期內(nèi)未能帶來(lái)人口的實(shí)質(zhì)性城市化;(2)在影響渠道上,這一城市化進(jìn)程增強(qiáng)了縣域財(cái)政的收支能力,同時(shí)強(qiáng)化了轄區(qū)政府在公共服務(wù)事務(wù)上的支出,進(jìn)而發(fā)揮著對(duì)縣域經(jīng)濟(jì)發(fā)展的促進(jìn)作用。但是本文的研究也表明,在政府推動(dòng)型高速城市化背景下,需要警惕假性城市化及延緩縣域經(jīng)濟(jì)發(fā)展的雙重隱患,過(guò)快或干預(yù)過(guò)多的城市化模式也可能會(huì)損害經(jīng)濟(jì)的健康發(fā)展。
[Abstract]:Based on the policy experiment of the reform of "withdrawal of counties and districts", using a pure data-driven synthetic control evaluation idea, this paper analyzes the influence of the government-driven urbanization model on the development of county economy. The research results show that the government-driven urbanization plays a role of radiation and assistance in the economic development of central cities in most areas, but in the short term it fails to bring substantial urbanization to the population. This process of urbanization strengthens the revenue and expenditure ability of the county government and the expenditure of the district government on the public service affairs, thus playing a role in promoting the development of the county economy. But the research of this paper also shows that under the background of high speed urbanization driven by the government, it is necessary to guard against the double hidden danger of false urbanization and delaying the development of county economy. Too fast or too much intervention in urbanization mode may also harm the healthy development of economy.
