【摘要】：海洋產(chǎn)業(yè)的增長已成為新亮點,在經(jīng)濟發(fā)展中發(fā)揮了越來越重要的作用,海洋產(chǎn)業(yè)發(fā)展規(guī)劃也已上升為我國的國家戰(zhàn)略。海南是陸地資源小省、海洋資源大省,管轄全國三分之二的海洋區(qū)域,擁有豐富的海洋物產(chǎn)資源。海南扼守南海最前沿,“海洋絲綢之路”的戰(zhàn)略地位越來越重要,具備向海洋強省跨越的自然基礎和條件。 本文以海南省海洋產(chǎn)業(yè)為研究對象,探索海南省海洋產(chǎn)業(yè)發(fā)展具體路徑。文章概述了海洋產(chǎn)業(yè)相關概念理論基礎,分層次對海南海洋產(chǎn)業(yè)進行深度分析：通過實地調查、文獻數(shù)據(jù)收集等方法,從海洋自然資源、區(qū)位環(huán)境、社會體制、科技創(chuàng)新等對海南省海洋產(chǎn)業(yè)發(fā)展現(xiàn)狀作一般分析；定性分析了海南省發(fā)展海洋產(chǎn)業(yè)面臨的機遇挑戰(zhàn)；通過定量分析和定性分析相結合,從實證角度剖析海南產(chǎn)業(yè)結構發(fā)展態(tài)勢,充分進行了靜態(tài)分析、動態(tài)比較。 研究表明,海南發(fā)展海洋產(chǎn)業(yè)實現(xiàn)海洋強省具備資源豐富、區(qū)域優(yōu)勢突出、政策體制有利等基礎與優(yōu)勢,但存在大海洋小產(chǎn)業(yè)等突出問題：產(chǎn)業(yè)結構落后、新興海洋產(chǎn)業(yè)規(guī)模小、科研能力不足、海洋開發(fā)管理體制不完善,等等。在充分研究現(xiàn)狀的基礎上,文章提出了海洋產(chǎn)業(yè)發(fā)展的整體路徑,以及海南省瓊北、瓊南、瓊西海洋產(chǎn)業(yè)區(qū)發(fā)展路徑。主要路徑有：1、明確產(chǎn)業(yè)定位,重點調整海南海洋產(chǎn)業(yè)結構；2、切實加快開發(fā)新興海洋產(chǎn)業(yè)；3、增強高新科技對海洋產(chǎn)業(yè)發(fā)展的支撐作用；4、建立完善海南海洋產(chǎn)業(yè)發(fā)展的宏觀管理體系；5、要有效推進海南現(xiàn)代交通航運和港口基礎設施建設；6、要有力強化現(xiàn)代海洋產(chǎn)業(yè)發(fā)展的生態(tài)保障。 本文的創(chuàng)新之處在于：1、研究內容方面：以往有關海南省海洋方面的研究,大多集中在海洋經(jīng)濟、海洋可持續(xù)發(fā)展等方面,本文的研究對象是海南省海洋產(chǎn)業(yè),研究視角更為具體；2、研究方法方面：(1)以往對海南海洋相關內容的研究定性分析多、定量分析少,本文通過海洋產(chǎn)業(yè)歷年基礎數(shù)據(jù)綜合比對進行分析,增強論文說服力；(2)、將海南省海洋產(chǎn)業(yè)情況與多個沿海省市進行對比,創(chuàng)新性選取比對樣本,將沿海省市按海洋產(chǎn)業(yè)發(fā)達、中等發(fā)達以及欠發(fā)達分為三類,從中各選取2個樣本,與海南產(chǎn)業(yè)結構變動情況進行綜合比對,在縱向對比的基礎上充分深入進行了橫向對比,使對研究對象的分析更為深入。
[Abstract]:The growth of marine industry has become a new bright spot and has played a more and more important role in economic development. The development plan of marine industry has also become the national strategy of our country. Hainan is a small province of land resources and a large province of marine resources. It administers 2/3 marine areas in China and has abundant marine resources. Hainan holds the forefront of the South China Sea, and the strategic position of the "Ocean Silk Road" is becoming more and more important. In this paper, the marine industry in Hainan Province as the research object, to explore the specific path of development of Hainan marine industry. This paper summarizes the theoretical basis of the related concepts of marine industry, and analyzes the marine industry in Hainan at different levels: through field investigation, literature data collection and other methods, from the marine natural resources, location environment, social system, etc. Scientific and technological innovation makes a general analysis of the current situation of the development of marine industry in Hainan Province; qualitatively analyzes the opportunities and challenges facing the development of marine industry in Hainan Province; combines quantitative analysis with qualitative analysis; From the perspective of empirical analysis of Hainan industrial structure development situation, full static analysis, dynamic comparison. The research shows that Hainan has abundant resources, outstanding regional advantages, favorable policy system and so on. However, there are some outstanding problems such as large marine and small industries: the industrial structure is backward, and so on. The emerging marine industry scale is small, the scientific research ability is insufficient, the marine development management system is not perfect, and so on. On the basis of the full study of the present situation, the paper puts forward the overall path of the development of marine industry and the development path of Qiongbei, Qiongnan and Qiongxi marine industrial zones in Hainan Province. The main path is: 1, define the position of industry, It is important to adjust the marine industrial structure of Hainan, to speed up the development of the new marine industry, to strengthen the supporting role of high and new technology to the development of marine industry, and to establish and perfect the macro management system for the development of Hainan marine industry. Hainan modern transportation, shipping and port infrastructure construction must strengthen the ecological protection of modern marine industry development. The innovation of this paper lies in the aspect of research content: in the past, most of the researches on the ocean in Hainan Province focused on the marine economy, the sustainable development of the ocean, and so on. The research object of this paper is the marine industry of Hainan Province. The research angle of view is more specific, and the research method is as follows: (1) in the past, there were more qualitative analysis and less quantitative analysis on the relevant marine contents in Hainan. This paper makes an analysis through the comprehensive comparison of the basic data of the marine industry over the years. Strengthen the persuasion of the thesis, compare the marine industry situation of Hainan Province with many coastal provinces and cities, select and compare the samples innovatively, divide the coastal provinces and cities into three categories according to the marine industry developed, medium developed and underdeveloped, and select 2 samples each. Comparing comprehensively with the change of Hainan industrial structure, the horizontal contrast is carried out thoroughly on the basis of longitudinal contrast, which makes the analysis of the object of study more thorough.
