【摘要】：采取熵權法和線性加權法對四川省"十二五"規(guī)劃目標體系的整體實現(xiàn)度進行測量,結果顯示,規(guī)劃目標整體實現(xiàn)度達97.6%,其中所有約束性指標均已實現(xiàn),說明四川省在經濟效益和生態(tài)效益之間取得了較好的平衡。僅有個別指標與預期有一定偏差,包括城鎮(zhèn)居民人均可支配收入、RD經費投入強度等指標。為此,用計量經濟學的方法考察了這些未達目標的影響因素,發(fā)現(xiàn)人均工資水平和勞動率是影響城鎮(zhèn)居民人均可支配收入的主要原因,地區(qū)經濟水平、工業(yè)化水平和第三產業(yè)占比是影響農村居民純收入的主導因素,而GDP總量和服務業(yè)增加值比重未達預期目標可能是由于目標設定過高,RD經費投入強度與預期目標偏差較大,除了目標設定偏高外,關鍵是社會資本進入不足。
[Abstract]:The entropy weight method and linear weighting method are adopted to measure the overall realization degree of the 12th Five-Year Plan goal system in Sichuan Province. The results show that the overall realization degree of the planning goal is 97.6, of which all the binding indicators have been achieved. It shows that Sichuan Province has achieved a good balance between economic and ecological benefits. Only a few indicators deviate from expectations, including the per capita disposable income of urban residents and the intensity of R D expenditure. In this paper, econometrics is used to investigate the influencing factors of the unattained target. It is found that the per capita wage level and the labor rate are the main factors affecting the per capita disposable income of urban residents, and the regional economic level is the main factor affecting the per capita disposable income of urban residents. Industrialization level and the proportion of tertiary industry are the main factors that affect the net income of rural residents, while the total GDP and the proportion of added value of the service industry do not reach the expected goal, which may be due to the excessive setting of the target and the deviation between the intensity of R D investment and the expected target. In addition to the high goal setting, the key is insufficient access to social capital.
