【摘要】:綜合交通運(yùn)輸系統(tǒng)與國(guó)民經(jīng)濟(jì)有著非常緊密的聯(lián)系。如果綜合交通運(yùn)輸系統(tǒng)發(fā)展不足,則滿足不了國(guó)民經(jīng)濟(jì)發(fā)展的需要,那么交通運(yùn)輸就會(huì)束縛國(guó)民經(jīng)濟(jì)的發(fā)展,成為制約國(guó)民經(jīng)濟(jì)發(fā)展的因素。貴州地處西南地區(qū),山地覆蓋面廣,使其交通發(fā)展有著自己的特點(diǎn),再加上經(jīng)濟(jì)發(fā)展落后,有必要對(duì)貴州省交通與經(jīng)濟(jì)發(fā)展的協(xié)調(diào)性進(jìn)行研究。 本文對(duì)貴州省交通運(yùn)輸系統(tǒng)與經(jīng)濟(jì)協(xié)調(diào)性進(jìn)行了系統(tǒng)的研究。首先運(yùn)用系統(tǒng)分析的方法,把經(jīng)濟(jì)與交通分別看作是一個(gè)獨(dú)立的系統(tǒng),然后針對(duì)兩大系統(tǒng)進(jìn)行協(xié)調(diào)性評(píng)價(jià)。具體的,先把綜合交通運(yùn)輸系統(tǒng)分為公路、鐵路、航空、水運(yùn)四大系統(tǒng),分別對(duì)這四大子系統(tǒng)與經(jīng)濟(jì)系統(tǒng)進(jìn)行協(xié)調(diào)性評(píng)價(jià),再對(duì)綜合交通運(yùn)輸系統(tǒng)與經(jīng)濟(jì)系統(tǒng)進(jìn)行協(xié)調(diào)性評(píng)價(jià)。最后對(duì)影響交通-經(jīng)濟(jì)協(xié)調(diào)性的因素進(jìn)行剖析。 通過對(duì)公路、鐵路、航空和水運(yùn)四大運(yùn)輸系統(tǒng)與經(jīng)濟(jì)系統(tǒng)的靜態(tài)性協(xié)調(diào)性評(píng)價(jià)發(fā)現(xiàn),四大運(yùn)輸系統(tǒng)與經(jīng)濟(jì)系統(tǒng)都是失調(diào)的,但就比較而言:鐵路運(yùn)輸系統(tǒng)與經(jīng)濟(jì)系統(tǒng)的協(xié)調(diào)性最最好;其次為水運(yùn)系統(tǒng)與經(jīng)濟(jì)系統(tǒng);第三為航空運(yùn)輸系統(tǒng)與經(jīng)濟(jì)系統(tǒng),最差為公路運(yùn)輸系統(tǒng)與經(jīng)濟(jì)系統(tǒng)。 對(duì)公路、鐵路、航空和水運(yùn)四大運(yùn)輸系統(tǒng)與經(jīng)濟(jì)系統(tǒng)的動(dòng)態(tài)協(xié)調(diào)性評(píng)價(jià)發(fā)現(xiàn),四大運(yùn)輸系統(tǒng)與經(jīng)濟(jì)系統(tǒng)都不處在協(xié)調(diào)發(fā)展軌跡上,比較而言:水運(yùn)系統(tǒng)與經(jīng)濟(jì)系統(tǒng)的動(dòng)態(tài)協(xié)調(diào)性是最好的;其次為鐵路運(yùn)輸系統(tǒng)與經(jīng)濟(jì)系統(tǒng);第三為航空運(yùn)輸系統(tǒng)與經(jīng)濟(jì)系統(tǒng);最差為公路運(yùn)輸系統(tǒng)與經(jīng)濟(jì)系統(tǒng)。綜合來看,四大運(yùn)輸系統(tǒng)與經(jīng)濟(jì)系統(tǒng)都不協(xié)調(diào),比較之下,水運(yùn)系統(tǒng)、鐵路運(yùn)輸系統(tǒng)與經(jīng)濟(jì)系統(tǒng)協(xié)調(diào)性好于航空運(yùn)輸系統(tǒng)、公路運(yùn)輸系統(tǒng)與經(jīng)濟(jì)系統(tǒng)的協(xié)調(diào)性。 對(duì)綜合交通運(yùn)輸系統(tǒng)與經(jīng)濟(jì)系統(tǒng)的靜態(tài)協(xié)調(diào)性進(jìn)行計(jì)算,結(jié)果發(fā)現(xiàn)貴州省綜合交通運(yùn)輸系統(tǒng)與經(jīng)濟(jì)系統(tǒng)之間總體上是不協(xié)調(diào)的。對(duì)其動(dòng)態(tài)協(xié)調(diào)性進(jìn)行計(jì)算,結(jié)果發(fā)現(xiàn)其處于不協(xié)調(diào)發(fā)展軌跡上。 進(jìn)一步用灰色關(guān)聯(lián)度模型分析造成這一狀況的原因。從綜合發(fā)展水平看,與綜合交通運(yùn)輸系統(tǒng)合發(fā)展水平聯(lián)系最緊密的是鐵路運(yùn)輸系統(tǒng)綜合發(fā)展水平,其次為航空運(yùn)輸系統(tǒng)綜合發(fā)展水平,第三為公路運(yùn)輸系統(tǒng)綜合發(fā)展水平,最后為水運(yùn)系統(tǒng)綜合發(fā)展水平。從靜態(tài)協(xié)調(diào)發(fā)展水平看,,與交通-經(jīng)濟(jì)協(xié)調(diào)性聯(lián)系最緊密的是航空-經(jīng)濟(jì)協(xié)調(diào)性,其次為公路-經(jīng)濟(jì)協(xié)調(diào)性,第三為鐵路-經(jīng)濟(jì)協(xié)調(diào)性,最不相似的是水運(yùn)-經(jīng)濟(jì)協(xié)調(diào)性。從動(dòng)態(tài)協(xié)調(diào)發(fā)展水平看。與交通-經(jīng)濟(jì)協(xié)動(dòng)態(tài)調(diào)性聯(lián)系最緊密的是鐵路-經(jīng)濟(jì)動(dòng)態(tài)協(xié)調(diào)性,其次為航空-經(jīng)濟(jì)動(dòng)態(tài)協(xié)調(diào)性,第三為公路-經(jīng)濟(jì)動(dòng)態(tài)協(xié)調(diào)性,最后為水運(yùn)-經(jīng)濟(jì)動(dòng)態(tài)協(xié)調(diào)性。 總的看來,貴州省綜合交通運(yùn)輸系統(tǒng)與經(jīng)濟(jì)系統(tǒng)的協(xié)調(diào)性,無論從靜態(tài)還是從動(dòng)態(tài)角度看,都是失調(diào)的,沒有處在協(xié)調(diào)發(fā)展軌跡上。鐵路運(yùn)輸系統(tǒng)對(duì)貴州省綜合交通運(yùn)輸系統(tǒng)綜合發(fā)展水平和貴州省綜合交通運(yùn)輸系統(tǒng)與經(jīng)濟(jì)系統(tǒng)的協(xié)調(diào)性影響較大。 建議改變交通運(yùn)輸政策;提升綜合交通運(yùn)輸發(fā)展水平;提升綜合交通運(yùn)輸系統(tǒng)與經(jīng)濟(jì)系統(tǒng)協(xié)調(diào)性;依靠市場(chǎng),提升效率。
[Abstract]:The comprehensive transportation system has a very close relationship with the national economy. If the development of the integrated transportation system is insufficient, it can not meet the needs of the national economic development. Then transportation will bind the development of the national economy and become a factor restricting the development of the national economy. Guizhou is located in the southwest region, and the mountainous area is covered with wide coverage. With its own characteristics, coupled with backward economic development, it is necessary to study the coordination of transportation and economic development in Guizhou.
In this paper, the transportation system and economic coordination of Guizhou province are systematically studied. Firstly, the system analysis method is used to consider the economy and traffic as an independent system, and then the coordination evaluation is carried out for the two systems. In particular, the integrated transportation system is divided into four systems: highway, railway, aviation and water transportation. The coordination evaluation of the four subsystems and economic systems is carried out, and the coordination evaluation of the integrated transportation system and the economic system is carried out. Finally, the factors that affect the coordination of traffic economy are analyzed.
Through the static coordination evaluation of four transportation systems and economic systems of highway, railway, aviation and water transportation, it is found that the four transportation systems and the economic system are both dissonant, but in comparison, the coordination between the railway transportation system and the economic system is the best, the second is the water transportation system and the economic system, and the third is the air transportation system. Compared with the economic system, the worst is the highway transportation system and the economic system.
The dynamic coordination evaluation of four transportation systems and economic systems of highway, railway, aviation and water transport found that both the four transport systems and the economic systems are not in a coordinated development trajectory. In comparison, the dynamic coordination between the water transportation system and the economic system is the best, the second is the railway transportation system and the economic system, and the third is the aviation. Transportation system and economic system; the worst is the highway transportation system and the economic system. In a comprehensive view, the four transportation systems and the economic system are not coordinated. In comparison, the water transportation system, the railway transportation system and the economic system are better than the air transportation system, the coordination between the highway transportation system and the economic system.
The static coordination of the integrated transportation system and the economic system is calculated. The results show that the overall transportation system and the economic system in Guizhou are incongruous. The dynamic coordination is calculated, and the results are found to be on the uncoordinated development trajectory.
According to the comprehensive development level, the integrated development level of the railway transportation system is the most closely related to the comprehensive development level of the integrated transportation system, followed by the comprehensive development level of the air transportation system, the third is the comprehensive development level of the highway transportation system, and the last is the water transportation. In general, the coordination between the integrated transportation system and the economic system in Guizhou Province, both from the static and dynamic perspective, is unbalanced and not in a coordinated development path. The comprehensive development level of the railway transportation system for the comprehensive transportation system in Guizhou province and the coordination of the comprehensive transportation and transportation system and the economic system in Guizhou Province It has great influence.
It is suggested to change transportation policy, improve the development level of integrated transportation, improve the coordination of the integrated transportation system and the economic system, and improve the efficiency by relying on the market.
