【摘要】：2014年2月底,習(xí)近平總書記在北京主持召開的專題座談會上強(qiáng)調(diào)將京津冀協(xié)同發(fā)展提升為國家重大戰(zhàn)略,2015年京津冀三地在各自召開兩會時(shí)均把“京津冀協(xié)同發(fā)展”作為工作重點(diǎn)寫入政府工作報(bào)告中,同年4月30日,中共中央政治局審議通過涉及京津冀協(xié)同發(fā)展的頂層設(shè)計(jì)文件——《京津冀協(xié)同發(fā)展規(guī)劃綱要》。2016年1月,京津冀三地兩會相繼召開,京津冀協(xié)同發(fā)展仍是會上的重要議題,三地在規(guī)劃綱要中提到的京津冀協(xié)同發(fā)展應(yīng)率先突破的多個(gè)領(lǐng)域均制定出了明確的推進(jìn)方案。推動京津冀協(xié)同發(fā)展已經(jīng)是重大的國家戰(zhàn)略,其內(nèi)在豐富,包含產(chǎn)業(yè)升級轉(zhuǎn)移、生態(tài)環(huán)境保護(hù)合作、交通一體化等諸多方面,而金融作為現(xiàn)代經(jīng)濟(jì)的血液,對于區(qū)域內(nèi)經(jīng)濟(jì)的增長具有決定性的作用,本文對金融支持京津冀協(xié)同發(fā)展研究的現(xiàn)狀進(jìn)行了深入研究,分析運(yùn)用金融支持京津冀協(xié)同發(fā)展的必要性及可行性,并通過搜集有關(guān)案例及數(shù)據(jù)資料,提出目前金融支持京津冀協(xié)同發(fā)展的實(shí)際情況及瓶頸,同時(shí)針對實(shí)際情況和存在的瓶頸提出了政策建議。本篇論文一共分五個(gè)章節(jié):第一章為緒論。介紹了選題及寫作的背景與意義,總結(jié)國內(nèi)外的相關(guān)研究,概述了論文的研究思路和可能的創(chuàng)新點(diǎn)。第二章為基礎(chǔ)理論。主要對金融支持京津冀協(xié)同發(fā)展的相關(guān)理論作了介紹,主要內(nèi)容包括金融支持理論的相關(guān)定義及分類,金融支持區(qū)域一體化的機(jī)理分析,以及金融支持京津冀協(xié)同發(fā)展的機(jī)制分析,從理論上為本文進(jìn)一步的研究提供了基礎(chǔ)。第三章為文章難點(diǎn)部分,主要介紹目前金融支持京津冀協(xié)同發(fā)展的現(xiàn)狀以及瓶頸,首先結(jié)合相關(guān)數(shù)據(jù)從成長性、重要性、有效性、先進(jìn)性四個(gè)層面的分析來介紹金現(xiàn)狀并進(jìn)一步說明利用金融手段支持京津冀協(xié)同發(fā)展的必要性;其次從區(qū)域政策落差不明顯、三地金融服務(wù)水平差距大、三地信息存在不對稱、傳統(tǒng)的金融機(jī)構(gòu)難以與區(qū)域協(xié)同發(fā)展配合以及教育水平存在差距、高端金融人才分配不均五個(gè)方面論述目前金融支持京津冀協(xié)同發(fā)展遇到的瓶頸。最后一部分為第四章,結(jié)合前面對金融支持京津冀協(xié)同發(fā)展遇到的瓶頸分析,有的放矢的從不同層面提出相應(yīng)的對策建議。
[Abstract]:At the end of February 2014, General Secretary Xi Jinping, at a symposium held under the auspices of Beijing, stressed that the coordinated development of Beijing, Tianjin and Hebei should be promoted as a major national strategy. In 2015, the three places in Beijing, Tianjin, Hebei, and Hebei took "Beijing-Tianjin-Hebei coordination development" as a major task when they convened their respective sessions. In the government work report, On 30 April of the same year, the political Bureau of the CPC Central Committee deliberated on the adoption of the top-level design document concerning the coordinated development of Beijing, Tianjin and Hebei-the outline of the Planning for Beijing, Tianjin and Hebei coordinated Development. The coordinated development of Beijing-Tianjin-Hebei is still an important topic at the meeting, and the three places have worked out clear plans for promoting the coordinated development of Beijing-Tianjin-Hebei, which should be the first breakthrough in the planning outline. Promoting the coordinated development of Beijing, Tianjin and Hebei is already a major national strategy. It is rich in nature, including industrial upgrading and transfer, ecological environment protection and cooperation, transportation integration, and so on. Finance, as the blood of the modern economy, This paper makes an in-depth study on the current situation of financial support for the coordinated development of Beijing-Tianjin-Hebei, and analyzes the necessity and feasibility of using finance to support the coordinated development of Beijing-Tianjin-Hebei. By collecting relevant cases and data, the paper puts forward the actual situation and bottleneck of the financial support for the coordinated development of Beijing-Tianjin-Hebei, and puts forward some policy suggestions in view of the actual situation and the existing bottleneck at the same time. This paper is divided into five chapters: the first chapter is an introduction. This paper introduces the background and significance of the selected topic and writing, summarizes the related research at home and abroad, and summarizes the research ideas and possible innovations of the thesis. The second chapter is the basic theory. This paper mainly introduces the related theories of financial support for Beijing-Tianjin-Hebei cooperative development, including the definition and classification of financial support theory, and the mechanism analysis of financial support regional integration. The analysis of the mechanism of financial support for the coordinated development of Beijing, Tianjin and Hebei provides a theoretical basis for the further study of this paper. The third chapter is the difficult part of the article, mainly introduces the current situation and bottleneck of the financial support for the coordinated development of Beijing-Tianjin-Hebei. First, combining the relevant data from the growth, importance, effectiveness, The analysis of four levels of advanced nature introduces the present situation of Jin and further explains the necessity of using financial means to support the coordinated development of Beijing-Tianjin-Hebei. Secondly, the regional policy gap is not obvious, the gap of financial service level in the three places is large, and the information in the three places is asymmetric. It is difficult for the traditional financial institutions to cooperate with the regional coordinated development and there is a gap in the education level. Five aspects of the uneven distribution of high-end financial talents discuss the bottleneck of the current financial support for the coordinated development of Beijing, Tianjin and Hebei. The last part is the fourth chapter, combined with the bottleneck analysis of the financial support to the Beijing-Tianjin-Hebei coordinated development, and put forward the corresponding countermeasures and suggestions from different levels.
