【摘要】：社會(huì)的進(jìn)步、國家的發(fā)展,既要看經(jīng)濟(jì)實(shí)力,也要看社會(huì)公平正義。從生產(chǎn)力與生產(chǎn)關(guān)系辯證統(tǒng)一的角度看,收入分配公平與否對(duì)于一個(gè)國家的社會(huì)生產(chǎn)力的發(fā)展至關(guān)重要,它必將影響整個(gè)社會(huì)經(jīng)濟(jì)的持續(xù)、健康發(fā)展。自從二十世紀(jì)七十年代末實(shí)行改革開放以來,我國隨著經(jīng)濟(jì)的高速增長,出現(xiàn)了收入分配差距過大和分配不公的問題,這已經(jīng)引起了我國學(xué)界的長期關(guān)注和廣泛爭(zhēng)論。與此同時(shí),我國現(xiàn)階段仍處于經(jīng)濟(jì)社會(huì)轉(zhuǎn)型期,而且處在深化改革的攻堅(jiān)期,其中收入分配制度的改革是重要的內(nèi)容。我國目前的收入分配差距已經(jīng)達(dá)到了一個(gè)非常敏感的地步,初次分配和再分配當(dāng)中都存在不同程度的不公平現(xiàn)象,這正是公平問題成為當(dāng)前我國各領(lǐng)域強(qiáng)烈訴求的根本原因。 本文力圖從公平視域這一哲學(xué)視角去分析和把握收入分配公平的實(shí)質(zhì),通過基于公平的收入分配制度緩解和消除收入分配不公平的問題。收入分配制度的合理性與否取決于是否滿足最廣大人民的根本需求,是否合乎生產(chǎn)力發(fā)展要求,是否順應(yīng)社會(huì)發(fā)展的歷史潮流。本文對(duì)馬克思主義關(guān)于收入分配公平的理論進(jìn)行了梳理,回顧了改革開放以來我國收入分配制度的形成和發(fā)展,分析了現(xiàn)階段收入分配存在的突出問題及其成因。針對(duì)存在的問題,本文提出了推進(jìn)我國現(xiàn)階段收入分配公平的基本原則,將處理好政府與市場(chǎng)的關(guān)系,作為深化收入分配制度改革、促進(jìn)收入分配公平的關(guān)鍵,分析了市場(chǎng)和政府在初次分配和再分配中的作用。提出了在當(dāng)前如何推進(jìn)收入分配公平的著力點(diǎn),即通過推進(jìn)稅收、社保、基本公共服務(wù)均等化等一系列制度建設(shè),將滿足人民的基本需要放在優(yōu)先地位,通過提高低收入、調(diào)節(jié)過高收入來縮小貧富差距,通過提高勞動(dòng)者素質(zhì)來擴(kuò)大中等收入比重,最終逐步形成相對(duì)公平合理的橄欖型收入分配格局。
[Abstract]:The progress of the society and the development of the country should not only depend on economic strength, but also on social fairness and justice. From the point of view of dialectical unity of productive forces and production relations, whether the income distribution is fair or not is very important for the development of a country's social productive forces. It will certainly affect the sustainable and healthy development of the whole social economy. Since the implementation of reform and opening up at the end of 1970s, with the rapid economic growth, there have been the problems of excessive income distribution gap and unfair distribution, which has caused long-term concern and extensive debate in the academic circles of our country. At the same time, our country is still in the economic and social transition period, and is in the period of deepening the reform, in which the reform of income distribution system is an important content. At present, the income distribution gap has reached a very sensitive level in China, and there are some unfair phenomena in the initial distribution and redistribution, which is the fundamental reason why the equity problem has become a strong demand in various fields of our country. This paper tries to analyze and grasp the essence of income distribution fairness from the perspective of equity, and to alleviate and eliminate the problem of income distribution unfairness through the income distribution system based on equity. Whether the income distribution system is reasonable or not depends on whether it meets the basic needs of the vast majority of the people, whether it conforms to the requirements of the development of productive forces, and whether it conforms to the historical trend of social development. This paper reviews the Marxist theory of income distribution fairness, reviews the formation and development of China's income distribution system since the reform and opening up, and analyzes the outstanding problems and causes of income distribution at the present stage. In view of the existing problems, this paper puts forward the basic principles of promoting the income distribution fairness in our country at the present stage, and takes the relationship between the government and the market well as the key to deepen the reform of the income distribution system and promote the income distribution fairness. The role of market and government in initial distribution and redistribution is analyzed. Put forward how to promote income distribution fairness at present, that is, through the promotion of tax, social security, equalization of basic public services and a series of system construction, priority will be given to meeting the basic needs of the people, and by raising the low income, Adjust too high income to narrow the gap between rich and poor, by improving the quality of workers to expand the proportion of middle income, and finally gradually form a relatively fair and reasonable pattern of income distribution.
