【摘要】：改革開放以來，山東省經(jīng)濟(jì)呈現(xiàn)快速發(fā)展的勢(shì)頭，居民生活質(zhì)量也得到了顯著提高。隨著經(jīng)濟(jì)的發(fā)展，城鄉(xiāng)之間出現(xiàn)了經(jīng)濟(jì)發(fā)展不平衡和收入分配差距拉大的現(xiàn)象，這為山東省經(jīng)濟(jì)的進(jìn)一步發(fā)展和社會(huì)穩(wěn)定埋下了隱患。本文深入研究山東省城鄉(xiāng)居民收入分配差距的現(xiàn)狀，并通過理論分析和實(shí)證研究指出了影響城鄉(xiāng)居民收入分配差距的財(cái)政支出因素，有針對(duì)性地提出一些縮小差距的政策建議。 本文查閱了大量文獻(xiàn)資料，通過對(duì)山東省城鄉(xiāng)居民收入狀況、基本生活狀況、收入來源和城鄉(xiāng)差距變動(dòng)趨勢(shì)進(jìn)行分析，探究了山東省自上世紀(jì)八十年代以來基本形成的城鄉(xiāng)收入分配差距現(xiàn)狀。緊接著又對(duì)影響山東省城鄉(xiāng)居民收入分配差距的財(cái)政支出因素進(jìn)行理論分析和經(jīng)驗(yàn)分析。在實(shí)證分析中，將城鎮(zhèn)居民人均可支配收入與農(nóng)村居民人均純收入之比作為因變量，選取支農(nóng)支出、教育支出、醫(yī)療衛(wèi)生支出、行政管理費(fèi)支出以及社會(huì)保障和就業(yè)支出分別占地方財(cái)政總支出的比值為自變量，通過ADF平穩(wěn)性檢驗(yàn)、協(xié)整檢驗(yàn)、格蘭杰因果關(guān)系檢驗(yàn)以及多元線性回歸分析，得出城鄉(xiāng)居民收入分配差距與各項(xiàng)財(cái)政支出因素之間的方向關(guān)系和權(quán)重比較。實(shí)證結(jié)果發(fā)現(xiàn)財(cái)政支出在各項(xiàng)規(guī)模上對(duì)城鄉(xiāng)居民之間的收入分配發(fā)揮了較大效應(yīng)，其中，，支農(nóng)支出、教育事業(yè)費(fèi)支出、醫(yī)療衛(wèi)生經(jīng)費(fèi)支出和社會(huì)保障和就業(yè)支出能夠縮小城鄉(xiāng)之間收入分配差距，行政管理費(fèi)支出則會(huì)增大城鄉(xiāng)居民收入分配差距。最終針對(duì)分析結(jié)果提出了改善山東省城鄉(xiāng)居民收入分配差距的財(cái)政支出政策建議。
[Abstract]:Since the reform and opening up, Shandong Province's economy has shown a rapid development momentum, the quality of life of residents has also been significantly improved. With the development of economy, the imbalance of economic development and the widening gap of income distribution appear between urban and rural areas, which has buried hidden trouble for the further development of economy and social stability in Shandong Province. This paper deeply studies the current situation of the income distribution gap between urban and rural residents in Shandong Province, and points out the factors of fiscal expenditure that affect the income distribution gap between urban and rural residents through theoretical analysis and empirical research, and puts forward some policy suggestions for narrowing the gap. This paper has consulted a large number of documents and analyzed the income status, basic living conditions, income sources and the trend of the urban-rural gap in Shandong Province. This paper explores the current situation of income distribution gap between urban and rural areas in Shandong Province since 1980's. Then it analyzes the financial expenditure factors which affect the income distribution gap between urban and rural residents in Shandong Province. In the empirical analysis, taking the ratio of the per capita disposable income of urban residents and the per capita net income of rural residents as dependent variables, we select the expenditure on supporting agriculture, education expenditure, medical and health expenditure. The ratio of administrative expenditure, social security and employment expenditure to the total expenditure of local finance is independent variable. Through ADF stability test, cointegration test, Granger causality test and multivariate linear regression analysis, The relationship and weight between income distribution gap of urban and rural residents and various factors of fiscal expenditure are compared. The empirical results show that fiscal expenditure has a great effect on the income distribution between urban and rural residents in various scales. Medical and health expenditure, social security and employment expenditure can narrow the income distribution gap between urban and rural areas, while administrative expenses will increase the income distribution gap between urban and rural residents. Finally, the paper puts forward some suggestions on how to improve the gap of income distribution between urban and rural residents in Shandong Province.
