中國分行業(yè)、分區(qū)域能源回彈效應(yīng)實(shí)證研究

【摘要】:本文主要從實(shí)證的角度來驗(yàn)證我國總體上以及各行業(yè)、各地區(qū)是否存在回彈效應(yīng),即能源利用效率提高是否能夠帶來能源使用量的減少。文章采用固定替代彈性生產(chǎn)函數(shù)(CES生產(chǎn)函數(shù))對(duì)我國工業(yè)部門總體、工業(yè)部門分行業(yè)、全國總體和分區(qū)域的統(tǒng)計(jì)數(shù)據(jù)進(jìn)行了實(shí)證。通過參數(shù)估計(jì)獲得各部門、區(qū)域的生產(chǎn)函數(shù)形式,并以此為基礎(chǔ)對(duì)各部門、區(qū)域的回彈效應(yīng)進(jìn)行了計(jì)算。實(shí)證結(jié)果表明:1)全國總體的長短期回彈效應(yīng)均高于100%,提高能效無法帶來能源用量的節(jié)約:2)工業(yè)部門總體的長短期回彈效應(yīng)在2004年以前較為穩(wěn)定,波動(dòng)不大,2005年開始上升,目前均已出現(xiàn)逆反效應(yīng),即在其他條件不變的情況下,提高能效無法節(jié)約能源用量,反而將導(dǎo)致能源用量的進(jìn)一步增加。3)行業(yè)間、區(qū)域間的回彈效應(yīng)各自存在差異,需要區(qū)別對(duì)待,分別討論。根據(jù)實(shí)證結(jié)果,文章認(rèn)為,僅從提高能源的技術(shù)利用效率的手段看,對(duì)我國大部分地區(qū)和行業(yè)來說,提高能源的技術(shù)利用效率能夠達(dá)到降低單位產(chǎn)出能源用量的目標(biāo),但是否能夠?qū)崿F(xiàn)能源總用量的減少則不確定。
[Abstract]:This paper mainly from the empirical point of view to verify whether there is rebound effect in China as a whole as well as in various industries and regions, that is, whether the improvement of energy use efficiency can lead to the reduction of energy use. In this paper, the fixed substitution elastic production function (CES production function) is used to demonstrate the statistical data of the industrial sector in China, the industrial sector in general, the whole country in the whole country and the sub-region in the whole country. The form of production function of each sector and region is obtained by parameter estimation, and the springback effect of each sector and region is calculated on the basis of it. The empirical results show that the overall long-term and short-term springback effect of the whole country is higher than 100 percent, and the energy efficiency improvement will not bring saving of energy consumption.) the overall long-term and short-term springback effect of the industrial sector as a whole was relatively stable before 2004 and did not fluctuate. In 2005, the springback effect began to rise. At present, the reverse effect has appeared, that is, under the condition that other conditions remain unchanged, improving energy efficiency will not save energy consumption, but will lead to further increase of energy consumption. 3) among industries, there are differences in rebound effects among different regions. It needs to be treated differently and discussed separately. According to the empirical results, the paper thinks that only from the means of improving the technical efficiency of energy use, for most regions and industries in China, improving the technical efficiency of energy use can achieve the goal of reducing the energy consumption per unit output. But it is uncertain whether the total energy consumption can be reduced.
