【摘要】：我國設(shè)立國家綜合配套改革試驗區(qū)是在目前全球經(jīng)濟(jì)一體化的國際大背景下,為了加強(qiáng)國內(nèi)八大經(jīng)濟(jì)連綿區(qū)之間的緊密合作,在制度創(chuàng)新這個強(qiáng)勁動力的驅(qū)動下,在劃定為綜合配套改革試驗區(qū)的地域內(nèi)進(jìn)行經(jīng)濟(jì)、社會、生態(tài)和科技四位一體的綜合性改革。新中國成立以來,山西以其豐富的資源輸出長期為國家做出了突出貢獻(xiàn),但經(jīng)濟(jì)社會發(fā)展相對落后,人民生活水平相對處于國家平均以下,生態(tài)建設(shè)、環(huán)境保護(hù)與經(jīng)濟(jì)發(fā)展的問題長期以來得不到有效解決。在這個發(fā)展的瓶頸期,中央作出正確決策,為山西省帶來了伸縮空間大、自由裁量度高、能充分調(diào)動改革發(fā)展積極性的綜合性支持政策,是山西發(fā)展難得的歷史性機(jī)遇。在這個機(jī)遇下,擴(kuò)大對外開放和改善民生既是目的也是手段,通過這個平臺,堅持發(fā)展對外貿(mào)易,堅持?jǐn)U大開放領(lǐng)域,堅持提高外商投資的要素質(zhì)量。本文從山西省招商引資發(fā)展與轉(zhuǎn)型綜改的關(guān)系入手,深入分析了國家層面和山西省層面對招商引資提出的發(fā)展要求,立足山西省投資環(huán)境現(xiàn)狀,總結(jié)過去十幾年山西省招商引資方面取得的成績和取得成績的原因,認(rèn)識到發(fā)展過程中還存在著很多不足,面臨著需要解決的問題。在肯定山西省招商引資發(fā)展所做出的政策成果的基礎(chǔ)上,根據(jù)近年來山西招商引資發(fā)展的一些不足之處,將對山西省在綜改背景下招商引資政策的制定提出一些合理可行的建議。對策建議包括：落實行政體制改革,集中開展專項整治；加快法規(guī)制度建設(shè),推進(jìn)依法行政；努力建設(shè)齊心協(xié)力謀跨越、促轉(zhuǎn)型的社會環(huán)境。
[Abstract]:In order to strengthen the close cooperation among the eight major economic regions in China, the establishment of the national comprehensive reform pilot area in China is driven by the strong impetus of institutional innovation under the international background of the current global economic integration. Comprehensive reform of economy, society, ecology and science and technology is carried out in the area designated as the experimental area of comprehensive reform. Since the founding of New China, Shanxi has made outstanding contributions to the country for a long time with its rich resource exports, but its economic and social development is relatively backward, the people's living standard is relatively below the national average, and ecological construction. The problem of environmental protection and economic development has not been solved effectively for a long time. In this bottleneck period of development, the central government makes correct decision, which brings Shanxi Province a comprehensive support policy with large expansion space, high discretion and full mobilization of the enthusiasm of reform and development, which is a rare historical opportunity for Shanxi's development. Under this opportunity, opening wider to the outside world and improving people's livelihood are both ends and means. Through this platform, we should persist in the development of foreign trade, the expansion of open fields, and the improvement of the quality of the elements of foreign investment. Starting from the relationship between the development of investment promotion and the transformation of comprehensive reform in Shanxi Province, this paper deeply analyzes the development requirements of investment promotion at the national level and the level of Shanxi Province, and bases itself on the present situation of the investment environment in Shanxi Province. In this paper, the author summarizes the achievements and reasons of the investment attraction in Shanxi Province in the past ten years, and recognizes that there are still many deficiencies in the development process and are facing the problems that need to be solved. On the basis of affirming the policy achievements made by Shanxi Province in the development of attracting investment, according to the shortcomings of Shanxi's development of attracting investment in recent years, This paper puts forward some reasonable and feasible suggestions on the formulation of investment policy in Shanxi Province under the background of comprehensive reform. The countermeasures and suggestions include: implementing the reform of the administrative system, concentrating on the special rectification; speeding up the construction of the legal system and promoting the administration according to law; and striving to build a social environment in which concerted efforts can be made to stride forward and promote the transformation.
