【摘要】：2013年，霧霾天氣頻繁發(fā)生，大半個中國都被霧霾天氣籠罩，PM2.5數(shù)值不斷爆表，隨之而來的是空氣質量越來越差，呼吸系統(tǒng)疾病人群增多，據(jù)淘寶網(wǎng)2013年12月份公布的一項調查數(shù)據(jù)，顯示僅2013年，淘友們就花費了8.7億元人民幣在口罩、空氣凈化器等對抗霧霾的產品上，其中口罩的購買人數(shù)增幅明顯，比2012年增長了181%，反映了全國百姓正在為工業(yè)化中污染造成的“霧霾”買單。極端天氣的頻繁發(fā)生，使民眾更加關心經濟發(fā)展對環(huán)境產生的影響，迫切希望轉變傳統(tǒng)的經濟發(fā)展模式。一種以“低耗能、低污染、高效率”為基本特征的“低碳經濟”模式順勢誕生。 進入21世紀，越來越多的國家開始關注和致力于發(fā)展“低碳經濟”，“低碳經濟”被認為是“新一輪的工業(yè)革命”，哪個國家率先發(fā)展“低碳經濟”，哪個國家就先掌握了未來“新一輪工業(yè)革命”的主動權。目前我國正處在“三化”快速發(fā)展的關鍵期，產業(yè)結構仍以工業(yè)占主導的第二產業(yè)為主，而工業(yè)是耗能大戶，，短期內這種高耗能、低效率的能源結構不會有顯著改變。在這樣的背景下，河南省作為我國人口大省、新興工業(yè)大省以及傳統(tǒng)農業(yè)大省，在我國經濟社會和中原經濟區(qū)的發(fā)展建設中都居于重要位置。但是伴隨工業(yè)化、城市化以及現(xiàn)代化進程的快速發(fā)展，河南省目前以工業(yè)為主的經濟發(fā)展模式將面臨嚴峻挑戰(zhàn)，“二、三、一”的產業(yè)結構已不能滿足未來長遠發(fā)展的需要。同時，能源資源供給長期失衡，需要外調或者進口能源才能滿足自身生產生活需求，能源使用的低效率和資源浪費現(xiàn)象嚴重，這些都直接影響和制約著我省經濟生活的可持續(xù)發(fā)展。所以需要調整產業(yè)結構和能源結構，改變現(xiàn)在高耗能、低效率的發(fā)展模式，實施“低耗能、低污染、高效率”的經濟發(fā)展模式，走低碳化道路，已經成為我省解決經濟、資源及環(huán)境可持續(xù)發(fā)展的不二法門，對河南省經濟社會的可持續(xù)發(fā)展有一定的現(xiàn)實意義。 本文運用理論與實證相結合的方法，對我省經濟發(fā)展狀況和能源生產消耗情況進行了灰色關聯(lián)實證分析，發(fā)現(xiàn)存在的問題并得出相應的結論，說明我省產業(yè)結構低碳化調整的必要性以及調整過程中存在的問題，最后列出國內外低碳經濟發(fā)展實例，為我省低碳化調整提供政策建議。具體來說，本文首先闡述了選題背景與研究意義，并通過國內外相關文獻綜述本文研究的方向，說明研究的創(chuàng)新點和研究價值。接著梳理國內外有關低碳經濟和產業(yè)結構調整相關理論，可知“低碳經濟”雖然是為了應對氣候危機、刺激經濟的發(fā)展而提出的一種手段，但經歷了哥本哈根氣候大會和全球金融危機之后，“低碳經濟”迅猛發(fā)展，并形成了一種新的經濟發(fā)展模式，成為世界各國新的經濟增長熱點。其次以河南省為例，通過對河南省產業(yè)結構和能源結構現(xiàn)狀進行梳理分析，發(fā)現(xiàn)我省三次產業(yè)構成不合理，能源缺口大，對不可再生能源煤炭的需求高，尤其煤炭又是CO2排放量增加和環(huán)境污染的元兇，發(fā)現(xiàn)目前的產業(yè)結構與能源構成不合理；運用灰色關聯(lián)分析法，發(fā)現(xiàn)產業(yè)結構調整與能源消耗間聯(lián)系密切，需要通過調整產業(yè)結構實現(xiàn)經濟低碳化發(fā)展。再對河南省產業(yè)結構中存在的制約經濟發(fā)展和低碳經濟發(fā)展的問題進行分析總結。最后，汲取國內外低碳經濟發(fā)展的經驗和教訓，結合我省自身實際情況，量身定做適合自己的低碳化調整方向和政策。 在中國，對低碳經濟的認識也是經歷了從懷疑到逐漸適應，再到積極推進發(fā)展�？v觀全文，通過對河南省產業(yè)結構和能源結構的系統(tǒng)分析比較，提出問題分析問題得出結論，提出對策建議。為我省經濟的長遠發(fā)展和“十二五”期間承諾的節(jié)能減排目標提供新的發(fā)展思路和建議。本文的創(chuàng)新之處表現(xiàn)在以下幾方面： 第一，本文以河南省為研究對象，更具體明確。結合我省能源供需情況和產業(yè)結構進行了較系統(tǒng)的分析，通過圖表整理對比數(shù)據(jù)，運用規(guī)范分析與實證分析相結，統(tǒng)計分析與比較分析相結合，提出發(fā)展低碳經濟進行產業(yè)結構調整的必要性。 第二，論文在選題上結合當今經濟熱點，具有現(xiàn)實意義。低碳經濟的實施不僅有利于可持續(xù)發(fā)展的實現(xiàn)，也為“美麗中國”的建設、中原經濟區(qū)的建設注入新的動力。 第三，在研究方法上，運用文獻搜索法，通過多渠道搜索研究材料，充分利用學校電子圖書館中各種文獻數(shù)據(jù)庫搜集文獻資料。 第四，通過運用灰色關聯(lián)分析法，分析產業(yè)結構與能源消耗之間的關聯(lián)度，說明產業(yè)結構調整對能源消耗的影響，為文章研究提供更堅實的基礎。

In twenty-first Century, more and more countries begin to pay attention to and is committed to the development of "low carbon economy", "low-carbon economy" is regarded as "a new round of industrial revolution, which countries take the lead in the development of" low carbon economy ", which country to grasp the initiative in the future of a new round of industrial revolution. So it is necessary to adjust the industrial structure and energy structure, change the development mode of high energy consumption, low efficiency, the implementation of the "low energy consumption, low pollution, high efficiency" of the mode of economic development, low-carbon, has become our province to solve the economic sustainable development of resources and environment, the only proper course to take. Have a certain practical significance to the sustainable development of economy and society in Henan province.
This paper uses the method of combining theory and empirical, the consumption situation in our province economic development and energy production of grey relational analysis empirical, find problems and draw the corresponding conclusion, indicating the existence of low carbon industrial structure adjustment of our province and the necessity of the adjustment process, finally list the instance of the development of low carbon the economy inside and outside, to provide policy recommendations for low-carbon province adjustment. Specifically, this paper firstly expounds the background and significance of the research, and through the literature review of this study, explains the value of innovation and research at home and abroad. Then studies on low carbon economy and the adjustment of industrial structure theory, the "low carbon economy is in response to the climate crisis, a means of stimulating economic development and put forward, but after the Copenhagen climate conference and the global financial crisis After the machine, "low carbon economy" rapid development, and has formed a new mode of economic development, has become the world's new hot economic growth. Industrial structure in Henan province and the development of low carbon economy were analyzed. First, this paper takes Henan Province as the research object, more specific. The combination of our province energy supply and demand situation and the industrial structure are analyzed systematically, through the chart consolidation comparative data, normative analysis and empirical analysis, statistical analysis and comparative analysis of the combination, put forward the necessity of developing low carbon economy industrial structure the adjustment.
Second, the thesis has practical significance in the selection of topics combined with the current economic hot spots. The implementation of low carbon economy is not only conducive to the realization of sustainable development, but also a new impetus for the construction of "beautiful China" and the construction of the Central Plains Economic Zone.
Third, in the research method, we use literature search method to search materials through various channels, and make full use of all kinds of literature databases in school electronic library to collect literature materials.
Fourth, we use grey correlation analysis to analyze the correlation between industrial structure and energy consumption, and explain the impact of industrial structure adjustment on energy consumption.
