【摘要】：產(chǎn)業(yè)結(jié)構(gòu)是指一國(guó)或地區(qū)各產(chǎn)業(yè)的構(gòu)成及各產(chǎn)業(yè)之間的比例關(guān)系和聯(lián)系。產(chǎn)業(yè)結(jié)構(gòu)和經(jīng)濟(jì)增長(zhǎng)關(guān)系密切，各產(chǎn)業(yè)部門(mén)的構(gòu)成及相互關(guān)系、比例關(guān)系不同，對(duì)經(jīng)濟(jì)增長(zhǎng)的作用大小也不同。合理優(yōu)化的產(chǎn)業(yè)結(jié)構(gòu)通過(guò)實(shí)現(xiàn)資源和能源的有效配置而獲得最大的經(jīng)濟(jì)效益。近年來(lái)，徐州市的第一產(chǎn)業(yè)比重逐漸減小，二、三產(chǎn)業(yè)的比重不斷增加，但是相對(duì)全省而言，徐州市第一產(chǎn)比重仍然比較大，第三產(chǎn)業(yè)的比重增加速度雖然較快，但總量上小于二產(chǎn)的比重，三次產(chǎn)業(yè)整體水平不高，產(chǎn)業(yè)結(jié)構(gòu)偏重。徐州發(fā)展需要突破原有發(fā)展路徑的束縛，調(diào)整產(chǎn)業(yè)結(jié)構(gòu)，加速產(chǎn)業(yè)升級(jí)，實(shí)現(xiàn)當(dāng)?shù)亟?jīng)濟(jì)發(fā)展。 論文共分為七部分：第一部分緒論，主要是論文背景及研究意義、國(guó)研究綜述、研究目標(biāo)和方法、研究?jī)?nèi)容和創(chuàng)新點(diǎn)。第二部分，產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化轉(zhuǎn)型理論基礎(chǔ)，包括產(chǎn)業(yè)結(jié)構(gòu)、產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化、產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型等相關(guān)概念和產(chǎn)業(yè)生命周期、可持續(xù)發(fā)展等經(jīng)濟(jì)理論。第三部分產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化轉(zhuǎn)型的經(jīng)驗(yàn)借鑒，對(duì)國(guó)內(nèi)外產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化轉(zhuǎn)型成功的國(guó)家、城市進(jìn)行歸納總結(jié)，從中得出對(duì)徐州產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化轉(zhuǎn)型的啟示。第四部分徐州市產(chǎn)業(yè)發(fā)展現(xiàn)狀和存在問(wèn)題分析，具體分析徐州產(chǎn)業(yè)結(jié)構(gòu)演變情況和三次產(chǎn)業(yè)發(fā)展現(xiàn)狀、特征及存在問(wèn)題，其中運(yùn)用偏離-份額法對(duì)徐州市產(chǎn)業(yè)結(jié)構(gòu)進(jìn)行定量分析。第五部分徐州市產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化轉(zhuǎn)型的SWOT分析。運(yùn)用SWOT方法分析徐州產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化轉(zhuǎn)型的內(nèi)部能力和外部環(huán)境。內(nèi)部能力即優(yōu)勢(shì)和劣勢(shì)，主要是區(qū)位、交通、資源等內(nèi)在條件。外部環(huán)境即機(jī)遇和挑戰(zhàn)，，主要包括政策、周邊環(huán)境等。第六部分徐州市產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化轉(zhuǎn)型策略研究，這一部分闡明徐州產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化轉(zhuǎn)型過(guò)程中構(gòu)建多元產(chǎn)業(yè)體系、合理優(yōu)化空間布局、完善產(chǎn)業(yè)組織結(jié)構(gòu)等策略。第七部分徐州市產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化轉(zhuǎn)型保障措施。在前文一系列理論鋪墊、現(xiàn)實(shí)分析和實(shí)證研究基礎(chǔ)上，為徐州產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化轉(zhuǎn)型提供政策、資金、人才、科技等保障措施。
[Abstract]:Industrial structure refers to the composition of each industry of a country or region and the proportion and relation between each industry.The industrial structure is closely related to the economic growth, and the composition and the relationship between the industrial departments and the proportion are different, and the effect on the economic growth is also different.Rational optimization of industrial structure can achieve the maximum economic benefit through the effective allocation of resources and energy.In recent years, the proportion of the primary industry in Xuzhou has gradually decreased, and the proportion of the second and third industries has been increasing. However, compared with the whole province, the proportion of the first production in Xuzhou is still relatively large, and the proportion of the tertiary industry is increasing at a relatively fast rate.But the total amount is smaller than the proportion of the second industry, the overall level of the three industries is not high, the industrial structure is biased.The development of Xuzhou needs to break through the shackles of the original development path, adjust the industrial structure, accelerate the upgrading of the industry, and realize the local economic development.The paper is divided into seven parts: the first part is the introduction, mainly the background and significance of the paper, the research review, research objectives and methods, research content and innovation.The second part is the theoretical basis of industrial structure optimization transformation, including industrial structure, industrial structure optimization, industrial structure transformation and other related concepts, industrial life cycle, sustainable development and other economic theories.The third part draws lessons from the experience of industrial structure optimization transformation, summarizes the successful countries and cities of industrial structure optimization transformation at home and abroad, and draws the enlightenment to Xuzhou industrial structure optimization transformation.The fourth part analyzes the current situation and existing problems of Xuzhou's industrial development, and analyzes the evolution of the industrial structure of Xuzhou and the current situation, characteristics and existing problems of the third industrial development.The deviation-share method is used to quantitatively analyze the industrial structure of Xuzhou.The fifth part is the SWOT analysis of the optimization and transformation of Xuzhou's industrial structure.SWOT method is used to analyze the internal ability and external environment of Xuzhou industrial structure optimization and transformation.The internal ability is the advantage and the inferiority, mainly is the location, the transportation, the resources and so on internal condition.External environment is opportunities and challenges, mainly including policy, surrounding environment and so on.The sixth part is the research on the strategy of industrial structure optimization and transformation in Xuzhou. This part clarifies the strategies of constructing multi-industry system, optimizing space layout and perfecting industrial organization structure in the process of industrial structure optimization and transformation in Xuzhou.The seventh part of Xuzhou City industrial structure optimization transformation safeguard measures.On the basis of a series of theories, practical analysis and empirical research, this paper provides policies, funds, talents, science and technology for the optimization and transformation of Xuzhou's industrial structure.
