【摘要】：蒙古第三次西征結束后,旭烈兀在西亞地區(qū)建立起伊兒汗國。伊兒汗國統(tǒng)治初期,政治結構松散,經(jīng)濟遭受嚴重破壞,統(tǒng)治者對人民實行竭澤而漁式的經(jīng)濟剝削政策,導致經(jīng)濟危機頻發(fā)。1295年,合贊汗即位,面對嚴重的社會經(jīng)濟危機,他開始了多方面的經(jīng)濟改革。本文除緒論和結語外,分三部分論述合贊汗的經(jīng)濟改革。 第一部分探討合贊汗經(jīng)濟改革的背景。經(jīng)濟上,伊兒汗國征稅困難,國庫空虛,國內(nèi)經(jīng)濟危機加劇。思想上,合贊認識到商業(yè)和農(nóng)業(yè)對統(tǒng)治的重要性,改信伊斯蘭教。此外,不利的國際環(huán)境也促使合贊汗改革。 第二部分探討合贊汗經(jīng)濟改革的主要內(nèi)容。本文從以下四個方面對這個問題進行闡述。第一個方面是稅制改革的內(nèi)容,包括廢除包稅制、實行土地和人口普查、明確稅率,中央收歸稅權、確定征稅時間和支付方式等。第二個方面是土地制度改革,包括軍事封地制度、官員采邑制度的實行。第三個方面是分析貨幣改革的背景和內(nèi)容,特別強調統(tǒng)一貨幣樣式、單位及度量衡制度的建立。第四個方面是財政金融改革的內(nèi)容。首先是分析合贊汗廢除高利貸,其次對國庫和帳殿花費整頓措施的分析。 第三部分探討合贊汗經(jīng)濟改革的影響。合贊汗的經(jīng)濟改革對伊兒汗國的農(nóng)業(yè)的恢復和發(fā)展、工商業(yè)的繁榮、文化的繁榮都起著積極作用。
[Abstract]:After the end of Mongolia's third Western expedition, Xu Jiu established the country of Iir Khan in the West Asia region.In the early days of the rule of Iir Khan, the political structure was loose, the economy was seriously damaged, and the rulers carried out a policy of economic exploitation of the people, which led to frequent economic crises. In 1295, Hezan Khan came to power and faced with a serious social and economic crisis.He embarked on a wide range of economic reforms.In addition to the introduction and conclusion, this paper discusses the economic reform of Hezan Khan in three parts.The first part discusses the background of the economic reform of Hezan Khan.Economically, Iir Khan is struggling to collect taxes, the treasury is empty, and the domestic economic crisis intensifies.Ideologically, he recognized the importance of commerce and agriculture to rule and converted to Islam.In addition, the adverse international environment also prompted the reform of the Khan.The second part discusses the main contents of the economic reform of Hezan Khan.This article carries on the elaboration to this question from the following four aspects.The first aspect is the content of the tax system reform, including abolishing the package tax system, carrying out the land and population census, defining the tax rate, the central authority of tax collection, determining the time of taxation and the method of payment, etc.The second aspect is the land system reform, including the military fief system and the implementation of the official fiefe system.The third aspect is to analyze the background and content of currency reform, especially emphasizing the establishment of uniform monetary style, unit and measurement system.The fourth aspect is the content of financial reform.The first is the analysis of the abolition of usury, and the second is the analysis of the measures to rectify the treasury and treasury expenditure.The third part discusses the influence of the economic reform of Hezan Khan.The economic reform of Hezan Khan played a positive role in the recovery and development of agriculture, the prosperity of industry and commerce, and the prosperity of culture.
