三峽庫(kù)區(qū)經(jīng)濟(jì)增長(zhǎng)對(duì)環(huán)境質(zhì)量影響的實(shí)證研究

【摘要】:2003年6月以來(lái),三峽庫(kù)區(qū)開(kāi)始蓄水,蓄水之后,三峽庫(kù)區(qū)自然環(huán)境條件發(fā)生了很大變化。9年以來(lái),隨著三峽庫(kù)區(qū)的經(jīng)濟(jì)快速的發(fā)展,該地區(qū)將面臨更加嚴(yán)峻的生態(tài)與環(huán)境形勢(shì)。因此,充分揭示三峽庫(kù)區(qū)經(jīng)濟(jì)增長(zhǎng)對(duì)環(huán)境質(zhì)量的影響,深入探討合理保護(hù)庫(kù)區(qū)環(huán)境,對(duì)庫(kù)區(qū)未來(lái)的經(jīng)濟(jì)環(huán)境協(xié)調(diào)發(fā)展提供合理建議,具有重要的意義。本文首先對(duì)經(jīng)濟(jì)增長(zhǎng)與環(huán)境關(guān)系的現(xiàn)有研究進(jìn)行綜述,梳理環(huán)境與經(jīng)濟(jì)理論研究,包括可持續(xù)發(fā)展理論,經(jīng)濟(jì)協(xié)調(diào)發(fā)展理論,環(huán)境庫(kù)茲涅茨曲線(xiàn)理論等,并對(duì)三峽庫(kù)區(qū)環(huán)境與經(jīng)濟(jì)的相關(guān)文章進(jìn)行梳理。其次,以三峽庫(kù)區(qū)整體作為研究對(duì)象,對(duì)庫(kù)區(qū)的經(jīng)濟(jì)增長(zhǎng)和環(huán)境質(zhì)量現(xiàn)狀進(jìn)行深入的分析,經(jīng)濟(jì)現(xiàn)狀包括經(jīng)濟(jì)總量,人均GDP,產(chǎn)業(yè)結(jié)構(gòu),工業(yè)增加值,環(huán)境現(xiàn)狀包括工業(yè)廢水與農(nóng)業(yè)面源污染。在對(duì)三峽庫(kù)區(qū)的經(jīng)濟(jì)與環(huán)境現(xiàn)狀進(jìn)行分析后,通過(guò)相關(guān)理論將環(huán)境污染區(qū)分為點(diǎn)源污染與面源污染兩大體系,從中選出10個(gè)指標(biāo)并結(jié)合理論知識(shí)和收集到的數(shù)據(jù),運(yùn)用時(shí)序全局主成分分析法驗(yàn)證三峽庫(kù)區(qū)經(jīng)濟(jì)增長(zhǎng)與綜合環(huán)境質(zhì)量、工業(yè)廢水排放量、工業(yè)廢水氨氮含量,工業(yè)廢水化學(xué)需氧量是否存在EKC曲線(xiàn)。 本文通過(guò)研究主要得出以下結(jié)論:第一,三峽庫(kù)區(qū)綜合環(huán)境質(zhì)量與經(jīng)濟(jì)增長(zhǎng)之間并不存在倒“U”型曲線(xiàn),而是呈“S”型曲線(xiàn),即環(huán)境質(zhì)量隨經(jīng)濟(jì)增長(zhǎng)先改善,后惡化,再改善的趨勢(shì);第二,三峽庫(kù)區(qū)的工業(yè)廢水排放量,工業(yè)廢水氨氮含量,工業(yè)廢水化學(xué)需氧量與經(jīng)濟(jì)增長(zhǎng)之間也不存在EKC曲線(xiàn),而是隨著經(jīng)濟(jì)增長(zhǎng)出現(xiàn)線(xiàn)性下降的趨勢(shì);第三,三峽庫(kù)區(qū)農(nóng)業(yè)污染嚴(yán)重,化肥與經(jīng)濟(jì)增長(zhǎng)呈現(xiàn)倒“U”型,即存在EKC曲線(xiàn),而農(nóng)藥與人均GDP不存在EKC曲線(xiàn),而是隨著經(jīng)濟(jì)增長(zhǎng)呈線(xiàn)性增長(zhǎng)趨勢(shì)。在驗(yàn)證EKC曲線(xiàn)存在性后,通過(guò)經(jīng)濟(jì)增長(zhǎng)對(duì)環(huán)境質(zhì)量影響的三個(gè)效應(yīng),包括規(guī)模效應(yīng),,結(jié)構(gòu)效應(yīng),技術(shù)效應(yīng),對(duì)綜合環(huán)境質(zhì)量進(jìn)行實(shí)證分析,發(fā)現(xiàn):第一,經(jīng)濟(jì)規(guī)模增大1單位,環(huán)境污染增大0.24825單位;第二,第二產(chǎn)業(yè)增大1單位,環(huán)境污染增大0.172565單位;第三,技術(shù)進(jìn)步1單位,環(huán)境污染降低0.247174單位。通過(guò)上述分析,給出的對(duì)策建議包括以下幾點(diǎn):第一,堅(jiān)持可持續(xù)發(fā)展戰(zhàn)略,促進(jìn)庫(kù)區(qū)經(jīng)濟(jì)繁榮;第二,深化體制改革,落實(shí)環(huán)保政策;第三,優(yōu)化產(chǎn)業(yè)結(jié)構(gòu),轉(zhuǎn)變發(fā)展方式;第四,推進(jìn)技術(shù)革新,加強(qiáng)技術(shù)人才培養(yǎng)、引進(jìn)。
[Abstract]:Since June 2003, the three Gorges Reservoir area began to store water, after which the natural environment conditions of the three Gorges Reservoir area have changed greatly. In the past 9 years, with the rapid economic development of the three Gorges Reservoir area, the region will face a more severe ecological and environmental situation.Therefore, it is of great significance to fully reveal the impact of economic growth on environmental quality in the three Gorges Reservoir area, to explore the reasonable protection of the environment in the reservoir area, and to provide reasonable suggestions for the coordinated development of the future economic environment in the reservoir area.Firstly, this paper summarizes the existing research on the relationship between economic growth and environment, combing the theoretical research of environment and economy, including the theory of sustainable development, the theory of coordinated economic development, the theory of environmental Kuznets curve, etc.And the three Gorges Reservoir area environment and economic related articles are combed.Secondly, taking the whole three Gorges Reservoir area as the research object, this paper makes a deep analysis of the present situation of economic growth and environmental quality in the reservoir area. The present economic situation includes total economic output, per capita GDP, industrial structure, industrial added value.Environmental status includes industrial wastewater and agricultural non-point source pollution.After analyzing the present situation of economy and environment in the three Gorges Reservoir area, the environmental pollution is divided into two systems: point source pollution and non-point source pollution through the relevant theory, and 10 indexes are selected from the system, and the theoretical knowledge and the collected data are combined.The time series global principal component analysis was used to verify the existence of EKC curves for economic growth and comprehensive environmental quality, discharge of industrial wastewater, ammonia nitrogen content of industrial wastewater and chemical oxygen demand of industrial wastewater in the three Gorges Reservoir area.The main conclusions of this paper are as follows: first, there is not an inverted "U" curve between the comprehensive environmental quality and economic growth in the three Gorges Reservoir area, but a "S" curve, that is, the environmental quality improves first with economic growth and then deteriorates.The trend of further improvement is: second, there is no EKC curve between the discharge of industrial wastewater, the content of ammonia nitrogen in industrial wastewater, the chemical oxygen demand of industrial wastewater and the economic growth in the three Gorges Reservoir area, but there is a linear downward trend with the economic growth.The agricultural pollution in the three Gorges Reservoir area is serious, the chemical fertilizer and the economic growth show the inverted "U" type, that is, the EKC curve exists, but the pesticide and the per capita GDP do not have the EKC curve, but show the linear growth trend with the economic growth.After verifying the existence of EKC curve, through the three effects of economic growth on environmental quality, including scale effect, structural effect and technical effect, the empirical analysis of comprehensive environmental quality is carried out. It is found that: first, the economic scale increases by 1 unit.Environmental pollution increased by 0.24825 units, second, secondary industry increased by 1 unit, environmental pollution increased by 0.172565 units, third, technological progress 1 unit, environmental pollution decreased 0.247174 units.Through the above analysis, the countermeasures and suggestions are as follows: first, adhere to the strategy of sustainable development to promote economic prosperity in the reservoir area; second, deepen the reform of the system, implement environmental protection policies; third, optimize the industrial structure and change the mode of development;Fourth, promote technological innovation, strengthen the training of technical personnel, and introduce.
