【摘要】：在經(jīng)濟(jì)全球化和區(qū)域經(jīng)濟(jì)一體化成為當(dāng)今世界經(jīng)濟(jì)發(fā)展的主要趨勢(shì)背景下,區(qū)域經(jīng)濟(jì)合作成為一些國家或地區(qū)為加強(qiáng)經(jīng)濟(jì)合作,謀求利益最大化的現(xiàn)實(shí)選擇。目前,面對(duì)阿拉伯國家“向東看”的戰(zhàn)略選擇,“向西”發(fā)展成為了中國全方位對(duì)外開放的戰(zhàn)略目標(biāo)。在中阿經(jīng)貿(mào)論壇成功舉辦的基礎(chǔ)上,由國務(wù)院批準(zhǔn)在寧夏建立內(nèi)陸開放型經(jīng)濟(jì)區(qū)與銀川綜合保稅區(qū)的決定將寧夏不斷打造成為國家向西開放的橋頭堡。與此同時(shí),為了提升我國全方位開放格局,國家提出“絲綢之路經(jīng)濟(jì)帶”的發(fā)展戰(zhàn)略將進(jìn)一步打通向西開放的通道。在此背景下,區(qū)域合作平臺(tái)和經(jīng)濟(jì)帶的建立不僅為寧夏提升內(nèi)陸開放水平與發(fā)展地區(qū)經(jīng)濟(jì)提供了契機(jī),而且對(duì)深化中阿經(jīng)貿(mào)合作和友好往來有著重大的現(xiàn)實(shí)意義。 本文以寧夏參與中阿經(jīng)貿(mào)合作為主線,圍繞合作背景、內(nèi)容、問題及前景進(jìn)行相關(guān)闡述。論文在結(jié)構(gòu)上分四個(gè)部分：第一部分通過對(duì)區(qū)域經(jīng)濟(jì)合作理論的界定及梳理,了解中國參與區(qū)域經(jīng)濟(jì)合作的戰(zhàn)略構(gòu)想,并在此背景下分析寧夏參與中阿區(qū)域經(jīng)濟(jì)合作的路徑選擇。第二部分以寧夏參與中阿區(qū)域經(jīng)濟(jì)合作的機(jī)遇及優(yōu)勢(shì)為背景,分別從中阿歷史合作及現(xiàn)實(shí)需求、西部大開發(fā)戰(zhàn)略的實(shí)施及寧夏人文優(yōu)勢(shì)三個(gè)方面加以分析。第三部分在分析寧夏參與中阿區(qū)域經(jīng)濟(jì)合作的合作現(xiàn)狀及成效基礎(chǔ)上,根據(jù)調(diào)研了解合作中存在的問題和困難。第四部分則針對(duì)合作現(xiàn)狀及問題,根據(jù)寧夏實(shí)際情況提出相關(guān)意見和構(gòu)思,在此基礎(chǔ)上對(duì)寧夏參與中阿經(jīng)貿(mào)合作的前景進(jìn)行分析。 本文通過理論指導(dǎo)和調(diào)研分析,在論述寧夏參與中阿經(jīng)貿(mào)合作現(xiàn)狀的同時(shí),指出寧夏在借助發(fā)展機(jī)遇上應(yīng)該努力探尋與阿拉伯國家合作的契合點(diǎn)以保證經(jīng)貿(mào)合作長(zhǎng)效化。因而在新一輪西部大開發(fā)實(shí)施戰(zhàn)略過程中,尤其是在經(jīng)濟(jì)全球化、區(qū)域經(jīng)濟(jì)一體化的發(fā)展趨勢(shì)推動(dòng)下,大力發(fā)展“絲綢之路經(jīng)濟(jì)帶”,并在此基礎(chǔ)上借助己搭建好的中阿經(jīng)貿(mào)合作平臺(tái),以開展多種形式的經(jīng)貿(mào)合作為突破口,逐步實(shí)現(xiàn)中阿經(jīng)貿(mào)合作的持續(xù)穩(wěn)定發(fā)展是新時(shí)代寧夏參與中阿區(qū)域經(jīng)濟(jì)合作的要求和目標(biāo)。
[Abstract]:Under the background of economic globalization and regional economic integration, regional economic cooperation has become a realistic choice for some countries or regions to seek maximum benefits in order to strengthen economic cooperation.At present, in the face of the Arab countries' strategic choice of "looking east", the development of "west" has become the strategic goal of China's all-round opening to the outside world.On the basis of the successful holding of the Sino-Arab Economic and Trade Forum, the decision of the State Council to establish an inland open economic zone and a comprehensive bonded area in Yinchuan will make Ningxia a bridgehead for the country to open to the west.At the same time, in order to promote the all-round opening pattern of our country, the development strategy of "Silk Road Economic Belt" will further open the channel to the west.In this context, the establishment of regional cooperation platform and economic belt not only provides an opportunity for Ningxia to upgrade the level of inland opening and develop regional economy, but also has great practical significance for deepening Sino-Arab economic and trade cooperation and friendly exchanges.This paper takes Ningxia's participation in Sino-Arab economic and trade cooperation as the main line, and expounds the background, contents, problems and prospects of the cooperation.The structure of the paper is divided into four parts: the first part is to understand the strategic conception of China's participation in regional economic cooperation by defining and combing the theory of regional economic cooperation.Under this background, the paper analyzes the path choice of Ningxia's participation in Sino-Arab regional economic cooperation.The second part is based on the opportunities and advantages of Ningxia's participation in Sino-Arab regional economic cooperation, and analyzes the historical cooperation and practical needs, the implementation of the western development strategy and Ningxia's humanistic advantages.In the third part, based on the analysis of the present situation and effect of Ningxia's cooperation in the Sino-Arab regional economic cooperation, the problems and difficulties in the cooperation are analyzed.The fourth part analyzes the prospect of Ningxia's participation in Sino-Arab economic and trade cooperation on the basis of the present situation and problems of cooperation, according to the actual situation of Ningxia put forward relevant opinions and ideas.Through theoretical guidance and investigation and analysis, this paper discusses the present situation of Ningxia's participation in Sino-Arab economic and trade cooperation, and points out that Ningxia should make great efforts to explore the common points of cooperation with Arab countries in order to ensure the long-term effect of economic and trade cooperation.Therefore, during the implementation of the new round of western development strategy, especially under the impetus of economic globalization and regional economic integration, the "Silk Road Economic Belt" was vigorously developed.And on this basis, with the help of the China-Arab economic and trade cooperation platform that has been set up, to carry out various forms of economic and trade cooperation as a breakthrough,It is the requirement and goal of Ningxia to participate in the regional economic cooperation in the new era to realize the sustained and stable development of Sino-Arab economic and trade cooperation.
