【摘要】：蘇南擁有在國內(nèi)相對領(lǐng)先的現(xiàn)代化水平和經(jīng)濟實力,一直是探索我國新型區(qū)域發(fā)展模式的先鋒隊。然而,在飛速發(fā)展的過程中,蘇南也遇到了經(jīng)濟發(fā)展方式轉(zhuǎn)型的瓶頸,而突破瓶頸的關(guān)鍵就在于進(jìn)行區(qū)域協(xié)同創(chuàng)新。 基于馬克思主義理論視角,區(qū)域協(xié)同創(chuàng)新具有聯(lián)系性、發(fā)展性和矛盾性；基于復(fù)雜性理論視角,區(qū)域協(xié)同創(chuàng)新具有系統(tǒng)性、進(jìn)化性、自組織性、非線性和開放性：并以上述兩種理論在區(qū)域協(xié)同創(chuàng)新問題上進(jìn)行相互印證。 綜合蘇南近年來經(jīng)濟、科技發(fā)展相關(guān)數(shù)據(jù),對蘇南開展區(qū)域協(xié)同創(chuàng)新的可行性、蘇南科技創(chuàng)新能力和發(fā)展?jié)摿Ψ謩e進(jìn)行分析,得出蘇南具有推動區(qū)域科技協(xié)同創(chuàng)新的良好基礎(chǔ),適宜進(jìn)行區(qū)域協(xié)同創(chuàng)新的結(jié)論。透過蘇南區(qū)域協(xié)同創(chuàng)新現(xiàn)階段取得的成績和特征,可看出蘇南在協(xié)同創(chuàng)新方面已逐漸取得了一定成效,但仍存在政策、經(jīng)濟、技術(shù)等層面相當(dāng)程度的不規(guī)范和不完善,區(qū)域協(xié)同創(chuàng)新的發(fā)展還有很大的提升空間,同時指出蘇南區(qū)域協(xié)同創(chuàng)新具有示范性、緊迫性、過程性、開放性以及對“強政府”有較高渴求度的特征。在此基礎(chǔ)上,對蘇南現(xiàn)有問題和原因進(jìn)行了剖析。發(fā)現(xiàn)蘇南存在區(qū)域內(nèi)各市之間的行政、經(jīng)濟、以及技術(shù)上協(xié)同不足的問題,而導(dǎo)致蘇南區(qū)域協(xié)同創(chuàng)新出現(xiàn)問題的原因在于蘇南區(qū)域發(fā)展的階段性、區(qū)域系統(tǒng)內(nèi)要素協(xié)同度不高、區(qū)域系統(tǒng)進(jìn)化力不足和有序度不夠。 然后,運用馬克思主義理論和復(fù)雜性理論對蘇南實現(xiàn)區(qū)域協(xié)同創(chuàng)新的基本思路進(jìn)行了梳理,內(nèi)容如下：首先,應(yīng)由區(qū)內(nèi)各地方政府作為協(xié)同控制參量,利用政策性工具對整個協(xié)同活動進(jìn)行主導(dǎo)；在區(qū)域協(xié)同創(chuàng)新的結(jié)構(gòu)初步形成后,政府由督導(dǎo)性質(zhì)轉(zhuǎn)變?yōu)榉⻊?wù)性質(zhì),作為區(qū)域系統(tǒng)中的一個要素繼續(xù)存在于新的結(jié)構(gòu)中,并發(fā)揮新的功能。區(qū)域巨系統(tǒng)由一定程度的自組織進(jìn)一步向更高級的自組織邁進(jìn)。在一系列行政、經(jīng)濟和技術(shù)手段刺激后,整個區(qū)域系統(tǒng)內(nèi)的序參量不斷上升,直至達(dá)到可誘發(fā)漲落的閡值。而通過量變引發(fā)的巨漲落質(zhì)變,序參量將徹底突破閡值,促使系統(tǒng)進(jìn)化,完成相變。最終,區(qū)域復(fù)雜巨系統(tǒng)內(nèi)各子系統(tǒng)達(dá)到高度協(xié)同,并形成高級自組織,從而擺脫混亂狀態(tài),基本完成從低級走向高級,從無序走向有序的躍遷,建立起一個新的開放、有序、遠(yuǎn)離平衡的自組織區(qū)域協(xié)同創(chuàng)新系統(tǒng)。 此外,指出蘇南區(qū)域協(xié)同創(chuàng)新過程中應(yīng)遵循三條原則：一是保證區(qū)域協(xié)同創(chuàng)新系統(tǒng)的動態(tài)發(fā)展性：二是維持區(qū)域協(xié)同創(chuàng)新系統(tǒng)的開放性；三是區(qū)域協(xié)同創(chuàng)新系統(tǒng)內(nèi)各要素之間非線性相互作用。 最后,提出推進(jìn)蘇南區(qū)域協(xié)同創(chuàng)新的對策：一是通過子系統(tǒng)協(xié)同以提高蘇南區(qū)域系統(tǒng)協(xié)同度,實現(xiàn)方法為行政、經(jīng)濟、技術(shù)上協(xié)同作為。二是自主創(chuàng)新驅(qū)動以加強蘇南區(qū)域系統(tǒng)進(jìn)化力,實現(xiàn)方法為建立以企業(yè)為核心的產(chǎn)學(xué)研自主創(chuàng)新聯(lián)盟,對蘇南區(qū)域內(nèi)創(chuàng)新型領(lǐng)軍企業(yè)和科技小微企業(yè)并重培育,以及加大對高級人才的激勵力度。三是區(qū)域巨系統(tǒng)主動與區(qū)域外環(huán)境互動以增進(jìn)蘇南區(qū)域開放性,實現(xiàn)方法為加強蘇南區(qū)域與周邊區(qū)域、省市的全面合作,拓展蘇南區(qū)域與國際間的經(jīng)貿(mào)、技術(shù)合作。四是全面規(guī)范以確保蘇南區(qū)域系統(tǒng)有序度,實現(xiàn)方法為分配、行政、法律、經(jīng)濟、評價多方面規(guī)范。 總體來說,蘇南區(qū)域協(xié)同創(chuàng)新應(yīng)秉承“和而不同”的理念,一方面實現(xiàn)區(qū)域巨系統(tǒng)內(nèi)部各子系統(tǒng)之間、各創(chuàng)新主體(要素)之間的有序競爭和差異化協(xié)同；另一方面實現(xiàn)區(qū)域巨系統(tǒng)與全國、全球大環(huán)境的深入交流合作,進(jìn)行及時、開放的物質(zhì)、能量和信息交換,吸收負(fù)熵,降低系統(tǒng)內(nèi)部協(xié)同過程中出現(xiàn)的混亂,使蘇南區(qū)域穩(wěn)步走向有序。
[Abstract]:In the process of rapid development , Suriname has experienced the bottleneck of the transformation of economic development mode , and the key to breaking the bottleneck is to carry out regional cooperative innovation .

Based on the Marxist theory perspective , regional cooperative innovation has the contact , development and contradiction ;
Based on the theory of complexity theory , regional cooperative innovation has the systematic , evolutionary , self - organizing , non - linear and open - open .

This paper analyzes the feasibility of regional cooperative innovation in South Jiangsu Province , analyzes the feasibility of regional cooperative innovation in South Jiangsu Province , and analyzes the existing problems and reasons of South Jiangsu .

Then , using the theory of Marxism and the complexity theory , the basic idea of realizing regional cooperative innovation in South Jiangsu is reviewed . First , all local governments in the region should be used as cooperative control parameters , and the whole cooperative activities should be led by policy tools ;
After a series of administrative , economic and technical measures have been stimulated , the order parameters in the whole regional system continue to rise up to reach the threshold value that can induce fluctuations . In the end , the subsystems in the whole area reach high degree of coordination and form a high - level self - organization , so as to get rid of the chaos state , and to establish a new and open , orderly and far - balanced self - organizing regional cooperative innovation system .

In addition , it is pointed out that three principles should be followed in the process of regional cooperative innovation : one is to guarantee the dynamic development of regional cooperative innovation system : the second is to maintain the openness of regional cooperative innovation system ;
Thirdly , it is the nonlinear interaction between elements in regional cooperative innovation system .

In the end , we put forward the countermeasures to push forward the cooperative innovation in the South Jiangsu region : firstly , through the cooperation of the sub - system to improve the coordination degree of the South - South regional system , the realization method is the cooperation of administrative , economic and technical cooperation .

Generally speaking , South - South cooperation innovation should adhere to the concept of " peace - up " , on the one hand , to realize orderly competition and differentiation cooperation among all subsystems within the regional giant system , among innovation subjects ( elements ) ;
On the other hand , in - depth communication and cooperation between the regional giant system and the whole country and the global environment are realized , and timely and open materials , energy and information exchange are carried out , negative entropy is absorbed , the confusion appearing in the system internal collaboration process is reduced , and the southern region is steadily moving in order .
