【摘要】：人口文化素質(zhì)與社會(huì)經(jīng)濟(jì)存在必然關(guān)聯(lián),兩者間的耦合協(xié)調(diào)程度是社會(huì)與經(jīng)濟(jì)可持續(xù)發(fā)展能力的重要指示。新常態(tài)經(jīng)濟(jì)下,提高自主創(chuàng)新能力成為我國(guó)應(yīng)對(duì)國(guó)際挑戰(zhàn),建立創(chuàng)新型國(guó)家,實(shí)現(xiàn)經(jīng)濟(jì)可持續(xù)發(fā)展的重要保障。人口文化素質(zhì)是提高自主創(chuàng)新能力最直接的途徑,不僅是推動(dòng)區(qū)域經(jīng)濟(jì)發(fā)展的重要手段,更是國(guó)家間綜合國(guó)力競(jìng)爭(zhēng)的必然要求。而在中國(guó)西部欠發(fā)達(dá)地區(qū),生活水平較低,社會(huì)保障設(shè)施漏缺,教育水平落后造成人口文化素質(zhì)較低。落后的人口文化素質(zhì)已經(jīng)成為阻礙我國(guó)中西部地區(qū)經(jīng)濟(jì)社會(huì)可持續(xù)發(fā)展的重要因素。厘清人口文化素質(zhì)與經(jīng)濟(jì)發(fā)展水平協(xié)調(diào)程度,有針對(duì)性的提高人口文化素質(zhì)是我國(guó)欠發(fā)達(dá)省份由人口大省向人力資源強(qiáng)省轉(zhuǎn)變的有效途徑,是促進(jìn)人口全面發(fā)展、健康發(fā)展、社會(huì)經(jīng)濟(jì)和諧發(fā)展的有效舉措。以貴州省1990年-2015年人口文化素質(zhì)與經(jīng)濟(jì)發(fā)展水平為研究對(duì)象,構(gòu)建人口文化素質(zhì)與經(jīng)濟(jì)發(fā)展水平評(píng)價(jià)指標(biāo)體系,從縱向和橫向兩個(gè)角度分析人口文化素質(zhì)與經(jīng)濟(jì)發(fā)展之間的關(guān)系。從時(shí)間和空間對(duì)人口文化素質(zhì)與經(jīng)濟(jì)發(fā)展進(jìn)行多角度多層次分析。運(yùn)用空間自相關(guān)方法分析人口文化素質(zhì)及經(jīng)濟(jì)發(fā)展水平的空間自相關(guān)性,用相關(guān)分析和多元逐步回歸方法研究影響彼此之間發(fā)展的主要因素。最后通過耦合協(xié)調(diào)模型方法研究人口文化素質(zhì)與經(jīng)濟(jì)發(fā)展之間協(xié)調(diào)統(tǒng)一度,并提出促進(jìn)人口文化素質(zhì)提高的建議。研究結(jié)果表明:(1)人口文化素質(zhì)與經(jīng)濟(jì)發(fā)展水平在時(shí)間和空間層面均得到提高,文化素質(zhì)與經(jīng)濟(jì)發(fā)展較好地區(qū)主要位于以貴陽為中心的核心區(qū),其他邊遠(yuǎn)地區(qū)人口文化素質(zhì)與經(jīng)濟(jì)發(fā)展水平較落后。(2)人口文化素質(zhì)與經(jīng)濟(jì)發(fā)展基本上呈顯著正相關(guān)關(guān)系,其中教師數(shù)量的多寡對(duì)經(jīng)濟(jì)影響最顯著,其次為大專以上人口比重,再次是人均受教育年限,文盲率影響較小。在多元逐步回歸分析中,經(jīng)濟(jì)發(fā)展對(duì)文化素質(zhì)的定量研究中,文盲率和人均受教育年限變量被剔除,教師數(shù)與大專以上人口比重影響明顯;以人口文化素質(zhì)作為回歸因變量時(shí),非農(nóng)產(chǎn)業(yè)占比和人均GDP對(duì)人口文化素質(zhì)提高作用明顯,其他指標(biāo)變量均未進(jìn)入回歸方程。(3)貴州省1990年-2015年耦合協(xié)調(diào)類型經(jīng)歷了嚴(yán)重失調(diào)到高度協(xié)調(diào)的過程,2000年主要是輕度失調(diào)類型,2010年主要是中度協(xié)調(diào)類型。從空間層面看,高度協(xié)調(diào)類型區(qū)主要位于貴陽周圍核心區(qū),其它邊遠(yuǎn)地區(qū)協(xié)調(diào)等級(jí)較低。
[Abstract]:The cultural quality of the population and the social economy are inevitably related, and the degree of coupling and coordination between the two is an important indication of the ability of sustainable development of society and economy.Under the new normal economy, it is an important guarantee for our country to meet the international challenge, establish an innovative country and realize the sustainable development of economy.The cultural quality of the population is the most direct way to improve the ability of independent innovation. It is not only an important means to promote the development of regional economy, but also an inevitable requirement for the competition of comprehensive national strength among countries.In the underdeveloped areas of western China, the living standard is low, the social security facilities are missing, and the education level is backward, which results in the lower cultural quality of the population.The backward cultural quality of the population has become an important factor hindering the sustainable development of economy and society in the central and western regions of China.To clarify the degree of coordination between the cultural quality of the population and the level of economic development and to improve the cultural quality of the population is an effective way to transform the underdeveloped provinces from a large province with a large population to a province with strong human resources. It is also an effective way to promote the overall development and healthy development of the population.Effective measures for harmonious social and economic development.Taking the cultural quality of population and the level of economic development of Guizhou Province from 1990 to 2015 as the research object, this paper constructs the evaluation index system of population cultural quality and economic development level.The relationship between the cultural quality of the population and economic development is analyzed from the vertical and horizontal angles.This paper analyzes the cultural quality and economic development of the population from time and space.The spatial autocorrelation of the cultural quality of population and the level of economic development is analyzed by using the spatial autocorrelation method, and the main factors affecting the development of each other are studied by correlation analysis and multiple stepwise regression method.Finally, the paper studies the degree of coordination and unity between the cultural quality of population and economic development through the method of coupling coordination model, and puts forward some suggestions to promote the improvement of cultural quality of population.The results show that the cultural quality of the population and the level of economic development have been improved both in time and space, and the areas with better cultural quality and economic development are mainly located in the core area with Guiyang as the center.There is a significant positive correlation between the cultural quality of the population and the economic development in other remote areas. Among them, the number of teachers has the most significant impact on the economy, followed by the proportion of the population above college.Again, the number of years of education per capita, the illiteracy rate has a small impact.In the multiple stepwise regression analysis, in the quantitative study of economic development on cultural quality, the variables of illiteracy rate and the number of years of education were eliminated, and the number of teachers and the proportion of population above college were significantly affected, and when the cultural quality of population was taken as the regression dependent variable,The proportion of non-agricultural industries and GDP per capita have a significant effect on the improvement of the cultural quality of the population.All the other index variables did not enter the regression equation. 3) the coupling coordination type in Guizhou Province experienced the process of serious maladjustment to high coordination from 1990 to 2015, which was mainly mild in 2000 and moderate in 2010.From the spatial level, the highly coordinated type area is mainly located in the core area around Guiyang, while the other remote areas have lower coordination level.
