本文選題：成長期礦產(chǎn)資源型縣域經(jīng)濟　切入點：轉(zhuǎn)型升級　出處：基于區(qū)域經(jīng)濟協(xié)同發(fā)展視角

【摘要】：依托豐富的礦產(chǎn)資源稟賦和國家重化工業(yè)發(fā)展機遇,內(nèi)蒙古成長期礦產(chǎn)資源型縣域經(jīng)濟在"九五"至"十二五"期間得以快速發(fā)展,縣域內(nèi)發(fā)展環(huán)境、產(chǎn)業(yè)基礎、人才技術等都獲得了一定的積累和儲備。但近年來國內(nèi)經(jīng)濟整體環(huán)境進入三期疊加的新常態(tài),縣域經(jīng)濟總體發(fā)展也明顯趨緩。在國家產(chǎn)業(yè)發(fā)展、能源開發(fā)等政策性全面調(diào)整的外部環(huán)境下,內(nèi)蒙古成長期礦產(chǎn)資源型縣域應以協(xié)同發(fā)展的理念,通過科技創(chuàng)新、人才創(chuàng)新整合縣域資源,提升主導產(chǎn)業(yè)功能性,延伸拓展現(xiàn)有主導產(chǎn)業(yè)鏈,形成優(yōu)勢產(chǎn)業(yè)集群;培育和拓展累積性創(chuàng)新的新興產(chǎn)業(yè),推動新興產(chǎn)業(yè)與傳統(tǒng)產(chǎn)業(yè)協(xié)同發(fā)展;引導縣域內(nèi)功能型城鎮(zhèn)向適度綜合型發(fā)展,強化規(guī)劃性建設的引導作用,主動參與城市群建設,與更大區(qū)域內(nèi)的經(jīng)濟融合起來。
[Abstract]:Relying on the abundant mineral resources endowment and the opportunity for the development of the heavy chemical industry of the country, the county economy of mineral resources type in Inner Mongolia has developed rapidly during the period of the Ninth Five-Year Plan to the Twelfth Five-Year Plan, with the development environment and industrial base in the county area.Talent technology and so on has obtained certain accumulation and the reserve.However, in recent years, the overall domestic economic environment has entered a new normal superposition of three phases, and the overall development of county economy has slowed down obviously.Under the external environment of comprehensive adjustment of national industrial development, energy development and other policies, mineral resource-based counties in the growing period of Inner Mongolia should integrate county resources through scientific and technological innovation and talent innovation with the concept of coordinated development.Promote the function of leading industry, extend the existing leading industrial chain, form the superior industrial cluster, cultivate and expand the cumulative innovative emerging industries, promote the coordinated development of emerging industries and traditional industries;It is necessary to guide the development of the functional towns in the county to the moderate comprehensive type, to strengthen the guiding role of the planning construction, to take the initiative to participate in the construction of the urban agglomeration, and to merge with the economy in the larger area.
