【摘要】：戰(zhàn)略目標的設(shè)定決定發(fā)展戰(zhàn)略和發(fā)展規(guī)劃的制定，目標設(shè)定的科學性直接影響戰(zhàn)略實施和規(guī)劃的準確性。學術(shù)研究中，專門研究縣區(qū)戰(zhàn)略目標定位的很少，本文圍繞牡丹區(qū)經(jīng)濟社會發(fā)展戰(zhàn)略目標設(shè)定，探索如何較為科學地設(shè)定縣區(qū)戰(zhàn)略目標，為縣區(qū)發(fā)展戰(zhàn)略及規(guī)劃的制定提供依據(jù)。本文運用戰(zhàn)略管理、多目標決策和區(qū)域經(jīng)濟發(fā)展戰(zhàn)略等理論的基本原理和方法，，從牡丹區(qū)的經(jīng)濟建設(shè)現(xiàn)狀、社會事業(yè)發(fā)展情況等方面，進行了分析，并查找了牡丹區(qū)目前發(fā)展基礎(chǔ)、面臨形勢及存在的問題，主要是經(jīng)濟發(fā)展方面工業(yè)化程度不高，發(fā)展方式粗放，產(chǎn)業(yè)特色不突出，同構(gòu)化趨勢嚴重，缺少大型農(nóng)副產(chǎn)品加工企業(yè)集團，傳統(tǒng)服務(wù)業(yè)占比高、產(chǎn)業(yè)層次較低、商貿(mào)物流和市場優(yōu)勢不明顯等；社會事業(yè)發(fā)展方面主要是民生事業(yè)支出總量偏小，城鄉(xiāng)居民收入偏低，一些工作機制不夠細化和量化、向基層覆蓋和延伸上不夠深入等。 運用先進性、發(fā)展性、系統(tǒng)性、區(qū)域性的原則，結(jié)合對牡丹區(qū)現(xiàn)狀和面臨形勢的分析研究，將牡丹區(qū)“打造成為魯蘇豫皖交界地區(qū)科學發(fā)展高地核心區(qū)，全面建成小康社會”這一總體目標，進一步細化分解為工業(yè)、農(nóng)業(yè)、服務(wù)業(yè)、社會事業(yè)、生態(tài)文明、城鎮(zhèn)化等目標子集，分別進行詳細分析測算，對牡丹區(qū)到2020年這一時期的發(fā)展戰(zhàn)略目標進行設(shè)定。其中，工業(yè)方面的目標是規(guī)模以上工業(yè)增加值達到400億元，規(guī)模以上企業(yè)個數(shù)達到480家以上；農(nóng)業(yè)方面的目標是確保糧食總產(chǎn)穩(wěn)定在100萬噸以上，規(guī)模以上農(nóng)副產(chǎn)品加工企業(yè)發(fā)展到200家以上，標準化瓜菜基地達到40萬畝以上，牡丹種植面積達到50萬畝以上；現(xiàn)代服務(wù)業(yè)方面的目標是實現(xiàn)增加值260億元，占GDP的比重達到40%；社會事業(yè)方面的目標是城鎮(zhèn)年新增就業(yè)1.6萬人以上，登記失業(yè)率控制在4%以內(nèi)，文化產(chǎn)業(yè)相關(guān)企業(yè)發(fā)展到110家以上，文化旅游產(chǎn)業(yè)產(chǎn)值達到150億元以上，每千人口醫(yī)院病床數(shù)達到10張以上，科技研發(fā)投入占GDP的比重超過3%；生態(tài)文明方面的目標是森林覆蓋率達到43.2%以上，萬元GDP能耗下降到0.7噸標準煤以下；城鎮(zhèn)化方面的目標是城鎮(zhèn)化率達到66%，城市建成區(qū)面積擴大30平方公里。 同時，圍繞各目標的實現(xiàn)，設(shè)定了詳細的措施，從完善組織保障、加強人才隊伍建設(shè)、優(yōu)化經(jīng)濟發(fā)展環(huán)境等方面構(gòu)建了保障機制，并把目標測算、設(shè)定與建立保障措施有機結(jié)合成完備、高效、科學、系統(tǒng)的戰(zhàn)略目標體系。通過對牡丹區(qū)戰(zhàn)略目標體系的詳細設(shè)定，從運用層面提供了設(shè)定縣區(qū)發(fā)展戰(zhàn)略目標的理論依據(jù)，從理論層面提升了縣區(qū)經(jīng)濟發(fā)展的研究層次，在發(fā)展層面上豐富了縣區(qū)戰(zhàn)略目標的研究內(nèi)容。
[Abstract]:The strategic goal of setting decision making the development strategy and development planning, scientific goal setting directly affects the accuracy of strategy implementation and planning. In academic research, few specialized research counties strategic goal, this paper focuses on the strategic objectives of economic and social development of Mudan District setting, to explore how to scientifically set the county strategic objectives, to provide the basis for the formulation of development strategy and planning of the county. In this paper, the use of strategic management, the basic principle and method of multiobjective decision making and strategy of regional economic development theory, from the economic development status of Mudan District, the development of social undertakings and so on, are analyzed, and find the foundation for the development of Mudan District, facing the situation and problems. Economic development is not high degree of industrialization, the extensive mode of development, industry characteristics are not prominent, isomorphic trend of serious lack of large-scale agricultural production. Product processing enterprise, the traditional service industry accounted for the high, low industrial level, trade logistics and market advantage is not obvious; the social development is the main cause of people's livelihood expenditure is small, urban and rural residents' income is low, some of the work mechanism is not quantitative, and extends to the base layer is not deep enough.
The use of advanced, development, systematic, regional principle, based on the analysis of research status and problems of Mudan District situation, the peony area "to create a Lu Suyu Anhui border area of scientific development high core area, fully completed the overall goal of a well-off society", to further refine the decomposition for industrial, agricultural, service industry, social undertakings, ecological civilization, urbanization target subset, detailed analysis and calculation of target development strategy in 2020 this period of Mudan District. Among them, the industry's goal is to increase the scale of industry value reached 40 billion yuan, the number of above scale enterprises reached more than 480; agriculture the goal is to ensure that the total grain output of over 1 million tons and above the scale of agricultural and sideline products processing enterprises to develop more than 200, standardized vegetable base of more than 400 thousand acres of peony planting area reached 500 thousand. Mu; modern service industry is to achieve the goal of increasing the value of 26 billion yuan, the proportion of GDP reached 40%; social career goal is in town more than 16 thousand new jobs, the registered unemployment rate within 4%, the cultural industry related enterprises to develop more than 110, the tourism industry output value reached 15 billion yuan the number of hospital beds per thousand population, more than 10 copies, R & D investment accounted for over 3% of GDP; the goal of ecological civilization is the forest coverage rate reached more than 43.2% yuan GDP energy consumption fell to 0.7 tons of standard coal; urbanization goal is the urbanization rate reached 66%, the city built-up area expanded 30 square kilometers.
At the same time, to achieve around the target, setting detailed measures, from improving the organizational guarantee, strengthen the construction of talent team, optimize the economic development environment to construct the safeguard mechanism, and the target setting and the establishment of security measure, the organic combination of measures into complete, efficient, scientific, strategic target system. Through the detailed setting on the strategic target system of Mudan District, from the application level provides a theoretical basis for setting strategic target of the development of counties, from the theoretical level to enhance the level of economic development of counties in the development level, enrich the research content of county's strategic objectives.
