【摘要】：1986年越南正式實(shí)施革新開放,實(shí)現(xiàn)工業(yè)化、現(xiàn)代化偉大事業(yè)。在革新開放過程中越南黨、政府積極探索新管理模式以促進(jìn)經(jīng)濟(jì)發(fā)展和升級。20世紀(jì)80-90年代所實(shí)施的依靠資源的經(jīng)濟(jì)增長模式雖然取得了巨大效果但是也導(dǎo)致了經(jīng)濟(jì)結(jié)構(gòu)失衡、地區(qū)間差距、資源消耗過大等諸多問題日益突出。為了擺脫依靠原材料的經(jīng)濟(jì)發(fā)展,尋找新的經(jīng)濟(jì)增長方式,改善國內(nèi)投資環(huán)境,吸引國內(nèi)外投資,發(fā)展高科技產(chǎn)業(yè),2003年越南正式成立茱萊經(jīng)濟(jì)特區(qū)。該特區(qū)有望挖取中部沿海地帶的發(fā)展?jié)摿�、成為越南中部地帶的新增長極、協(xié)調(diào)全國的經(jīng)濟(jì)布局,縮小地區(qū)差距,更為重要的是茱萊經(jīng)濟(jì)特區(qū)是新時期政府管理模式的探索,是政策創(chuàng)新的試驗(yàn)場。政府不但承擔(dān)管理社會的職能,承擔(dān)提供公共產(chǎn)品和公共服務(wù)的職能,而且政府還需要制定出一種能夠吸引大量外資的外向型經(jīng)濟(jì)和科學(xué)的管理體制。但由于政府間權(quán)力分配不明晰,地方政府自身身份屬性的制約以及對經(jīng)濟(jì)特區(qū)管理制度的不完善和能力缺陷等,雖歷經(jīng)10多年,茱萊經(jīng)濟(jì)特區(qū)沒有發(fā)揮政府所期望的作用。因此,本文主要針對茱萊經(jīng)濟(jì)特區(qū)現(xiàn)行政府管理現(xiàn)狀進(jìn)行分析、指出存在問題、詳解深層原因并在總結(jié)中國深圳經(jīng)濟(jì)特區(qū)政府管理經(jīng)驗(yàn)的基礎(chǔ)上提出新時期茱萊經(jīng)濟(jì)特區(qū)政府管理創(chuàng)新的一些措施,以此來推動茱萊經(jīng)濟(jì)特區(qū)的可持續(xù)發(fā)展。
[Abstract]:In 1986 Vietnam formally implemented innovation and opening to the outside world, realizing the great cause of industrialization and modernization.In the process of reform and opening up, the Vietnamese Party and the government actively explored new management models to promote economic development and upgrade the resource-dependent economic growth model implemented in the 1980s and 1990s, although it has achieved great results, it has also led to the imbalance of economic structure.Many problems, such as regional disparity and excessive consumption of resources, are becoming increasingly prominent.In order to get rid of the economic development relying on raw materials, find new economic growth mode, improve the domestic investment environment, attract domestic and foreign investment, and develop high-tech industry, Vietnam formally established Julai Special Economic Zone in 2003.The special zone is expected to tap the development potential of the central coastal zone, become a new growth pole in the central part of Vietnam, coordinate the economic distribution of the whole country, narrow the regional gap, and, more importantly, the Julai Special Economic Zone is an exploration of the government management model in the new period.It is a testing ground for policy innovation.The government not only takes on the function of managing the society and providing public goods and public services, but also needs to work out an export-oriented economy and scientific management system which can attract a large amount of foreign capital.However, due to the unclear distribution of power between governments, the restriction of the identity of local governments and the imperfection and capability defects of the management system of special economic zones, Julai Special Economic Zone has failed to play the role expected of the government after more than 10 years.Therefore, this paper mainly analyzes the current situation of government management in Juli Special Economic Zone, and points out the existing problems.On the basis of summing up the management experience of Shenzhen Special Economic Zone in China, this paper puts forward some measures to promote the sustainable development of Julai Special Economic Zone in order to promote the sustainable development of Julai Special Economic Zone in the new period.
