【摘要】：政府在經(jīng)濟生活中的作用是一把雙刃劍,中國經(jīng)濟長期高速增長所積累起來的深層次問題,大多與政府過度干預(yù)相關(guān)。當(dāng)中國經(jīng)濟進入新常態(tài)后,政府干預(yù)經(jīng)濟的行為也應(yīng)做出相應(yīng)調(diào)整。認識新常態(tài)、順應(yīng)新常態(tài)是政府行為調(diào)整的出發(fā)點。那種引領(lǐng)新常態(tài)的說法有違市場在資源配置中的決定性作用,那些根據(jù)政治決策倒算出來的或者依據(jù)舊常態(tài)下中國經(jīng)濟增速推算出來的未來潛在增長率,缺乏科學(xué)依據(jù)。政府應(yīng)逐步減少采用供給管理和需求管理的經(jīng)濟過程政策對經(jīng)濟的干預(yù),而應(yīng)通過強化供給側(cè)改革的制度性政策,為中國經(jīng)濟發(fā)展提供更加良好的體制框架,讓市場在經(jīng)濟增長中真正發(fā)揮決定性作用。
[Abstract]:The role of government in economic life is a double-edged sword. The deep-seated problems accumulated by China's long-term rapid economic growth are mostly related to excessive government intervention.When the Chinese economy enters the new normal, the government's intervention in the economy should be adjusted accordingly.Understanding the new normal and complying with the new normal is the starting point of government behavior adjustment.The idea of leading the new normal goes against the decisive role of markets in resource allocation, and there is no scientific basis for future potential growth rates calculated from political decisions or extrapolated from China's economic growth rate under the old normal.The government should gradually reduce the intervention of the economic process policy of supply management and demand management to the economy, and should provide a better institutional framework for China's economic development by strengthening the institutional policy of supply-side reform.Let the market really play a decisive role in economic growth.
