【摘要】：改革開放以來,經(jīng)過幾代人的不懈努力,我國在經(jīng)濟(jì)和社會(huì)各方面都取得了傲人的成績,而長期粗放的發(fā)展模式也使得經(jīng)濟(jì)騰飛的同時(shí)帶來了嚴(yán)重的環(huán)境問題。近些年,我國對環(huán)境問題的重視程度日益提高,十三五規(guī)劃中更是首次將加強(qiáng)生態(tài)文明建設(shè)寫入其中,可見國家對改善生態(tài)環(huán)境的決心。河北省因其獨(dú)特的地理位置和十分嚴(yán)峻的環(huán)境狀況,其環(huán)境問題的改善情況尤為引人注目。環(huán)境保護(hù)依賴充足的物質(zhì)基礎(chǔ),這就要求河北省在環(huán)境保護(hù)方面應(yīng)該加大投資,然而僅僅是數(shù)量規(guī)模的增長還不足以解決問題,我們還要注意環(huán)保投資的運(yùn)行效率如何,這決定了我們的投入是否產(chǎn)生了應(yīng)有的價(jià)值,也直接影響環(huán)境治理的效果。低效率的運(yùn)行模式一方面會(huì)造成資金的浪費(fèi),加重河北省經(jīng)濟(jì)發(fā)展的負(fù)擔(dān),另一方面也難以達(dá)到環(huán)境治理預(yù)期的效果。因此,關(guān)注環(huán)境保護(hù)投資的運(yùn)行效率就顯得尤為重要。本文以國內(nèi)外相關(guān)研究作為理論基礎(chǔ),利用河北省近些年環(huán)保投資的數(shù)據(jù)從絕對規(guī)模、相對規(guī)模以及資金來源分析了河北省環(huán)境保護(hù)的現(xiàn)狀。目前河北省環(huán)境保護(hù)投資的總量呈上升趨勢,但運(yùn)行效率偏低,融資形式過于單一。在此基礎(chǔ)上,對河北省環(huán)境保護(hù)投資運(yùn)行效率進(jìn)行實(shí)證研究。對廢水、廢氣和固體廢棄物實(shí)際治理效果進(jìn)行分析,對比河北省與全國環(huán)保治理的三效率水平,以此來說明河北省在環(huán)保投資方面存在的巨大問題。河北省在環(huán)境保護(hù)方面并沒有因?yàn)樵黾油顿Y而取得較大改善,環(huán)保資金的低效率運(yùn)行就是導(dǎo)致這一現(xiàn)象的原因之一�；谝陨戏治�,對河北省的環(huán)境保護(hù)工作提出了針對性的建議:總量提升和重視效率、探索新型融資渠道和環(huán)保型稅收體系、政策支持和法律保障、提高環(huán)保技術(shù)水平、企業(yè)和社會(huì)的通力合作。
[Abstract]:Since the reform and opening up, after several generations of unremitting efforts, our country has made proud achievements in all aspects of economy and society, and the long-term extensive development model has also made the economy take off and brought serious environmental problems at the same time.In recent years, our country pays more and more attention to the environmental problem, and it is the first time in the 13th Five-Year Plan that strengthening the construction of ecological civilization is included in it, which shows the determination of the country to improve the ecological environment.Because of its unique geographical location and severe environmental situation, the improvement of Hebei Province's environmental problems is particularly noticeable.Environmental protection depends on sufficient material basis, which requires Hebei Province to increase investment in environmental protection. However, the increase in quantity and scale alone is not enough to solve the problem. We also need to pay attention to the operational efficiency of environmental protection investment.This determines whether our input produces due value and directly affects the effect of environmental governance.On the one hand, the inefficient operation mode will cause the waste of funds and increase the burden of economic development in Hebei Province, on the other hand, it is difficult to achieve the expected effect of environmental control.Therefore, it is particularly important to pay attention to the operational efficiency of environmental protection investment.Based on the domestic and foreign related research, this paper analyzes the present situation of environmental protection in Hebei Province from the absolute scale, relative scale and the source of funds by using the data of environmental protection investment in Hebei Province in recent years.At present, the total investment of environmental protection in Hebei Province is on the rise, but the operating efficiency is on the low side and the financing form is too single.On this basis, the operation efficiency of environmental protection investment in Hebei Province is studied empirically.This paper analyzes the actual treatment effect of waste water, waste gas and solid waste, compares the three efficiency levels of environmental protection treatment between Hebei province and the whole country, so as to explain the huge problems existing in environmental protection investment in Hebei province.The environmental protection in Hebei Province has not been greatly improved by increasing investment, and the inefficient operation of environmental protection funds is one of the reasons for this phenomenon.Based on the above analysis, the paper puts forward some suggestions for the environmental protection work in Hebei Province: raising the total amount and attaching importance to efficiency, exploring new financing channels and environmental protection tax system, policy support and legal protection, improving the level of environmental protection technology,The cooperation of enterprises and society.
