【摘要】：“國(guó)家之治,在于州縣”。如果我們把城市范疇的經(jīng)濟(jì)比作我國(guó)經(jīng)濟(jì)高速增長(zhǎng)的引擎和支柱,那么以縣域?yàn)閱卧慕?jīng)濟(jì)就是國(guó)民經(jīng)濟(jì)的基石。把握、建設(shè)和諧的社會(huì)運(yùn)行單元,依托國(guó)家政策和地方政策操作平臺(tái),發(fā)揮縣域資源優(yōu)勢(shì),打造強(qiáng)勢(shì)縣域經(jīng)濟(jì),是理論界和各級(jí)政府關(guān)注的核心內(nèi)容。這篇論文在運(yùn)用了定性分析與定量分析、規(guī)范分析與實(shí)證分析的研究方法基礎(chǔ)上,對(duì)衡陽市縣域經(jīng)濟(jì)競(jìng)爭(zhēng)力進(jìn)行了系統(tǒng)研究,以求達(dá)到如下目的：建立一套比較科學(xué)的適合衡陽市的縣域經(jīng)濟(jì)競(jìng)爭(zhēng)力測(cè)評(píng)體系,最大限度地展現(xiàn)出衡陽市縣域經(jīng)濟(jì)競(jìng)爭(zhēng)力的實(shí)際水平；從現(xiàn)實(shí)需要出發(fā)探索出一套切實(shí)可行的提升縣域經(jīng)濟(jì)競(jìng)爭(zhēng)力的解決方案,輔助縣域經(jīng)濟(jì)發(fā)展方針、政策的制定。 首先運(yùn)用SWOT分析方法對(duì)衡陽市縣域經(jīng)濟(jì)的優(yōu)勢(shì)、劣勢(shì)、機(jī)遇和挑戰(zhàn)進(jìn)行了全面的分析,然后參考國(guó)外的競(jìng)爭(zhēng)力評(píng)價(jià)模型和國(guó)內(nèi)已建立的縣域經(jīng)濟(jì)競(jìng)爭(zhēng)力評(píng)價(jià)體系,結(jié)合衡陽市縣域的實(shí)際情況,構(gòu)建了衡陽市縣域經(jīng)濟(jì)競(jìng)爭(zhēng)力評(píng)價(jià)體系,主要包括綜合經(jīng)濟(jì)競(jìng)爭(zhēng)力、產(chǎn)業(yè)競(jìng)爭(zhēng)力、社會(huì)綜合服務(wù)能力、環(huán)境承載力四個(gè)方面,共28個(gè)具體評(píng)價(jià)指標(biāo)。其次對(duì)收集到的數(shù)據(jù),運(yùn)用因子分析法對(duì)衡陽市所轄縣(市)進(jìn)行縣域經(jīng)濟(jì)競(jìng)爭(zhēng)力評(píng)價(jià),得出縣域經(jīng)濟(jì)競(jìng)爭(zhēng)力的綜合得分,并對(duì)結(jié)果進(jìn)行了排序和分析衡陽市各縣域經(jīng)濟(jì)競(jìng)爭(zhēng)力與湖南省四強(qiáng)縣進(jìn)行比較,得出競(jìng)爭(zhēng)力之間的差距,然后將衡陽市四強(qiáng)縣與長(zhǎng)沙縣的各經(jīng)濟(jì)指標(biāo)進(jìn)行比較,得出經(jīng)濟(jì)指標(biāo)的具體差距。最后對(duì)影響衡陽市縣域經(jīng)濟(jì)競(jìng)爭(zhēng)力的因素進(jìn)行分析,主要包括以下四個(gè)方面的制約因素：一是行政管理體制的制約；二是城鎮(zhèn)化水平的制約；三是縣域勞動(dòng)力的制約；四是產(chǎn)業(yè)結(jié)構(gòu)的制約。通過以上的分析和研究結(jié)果,提出衡陽市提升縣域經(jīng)濟(jì)競(jìng)爭(zhēng)力的對(duì)策和建議,即調(diào)整優(yōu)化縣域產(chǎn)業(yè)結(jié)構(gòu),把特色產(chǎn)業(yè)作為主攻方向；把機(jī)制創(chuàng)新作為發(fā)展特色縣域經(jīng)濟(jì)的不竭動(dòng)力；建立健全金融制度,為縣域經(jīng)濟(jì)競(jìng)爭(zhēng)力提供堅(jiān)實(shí)基礎(chǔ)；積極推進(jìn)新型城鎮(zhèn)化,加強(qiáng)完善新型城鎮(zhèn)發(fā)展體系；堅(jiān)持加固本體強(qiáng)化基礎(chǔ),積極推進(jìn)人才強(qiáng)縣計(jì)劃。 關(guān)于衡陽市縣域經(jīng)濟(jì)競(jìng)爭(zhēng)力的研究,今后可以從縣域經(jīng)濟(jì)競(jìng)爭(zhēng)力評(píng)價(jià)的動(dòng)態(tài)性和縣域經(jīng)濟(jì)競(jìng)爭(zhēng)力評(píng)價(jià)新方法上進(jìn)行探索,以期為提升衡陽市縣域經(jīng)濟(jì)競(jìng)爭(zhēng)力以及為衡陽市縣域經(jīng)濟(jì)的發(fā)展和壯大提供科學(xué)的理論和實(shí)踐依據(jù)。
[Abstract]:"the governance of the country lies in the state and county." if we compare the urban economy to the engine and pillar of our country's rapid economic growth, then an economy based on county territory is the cornerstone of the national economy. Relying on the operating platform of national and local policies, giving full play to the advantages of county resources and building a strong county economy are the core contents of theoretical circles and governments at all levels. This paper uses qualitative analysis and quantitative analysis. Based on the research methods of normative analysis and empirical analysis, this paper makes a systematic study on the competitiveness of county economy in Hengyang City, in order to achieve the following goals: to establish a scientific evaluation system of county economic competitiveness for Hengyang City. It shows the actual level of the county economic competitiveness in Hengyang to the maximum extent, and explores a set of feasible solutions to promote the county economy competitiveness from the practical needs, which can assist the county economic development policy and policy formulation. Firstly, this paper analyzes the advantages, disadvantages, opportunities and challenges of county economy in Hengyang City by using SWOT analysis method, and then refers to the competitiveness evaluation model of foreign countries and the evaluation system of county economy competitiveness established in China. According to the actual situation of Hengyang county, this paper constructs the evaluation system of Hengyang county economic competitiveness, which includes four aspects: comprehensive economic competitiveness, industrial competitiveness, social comprehensive service capacity, and environmental carrying capacity. A total of 28 specific evaluation indicators. Secondly, the data collected, the use of factor analysis to Hengyang counties (cities) county economic competitiveness evaluation, the comprehensive score of county economic competitiveness, The results are compared with the four strong counties in Hunan Province, and the differences between the competitiveness of the four strong counties in Hengyang City and Changsha County are compared, and then the economic indicators of the four strong counties in Hengyang City are compared with those in Changsha County, and then the economic competitiveness of the four strong counties in Hengyang City is compared with that in Changsha County. Finally, the factors influencing the competitiveness of county economy in Hengyang City are analyzed, which mainly include the following four factors: one is the restriction of administrative management system, the other is the restriction of urbanization level. The third is the restriction of county labor force, the fourth is the restriction of industrial structure. Based on the above analysis and research results, the countermeasures and suggestions for Hengyang City to enhance the competitiveness of county economy are put forward, that is, to adjust and optimize the county industrial structure. Take the characteristic industry as the main attack direction, regard the mechanism innovation as the inexhaustible power of developing the characteristic county economy, establish and perfect the financial system, provide a solid foundation for the county economic competitiveness, actively promote the new type of urbanization, Strengthen and perfect the new urban development system, insist on strengthening the self-strengthening foundation, and actively promote the talent-strengthening county plan. The research on the competitiveness of county economy in Hengyang City can be explored from the dynamic evaluation of county economic competitiveness and the new method of evaluation of county economic competitiveness in the future. The aim is to provide scientific theoretical and practical basis for promoting the competitiveness of county economy in Hengyang city and for the development and expansion of county economy in Hengyang city.
