【摘要】：國際學界就經(jīng)濟全球化與政府社會支出的關(guān)系存在"效率說"與"補償說"的爭論。文章利用2007~2014年地級市面板數(shù)據(jù),通過固定效應(yīng)與動態(tài)面板模型考察了經(jīng)濟全球化對中國地方政府社會支出的影響效果。主要結(jié)論是:地方政府在經(jīng)濟全球化的影響下不僅不會優(yōu)先考慮發(fā)展民生事業(yè),反而還會降低轄區(qū)民眾社會支出的實際受益水平,這印證了"效率說"的觀點;地方政府"重經(jīng)濟、輕民生"問題仍然普遍存在;經(jīng)濟越發(fā)達地區(qū),經(jīng)濟全球化影響越大,政府越注重改善民生,反之則更傾向削減社會支出;中部地區(qū)"福利倒退"問題突出,社會支出受經(jīng)濟全球化消極影響嚴重。
[Abstract]:There is a debate between "efficiency theory" and "compensation theory" in international academic circles on the relationship between economic globalization and government social expenditure. This paper makes use of the panel data of prefecture-level cities from 2007 to 2014. The effects of economic globalization on social expenditure of local governments in China are investigated by means of fixed effects and dynamic panel models. The main conclusions are that local governments will not give priority to the development of livelihood undertakings under the influence of economic globalization. On the contrary, it will also reduce the actual benefit level of the civil society expenditure in the jurisdiction, which confirms the viewpoint of "efficiency theory." the problem of local governments "attaching importance to the economy but neglecting the people's livelihood" is still widespread; the more developed the economy, the greater the impact of economic globalization. The government pays more attention to improving the people's livelihood, otherwise it tends to cut down the social expenditure, and the "welfare retrogression" problem is prominent in the central region, and the social expenditure is seriously affected by the negative impact of economic globalization.
