【摘要】：文章針對多種動態(tài)評價方法評價結論非一致性問題,在Borda法的基礎上,對不同相容動態(tài)評價方法的排序結果進行組合,提出基于Borda法的動態(tài)組合評價方法。構建區(qū)域協(xié)同創(chuàng)新能力評價指標體系,利用基于Borda法的動態(tài)組合評價方法對2009—2013年期間東部地區(qū)區(qū)域協(xié)同創(chuàng)新能力進行動態(tài)組合評價,評價結果表明:東部地區(qū)區(qū)域協(xié)同創(chuàng)新能力較穩(wěn)定,北京區(qū)域協(xié)同創(chuàng)新能力最強,排名穩(wěn)居第一;江蘇和廣東區(qū)域協(xié)同創(chuàng)新能力較強,排名前三;海南區(qū)域協(xié)同創(chuàng)新能力較弱,排名一直處于東部地區(qū)末位。
[Abstract]:In this paper, aiming at the inconsistency of evaluation conclusions of various dynamic evaluation methods, the ranking results of different compatible dynamic evaluation methods are combined on the basis of Borda method. The dynamic combination evaluation method based on Borda method is put forward, and the evaluation index system of regional collaborative innovation ability is constructed. The dynamic combination evaluation method based on Borda method is used to evaluate the regional collaborative innovation ability in eastern region from 2009 to 2013. The evaluation results show that the regional collaborative innovation ability in the eastern region is relatively stable, the regional collaborative innovation ability in Beijing is the strongest, ranking steadily first; Jiangsu and Guangdong have strong regional collaborative innovation ability, ranking the top three; Hainan regional collaborative innovation ability is weak. The rankings have been at the end of the eastern region.
