【摘要】：全方位對(duì)外開(kāi)放新格局為中國(guó)完善對(duì)外區(qū)域合作體系建設(shè)提供了歷史機(jī)遇,國(guó)際、國(guó)內(nèi)區(qū)域合作的深入開(kāi)展需要重點(diǎn)把握區(qū)域合作政策框架與驅(qū)動(dòng)機(jī)制的構(gòu)建。區(qū)域合作存在從自貿(mào)區(qū)、關(guān)稅協(xié)定向區(qū)域公共品供給演化的趨勢(shì),要素流通、貿(mào)易條件、產(chǎn)品價(jià)格和技術(shù)條件等長(zhǎng)期決定了區(qū)域產(chǎn)業(yè)分工和合作效用增長(zhǎng)預(yù)期。中國(guó)對(duì)外區(qū)域合作體系建設(shè)應(yīng)把握"一帶一路"建設(shè)機(jī)遇,逐步完善和對(duì)接國(guó)際、國(guó)內(nèi)"雙向"區(qū)域合作政策框架,著力塑造區(qū)域合作貿(mào)易優(yōu)勢(shì)和區(qū)域性公共品供給體系,并由此帶動(dòng)形成優(yōu)化我國(guó)產(chǎn)業(yè)與經(jīng)濟(jì)空間的良好外部環(huán)境。
[Abstract]:The new pattern of all-round opening to the outside world provides a historical opportunity for China to improve its system of regional cooperation with foreign countries. The in-depth development of domestic regional cooperation needs to focus on the construction of policy framework and driving mechanism of regional cooperation. There is a trend of evolution of regional cooperation from free trade zones, tariff agreements to regional public goods supply, elements circulation, terms of trade. The price of products and technical conditions have long determined the regional industrial division of labor and the expected increase in the utility of cooperation. The construction of China's system of regional cooperation with foreign countries should seize the opportunity to build "Belt and Road" and gradually perfect and connect with the international community. Domestic "two-way" regional cooperation policy framework, focusing on shaping regional cooperative trade advantages and regional public goods supply system, and thus leading to the formation of a good external environment to optimize China's industrial and economic space.
