【摘要】：關(guān)中—天水經(jīng)濟(jì)區(qū)是繼成渝經(jīng)濟(jì)區(qū)、北部灣經(jīng)濟(jì)區(qū)之后我國(guó)西部地區(qū)重點(diǎn)打造的第三個(gè)經(jīng)濟(jì)區(qū)，是引領(lǐng)和支撐西部地區(qū)發(fā)展的重要增長(zhǎng)極，具有極其重要的戰(zhàn)略地位。關(guān)中—天水經(jīng)濟(jì)區(qū)由陜西省的西安、咸陽(yáng)、寶雞、渭南、銅川、楊凌和甘肅省的天水組成，具有良好的地理區(qū)位優(yōu)勢(shì)，經(jīng)濟(jì)發(fā)展基礎(chǔ)好，礦產(chǎn)、旅游等資源豐富，關(guān)中—天水經(jīng)濟(jì)區(qū)的構(gòu)建和發(fā)展對(duì)提升陜西、甘肅兩省的核心競(jìng)爭(zhēng)力，輻射帶動(dòng)西部地區(qū)，，促進(jìn)區(qū)域協(xié)調(diào)發(fā)展具有重要意義。但關(guān)中—天水經(jīng)濟(jì)區(qū)發(fā)展中存在等級(jí)體系不完善、產(chǎn)業(yè)結(jié)構(gòu)趨同化嚴(yán)重、分工協(xié)作程度較低、協(xié)商協(xié)調(diào)機(jī)制不健全等制約經(jīng)濟(jì)區(qū)健康發(fā)展的因素，不斷完善關(guān)中—天水經(jīng)濟(jì)區(qū)空間布局，構(gòu)建有效的城鎮(zhèn)體系，是解決關(guān)中—天水經(jīng)濟(jì)區(qū)發(fā)展中面臨的各種問(wèn)題，更好的發(fā)揮其帶動(dòng)作用的重要突破口。 本文以國(guó)內(nèi)外城鎮(zhèn)空間布局的相關(guān)理論為指導(dǎo)，結(jié)合關(guān)中—天水經(jīng)濟(jì)區(qū)城鎮(zhèn)空間布局的現(xiàn)實(shí)基礎(chǔ)，采用定量分析、定性分析、文獻(xiàn)研究、比較分析等方法，從城鎮(zhèn)體系等級(jí)規(guī)模結(jié)構(gòu)、空間結(jié)構(gòu)和職能結(jié)構(gòu)三方面研究了關(guān)中—天水經(jīng)濟(jì)區(qū)城鎮(zhèn)空間布局的現(xiàn)狀，找出其中存在的問(wèn)題，在此基礎(chǔ)上，提出優(yōu)化關(guān)中—天水經(jīng)濟(jì)區(qū)城鎮(zhèn)空間布局的對(duì)策建議，包括：強(qiáng)化核心城市建設(shè)、培育特大城市和大城市、把縣城作為建制鎮(zhèn)發(fā)展的重點(diǎn)、努力形成產(chǎn)業(yè)集群、建立多元化的區(qū)域協(xié)調(diào)機(jī)制。
[Abstract]:Guanzhong Tianshui Economic Zone is the third economic zone in western China after Chengdu-Chongqing Economic Zone and Beibu Gulf Economic Zone. It is an important growth pole leading and supporting the development of the western region. Guanzhong Tianshui Economic Zone is composed of Xi'an, Xianyang, Baoji, Weinan, Tongchuan, Yang Ling and Gansu Province in Shaanxi Province. Tourism and other resources are abundant. The construction and development of Guanzhong-Tianshui economic zone will enhance the core competitiveness of Shaanxi and Gansu provinces and promote the western region by radiation. It is of great significance to promote regional coordinated development. However, in the development of Guanzhong-Tianshui Economic Zone, the hierarchy system is not perfect, the industrial structure is converging seriously, and the degree of division of labor and cooperation is relatively low. It is necessary to solve all kinds of problems in the development of Guanzhong Tianshui Economic Zone by perfecting the spatial layout of Guanzhong-Tianshui Economic Zone and constructing an effective urban system, which restricts the healthy development of Guanzhong Tianshui Economic Zone. Better play its driving role of an important breakthrough. Under the guidance of the relevant theories of urban spatial layout at home and abroad, combined with the realistic foundation of urban spatial layout in Guanzhong Tianshui Economic Zone, this paper adopts the methods of quantitative analysis, qualitative analysis, literature research, comparative analysis, etc. This paper studies the present situation of urban spatial layout in Guanzhong Tianshui Economic Zone from three aspects: grade scale structure of urban system, spatial structure and functional structure, and finds out the existing problems. The countermeasures and suggestions for optimizing the urban spatial distribution in Guanzhong-Tianshui Economic Zone are put forward, including: strengthening the construction of core cities, cultivating mega-cities and large cities, taking county towns as the focal points for the development of towns, and making efforts to form industrial clusters. Establish a diversified regional coordination mechanism.
