【摘要】:研發(fā)與創(chuàng)新是保障經(jīng)濟(jì)增長(zhǎng)和社會(huì)繁榮穩(wěn)定的基石。近年來,隨著戶籍制度改革的進(jìn)一步深入和科技一體化進(jìn)程的加快,研發(fā)要素正在不斷跨越區(qū)域的界限,在區(qū)際間大規(guī)模流動(dòng),并深刻影響著經(jīng)濟(jì)的發(fā)展。在此情形下,研究科技一體化背景下,研發(fā)資源跨區(qū)域流動(dòng)及其對(duì)經(jīng)濟(jì)增長(zhǎng)的影響具有重大的理論和現(xiàn)實(shí)意義。國(guó)內(nèi)外對(duì)要素流動(dòng)的研究主要局限于勞動(dòng)力、資本等傳統(tǒng)生產(chǎn)要素,集中于考察傳統(tǒng)要素流動(dòng)所伴隨的資源優(yōu)化配置效應(yīng)。然而,在全面建設(shè)創(chuàng)新型國(guó)家,實(shí)行創(chuàng)新驅(qū)動(dòng)經(jīng)濟(jì)發(fā)展的今天,將研究的視角轉(zhuǎn)向研發(fā)要素更有現(xiàn)實(shí)性和必要性。與傳統(tǒng)要素相比,研發(fā)要素?cái)y帶了更多的知識(shí)和技術(shù),其在區(qū)際間流動(dòng)所伴隨的知識(shí)溢出效應(yīng)可能更有利于我國(guó)創(chuàng)新水平的整體提升和宏觀經(jīng)濟(jì)的持續(xù)增長(zhǎng);诖,本文以研發(fā)要素在區(qū)際間的流動(dòng)為研究對(duì)象,考察研發(fā)要素的區(qū)際流動(dòng),能否通過空間知識(shí)溢出效應(yīng),促進(jìn)中國(guó)的經(jīng)濟(jì)增長(zhǎng)。本研究主要基于內(nèi)生增長(zhǎng)理論、新經(jīng)濟(jì)地理學(xué)的相關(guān)理論觀點(diǎn),深入探討研發(fā)要素流動(dòng)、能否通過空間知識(shí)溢出效應(yīng),促進(jìn)中國(guó)的經(jīng)濟(jì)增長(zhǎng)。在理論分析其內(nèi)在機(jī)理的基礎(chǔ)上,本文以中國(guó)大陸30個(gè)省級(jí)行政區(qū)域(西藏?cái)?shù)據(jù)不全除外)為研究對(duì)象,運(yùn)用多種空間計(jì)量分析技術(shù),對(duì)其進(jìn)行了實(shí)證檢驗(yàn)。研究發(fā)現(xiàn),研發(fā)要素的區(qū)際流動(dòng)具有明顯的空間溢出效應(yīng),且這一溢出效應(yīng)對(duì)中國(guó)的經(jīng)濟(jì)增長(zhǎng)呈現(xiàn)顯著的正向影響,在考慮不同的空間權(quán)重矩陣以后,這一結(jié)果依然具有穩(wěn)健性。因此,從政策層面來講,地方政府在制定各項(xiàng)政策措施促進(jìn)本地區(qū)經(jīng)濟(jì)發(fā)展時(shí),不僅需要關(guān)注本地區(qū)的經(jīng)濟(jì)條件與環(huán)境,還需要通盤考慮周邊地區(qū)的發(fā)展策略,積極搭建區(qū)域協(xié)作平臺(tái),加強(qiáng)交流與合作,充分有效地利用周邊地區(qū)的資源要素,這不僅有利于推動(dòng)本地區(qū)的經(jīng)濟(jì)增長(zhǎng),也有利于我國(guó)經(jīng)濟(jì)發(fā)展水平的整體提升。在今后的工作中,要進(jìn)一步破除地區(qū)壁壘,深化戶籍制度改革,加強(qiáng)科技金融體系建設(shè),逐步完善區(qū)域間要素流動(dòng)的體制機(jī)制,鼓勵(lì)研發(fā)要素在區(qū)際間的自由流動(dòng),擴(kuò)大知識(shí)溢出的空間半徑,從而充分發(fā)揮研發(fā)要素流動(dòng)的知識(shí)溢出效應(yīng),以促進(jìn)我國(guó)地區(qū)經(jīng)濟(jì)的持續(xù)增長(zhǎng)。
[Abstract]:Research and innovation are the cornerstone of ensuring economic growth and social prosperity and stability. In recent years, with the further deepening of the reform of the household registration system and the acceleration of the process of scientific and technological integration, R & D elements are constantly crossing regional boundaries. In the context of large-scale inter-regional mobility and profound impact on the development of the economy, in the context of the integration of science and technology, The cross-regional flow of R & D resources and its impact on economic growth are of great theoretical and practical significance. The research on factor mobility at home and abroad is mainly confined to traditional factors of production, such as labor force, capital and so on. This paper focuses on the effect of the optimal allocation of resources associated with the flow of traditional elements. However, in the overall construction of an innovative country, the implementation of innovation-driven economic development today, It is more realistic and necessary to shift the research perspective to R & D elements. Compared with traditional elements, R & D elements carry more knowledge and technology. The knowledge spillover effect associated with inter-regional mobility may be more conducive to the overall improvement of innovation level and the sustained growth of macro-economy in China. Based on this, this paper takes the inter-regional flow of R & D elements as the research object. To investigate the interregional mobility of R & D elements and whether they can promote China's economic growth through spatial knowledge spillover effects, this study is mainly based on endogenous growth theory and related theoretical viewpoints of New Economic Geography, and explores the flow of R & D elements in depth. Whether the spatial knowledge spillover effect can promote China's economic growth. On the basis of theoretical analysis of its internal mechanism, this paper takes 30 provincial administrative regions in mainland China (except incomplete data in Tibet) as the research object. By using a variety of spatial econometric analysis techniques, the empirical study shows that the inter-regional flow of R & D elements has a significant spatial spillover effect, and this spillover effect has a significant positive impact on China's economic growth. After considering the different spatial weight matrices, this result is still robust. Therefore, at the policy level, when local governments formulate policies and measures to promote the economic development of the region, It is necessary not only to pay attention to the economic conditions and environment of the region, but also to consider the development strategies of the surrounding areas in an all-round way, to actively build a regional cooperation platform, to strengthen exchanges and cooperation, and to make full and effective use of the resource elements in the surrounding areas. This is not only conducive to promoting economic growth in the region, but also conducive to the overall upgrading of the level of economic development in our country. In future work, it is necessary to further break down regional barriers, deepen the reform of the household registration system, and strengthen the construction of the scientific and technological financial system. Gradually improve the institutional mechanism of interregional factor flow, encourage the free flow of R & D elements between regions, expand the spatial radius of knowledge spillover, so as to give full play to the knowledge spillover effect of R & D element flow, In order to promote the sustained growth of our regional economy.
