【摘要】:作為我國整個(gè)西部地區(qū)開發(fā)條件最好以及發(fā)展?jié)摿ψ畲蟮牡貐^(qū),成渝經(jīng)濟(jì)區(qū)擁有扎實(shí)的產(chǎn)業(yè)基礎(chǔ),雄厚的經(jīng)濟(jì)實(shí)力以及強(qiáng)大的發(fā)展?jié)摿ΑT趪椅鞑看箝_發(fā)的戰(zhàn)略指導(dǎo)下,川渝地區(qū)之間的合作范圍正在不斷地朝著更多層面以及更寬領(lǐng)域向前邁進(jìn),并在未來有望成為我國經(jīng)濟(jì)的第四增長極。但在實(shí)際經(jīng)濟(jì)運(yùn)行中,由于分屬不同的行政區(qū)域,重慶市及四川省政府在制定產(chǎn)業(yè)發(fā)展政策時(shí)必然會(huì)遵循以本區(qū)域產(chǎn)業(yè)體系建設(shè)為主的原則,因此,新的分工協(xié)作關(guān)系在建立與發(fā)展的時(shí)候?qū)?huì)受到各種行政體系上阻礙因素的影響,導(dǎo)致在同一經(jīng)濟(jì)區(qū)域內(nèi)兩地間的產(chǎn)業(yè)分工合作程度難以加強(qiáng)。 同時(shí),由于歷史淵源相同以及地域相鄰等方面原因,無論是在資源稟賦、經(jīng)濟(jì)及產(chǎn)業(yè)技術(shù)水平,還是人力資源要素及區(qū)位條件等方面均可以發(fā)現(xiàn),在川渝兩地內(nèi)呈現(xiàn)極為相似的態(tài)勢(shì)。而在以市場經(jīng)濟(jì)作為主導(dǎo)的條件下,兩個(gè)地區(qū)各自為政孤立發(fā)展的現(xiàn)狀必將使得產(chǎn)業(yè)結(jié)構(gòu)趨同現(xiàn)象以及內(nèi)部惡性競爭加劇,難以將區(qū)域產(chǎn)業(yè)結(jié)構(gòu)調(diào)整至最優(yōu)而充分發(fā)揮區(qū)域經(jīng)濟(jì)的規(guī)模優(yōu)勢(shì)。 通過借鑒國內(nèi)外其他經(jīng)濟(jì)區(qū)域在發(fā)展過程中所積累的較成熟的經(jīng)驗(yàn),可以發(fā)現(xiàn),要促進(jìn)同一經(jīng)濟(jì)區(qū)內(nèi)分屬不同行政轄區(qū)的產(chǎn)業(yè)合作以及區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展,必須在區(qū)域間競爭力研究的基礎(chǔ)進(jìn)行政策的制定及實(shí)施,換言之,就是要充分認(rèn)清及考慮區(qū)域間存在競爭關(guān)系的現(xiàn)實(shí),并在此基礎(chǔ)上理清思路,尋求區(qū)域合作的產(chǎn)業(yè)優(yōu)化路徑,從而能夠達(dá)到“雙贏”局面的競爭合作機(jī)制。由于區(qū)域間的競爭與合作具體表現(xiàn)在產(chǎn)業(yè)領(lǐng)域上,因此,必須找出川渝兩地合作的切入點(diǎn),這對(duì)于促進(jìn)兩地產(chǎn)業(yè)結(jié)構(gòu)的協(xié)調(diào)發(fā)展、區(qū)域間的產(chǎn)業(yè)合作、推動(dòng)兩地區(qū)域經(jīng)濟(jì)發(fā)展一體化以及統(tǒng)籌西部地區(qū)的區(qū)域發(fā)展具有重要的理論以及現(xiàn)實(shí)意義。 基于以上問題,本文對(duì)成渝經(jīng)濟(jì)區(qū)的產(chǎn)業(yè)發(fā)展現(xiàn)狀以及關(guān)聯(lián)情況進(jìn)行研究,并結(jié)合《成渝經(jīng)濟(jì)區(qū)區(qū)域規(guī)劃》中所提出的重點(diǎn)發(fā)展產(chǎn)業(yè),對(duì)成渝經(jīng)濟(jì)區(qū)的產(chǎn)業(yè)優(yōu)化路徑提出對(duì)策參考。第一,以《2007年重慶市42部門投入產(chǎn)出表》及《2007年四川省投入產(chǎn)出表》作為基本數(shù)據(jù)來源,,通過歸并整理分別建立重慶市38部門投入產(chǎn)出模型與四川省38部門投入產(chǎn)出模型,并在此基礎(chǔ)上計(jì)算出川渝間投入產(chǎn)出模型的Leontief逆矩陣,以此作為成渝經(jīng)濟(jì)區(qū)投入產(chǎn)出模型Leontief逆矩陣的近似替代。第二,分別計(jì)算出成渝經(jīng)濟(jì)區(qū)38部門重慶市及四川省相互之間的影響力系數(shù)及感應(yīng)度系數(shù),以此作為成渝經(jīng)濟(jì)區(qū)產(chǎn)業(yè)關(guān)聯(lián)分析的數(shù)據(jù)支撐。第三,在對(duì)成渝經(jīng)濟(jì)區(qū)產(chǎn)業(yè)關(guān)聯(lián)情況分析的基礎(chǔ)上,結(jié)合當(dāng)前成渝經(jīng)濟(jì)區(qū)產(chǎn)業(yè)發(fā)展現(xiàn)狀以及《成渝經(jīng)濟(jì)區(qū)區(qū)域規(guī)劃》,為成渝經(jīng)濟(jì)區(qū)選擇對(duì)兩地經(jīng)濟(jì)均具有較強(qiáng)拉動(dòng)與推動(dòng)作用、能夠成為區(qū)域合作重點(diǎn)的產(chǎn)業(yè)部門以及區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展提出參考建議。
[Abstract]:As the region with the best development conditions and the greatest development potential, the Chengdu-Chongqing Economic Zone has a solid industrial base, strong economic strength and strong development potential. The scope of cooperation between Sichuan and Chongqing regions is constantly moving towards more levels and wider fields, and is expected to become the fourth growth pole of our economy in the future. However, in the actual economic operation, because of the different administrative regions, In formulating industrial development policies, Chongqing Municipality and the Sichuan Provincial Government will inevitably follow the principle of giving priority to the construction of industrial systems in their respective regions. The new relationship of division of labor and cooperation will be affected by various obstacles in administrative system when it is established and developed, resulting in the difficulty of strengthening the degree of industrial division and cooperation between the two places in the same economic region. At the same time, due to the same historical origin and geographical adjacent reasons, whether in the resources endowment, economic and industrial technology level, or human resources elements and location conditions can be found. The situation is very similar in Sichuan and Chongqing. Under the condition of market economy as the leading factor, the situation of isolated development of the two regions will make the phenomenon of industrial structure convergence and internal vicious competition intensify. It is difficult to adjust the regional industrial structure to the optimum and give full play to the regional economic scale advantage. By learning from the more mature experience accumulated in the development process of other economic regions at home and abroad, we can find that it is necessary to promote the industrial cooperation and the coordinated development of regional economy belonging to different administrative districts in the same economic zone. It is necessary to make and implement policies on the basis of interregional competitiveness research. In other words, we must fully recognize and consider the reality of regional competitive relations, and on this basis, we should clear our thinking and seek the industrial optimization path of regional cooperation. So as to achieve a "win-win" situation of competition and cooperation mechanism. Because the regional competition and cooperation are manifested in the industrial field, therefore, it is necessary to find out the breakthrough point of cooperation between Sichuan and Chongqing, which will promote the coordinated development of the industrial structure between the two places. It is of great theoretical and practical significance to promote the integration of regional economic development between the two regions and to coordinate the regional development of the western region. Based on the above problems, this paper studies the present situation of industry development and the related situation of Chengdu-Chongqing Economic Zone, and combines with the key industry development proposed in "Chengdu-Chongqing Economic Zone Regional Plan". The countermeasures and references for the industrial optimization of Chengdu-Chongqing Economic Zone are put forward. Firstly, the input-output table of 42 departments of Chongqing Municipality in 2007 and the input-output table of Sichuan Province in 2007 are taken as the basic data source. The input-output model of 38 departments in Chongqing and the input-output model of 38 departments in Sichuan Province are established by merging, and the Leontief inverse matrix of the input-output model between Sichuan and Chongqing is calculated on this basis. This is taken as the approximate substitution of the Leontief inverse matrix of the input-output model of Chengdu-Chongqing Economic Zone. Secondly, the influence coefficient and the inductance coefficient between Chongqing and Sichuan Province in Chengdu-Chongqing Economic Zone are calculated respectively. This is taken as the data support for the industrial association analysis of Chengdu-Chongqing Economic Zone. Third, on the basis of the analysis of the industrial association in Chengdu-Chongqing Economic Zone, According to the present industrial development situation of Chengdu-Chongqing Economic Zone and the regional planning of Chengdu-Chongqing Economic Zone, the choice of Chengdu-Chongqing Economic Zone plays a strong role in pulling and promoting the economy of both places. The industry department and the coordinated development of regional economy can become the focal point of regional cooperation.
