威海市技術(shù)轉(zhuǎn)移服務(wù)平臺項(xiàng)目優(yōu)化設(shè)計(jì)與實(shí)施研究

【摘要】:技術(shù)轉(zhuǎn)移是實(shí)現(xiàn)自主創(chuàng)新的重要手段,是建設(shè)創(chuàng)新型國家的重要環(huán)節(jié),促進(jìn)技術(shù)轉(zhuǎn)移對技術(shù)市場的繁榮發(fā)展具有重要作用。對于科技資源分散的中小城市,特別是對于建設(shè)創(chuàng)新型城市的威海,通過搭建技術(shù)轉(zhuǎn)移服務(wù)平臺可以合理配置現(xiàn)有的科技資源,建立信息匯聚和供需雙方對接的渠道,提高技術(shù)轉(zhuǎn)移的成功率,提升威海市企業(yè)的自主創(chuàng)新能力和區(qū)域創(chuàng)新能力。目前,威海市技術(shù)轉(zhuǎn)移服務(wù)平臺尚處于建設(shè)初期,存在很多不足之處,沒有達(dá)到政府建設(shè)公務(wù)服務(wù)平臺的要求。亟待通過優(yōu)化設(shè)計(jì),解決服務(wù)平臺存在的問題,促進(jìn)威海市技術(shù)轉(zhuǎn)移工作的開展。首先,對國內(nèi)外相關(guān)文獻(xiàn)研究進(jìn)行梳理,對技術(shù)轉(zhuǎn)移和項(xiàng)目管理相等文獻(xiàn)進(jìn)行分析,探尋威海市技術(shù)轉(zhuǎn)移服務(wù)平臺項(xiàng)目優(yōu)化設(shè)計(jì)的理論和實(shí)踐基礎(chǔ);其次,介紹威海市技術(shù)轉(zhuǎn)移服務(wù)平臺的功能和取得的成績,采用問卷調(diào)查的方法獲得平臺現(xiàn)有問題初始資料,發(fā)現(xiàn)主要問題是網(wǎng)站功能單一、資源匯集不足、各方參與的積極性低等問題,進(jìn)一步分析問題產(chǎn)生的原因主要是,組織管理機(jī)構(gòu)缺失、系統(tǒng)缺乏聚合資源功能、業(yè)務(wù)流程不合理和缺乏科學(xué)合理的績效評價(jià)機(jī)制;再次,以問題為導(dǎo)向結(jié)合對企業(yè)科技資源最新需求調(diào)查,提出服務(wù)平臺功能優(yōu)化設(shè)計(jì)方案,從項(xiàng)目提出到項(xiàng)目需求調(diào)查出發(fā),進(jìn)行了有針對性的優(yōu)化設(shè)計(jì),從系統(tǒng)功能全面性、業(yè)務(wù)流程合理性和績效評價(jià)科學(xué)性三方面提出具體設(shè)計(jì)方案;最后,根據(jù)設(shè)計(jì)的方案開展項(xiàng)目實(shí)施。包括優(yōu)化方案實(shí)施、項(xiàng)目改進(jìn)措施和項(xiàng)目保障措施。通過平臺試運(yùn)行發(fā)現(xiàn)可以較大提升平臺的使用效率。
[Abstract]:Technology transfer is an important means to realize independent innovation and an important link in building an innovative country. Promoting technology transfer plays an important role in the prosperity and development of technology market. In particular, for Weihai, an innovative city, by setting up a technology transfer service platform, we can reasonably allocate existing scientific and technological resources, establish channels for information gathering and docking between supply and demand, and increase the success rate of technology transfer. At present, the technology transfer service platform of Weihai City is still in the initial stage of construction, and there are many deficiencies. It is urgent to solve the problems existing in the service platform and promote the development of technology transfer in Weihai City by optimizing the design. First of all, the relevant literature research at home and abroad is combed. This paper analyzes the equivalent documents of technology transfer and project management, and explores the theoretical and practical basis for the optimization design of technology transfer service platform project in Weihai city. Secondly, it introduces the function and achievements of technology transfer service platform in Weihai city. Using the method of questionnaire to obtain the initial information of the existing problems of the platform, we find that the main problems are the single function of the website, the insufficient collection of resources, the low enthusiasm of all parties involved, and so on. The main reasons for the further analysis of the problems are:. Lack of organization and management organization, lack of function of aggregating resources, unreasonable business process and lack of scientific and reasonable performance evaluation mechanism; thirdly, problem oriented combined with the latest demand survey of enterprise science and technology resources, The function optimization design scheme of the service platform is put forward. From the project proposal to the project demand investigation, the targeted optimization design is carried out, and the system function is comprehensive. The rationality of business process and the scientific nature of performance evaluation are proposed. Finally, the project implementation is carried out according to the design scheme, including optimizing the implementation of the project. Project improvement measures and project protection measures. Through the platform trial operation found that the platform can greatly improve the efficiency of the use of the platform.
