【摘要】：越南位于中南半島東部，三面環(huán)海。國土面積狹小、人口眾多的現(xiàn)實國情使得其對海洋有著相當顯著的依附性。自從在近海發(fā)現(xiàn)石油和天然氣資源以來，越南充分利用自身的海洋資源優(yōu)勢，為其國民經(jīng)濟的恢復發(fā)展及現(xiàn)代化建設服務。隨著海洋經(jīng)濟重要性的日漸凸顯，越南提出了“向大海要生存、向海洋謀發(fā)展”的口號，并逐步制定了“大力發(fā)展海洋經(jīng)濟”的國家戰(zhàn)略。經(jīng)過多年的努力，越南的海洋經(jīng)濟戰(zhàn)略已初步成型，確立了以海洋油氣業(yè)、海洋漁業(yè)、海洋與海島旅游業(yè)、海洋港口及海洋運輸業(yè)等四大海洋經(jīng)濟支柱產(chǎn)業(yè)為核心的海洋經(jīng)濟體系。 越南海洋經(jīng)濟發(fā)展對其國內(nèi)經(jīng)濟社會的整體發(fā)展產(chǎn)生了重大而深遠的影響。開發(fā)海洋經(jīng)濟資源是越南利用海洋擺脫貧困、發(fā)展經(jīng)濟的開端，也是越南走向深海遠洋的基礎。如今，越南國家發(fā)展已越來越離不開海洋經(jīng)濟的發(fā)展，海洋經(jīng)濟既是支撐越南國民經(jīng)濟發(fā)展的內(nèi)在需求，更是帶動和改善越南國內(nèi)民生的重要保障。充分利用海洋經(jīng)濟資源，是越南推進工業(yè)化及現(xiàn)代化進程的動力之所在。 需要指出的是，，越南海洋經(jīng)濟的發(fā)展與其南海政策是密切相關的。近年來，越南南海政策的制定和調(diào)整往往是基于其海洋經(jīng)濟戰(zhàn)略指導下經(jīng)略南海的現(xiàn)實需求，海洋經(jīng)濟利益的驅(qū)使已成為影響其南海政策的重要因素之一。與此同時，在越南發(fā)展對外關系，進而提升其南海議題影響力的過程中，海洋經(jīng)濟特別是海洋油氣資源開發(fā)的國際合作扮演了重要的紐帶角色。面向未來，隨著海洋經(jīng)濟戰(zhàn)略在越南國家整體戰(zhàn)略中地位的不斷攀升，越南海洋經(jīng)濟發(fā)展帶來的外溢效應將會更加明顯，海洋經(jīng)濟因素對越南國內(nèi)外政策特別是對其南海政策的影響也將為人們研究越南提供新的視角。
[Abstract]:Vietnam is located in the eastern part of the Indochina Peninsula, surrounded by sea on three sides. Because of its small size and large population, Vietnam is highly dependent on the sea. Since the discovery of oil and natural gas resources offshore, Vietnam has made full use of its advantages in marine resources to serve the recovery and development of its national economy and its modernization drive. With the increasing importance of the marine economy, Vietnam has put forward the slogan "to live in the sea and to seek development in the ocean". And gradually formulated the national strategy of "vigorously developing the marine economy." after years of efforts, Vietnam's marine economic strategy has taken shape, establishing the marine oil and gas industry, the marine fishery, the marine and island tourism industry, Ocean port and marine transportation industry as the core of the four marine economic pillar industries. The development of Vietnam's marine economy has had a significant and far-reaching impact on the overall development of its domestic economy and society. The development of marine economic resources is the beginning of Viet Nam's economic development through the use of the sea to extricate itself from poverty. It is also the basis for Vietnam to go deep into the ocean. Today, Vietnam's national development has become more and more inseparable from the development of the marine economy, which is not only an inherent demand to support the development of Vietnam's national economy, It is also an important guarantee to promote and improve the people's livelihood in Vietnam. Making full use of marine economic resources is the motive force for Vietnam to promote industrialization and modernization. It should be pointed out that the development of Vietnam's marine economy is closely related to its South China Sea policy. In recent years, the formulation and adjustment of Viet Nam's South China Sea policy have often been based on the actual needs of the South China Sea under the guidance of its marine economic strategy. The driving force of marine economic interests has become one of the important factors influencing its policy in the South China Sea. At the same time, in the process of developing foreign relations and thus enhancing the influence of Vietnam's South China Sea issues, The marine economy, especially the international cooperation in the exploitation of offshore oil and gas resources, has played an important role as a link. Facing the future, as the status of the marine economic strategy in the overall strategy of Vietnam continues to rise, The spillover effect brought by the development of Vietnam's marine economy will be more obvious, and the influence of marine economic factors on Vietnam's policies at home and abroad, especially on its South China Sea policy, will also provide a new perspective for people to study Vietnam.
