【摘要】：自1992年國務(wù)院批復(fù)設(shè)立上海浦東新區(qū)以來，我國已先后設(shè)立天津?yàn)I海、重慶兩江、浙江舟山、甘肅蘭州、廣東南沙新區(qū)，2014年1月，國務(wù)院批復(fù)設(shè)立的西咸新區(qū)、貴州貴安新區(qū)為國家級(jí)新區(qū)。至此，我國現(xiàn)已存續(xù)八個(gè)國家級(jí)新區(qū)。以存續(xù)時(shí)間較長的浦東、濱海及兩江新區(qū)為例，三大國家級(jí)新區(qū)在不同的歷史階段均屬時(shí)代的弄潮兒。除保持了較高的經(jīng)濟(jì)增長速度之外，新區(qū)對(duì)周邊區(qū)域的輻射帶動(dòng)的效果顯著。在四川省大力推進(jìn)天府新區(qū)建設(shè)并著力使之成為國家級(jí)新區(qū)之際，通過對(duì)三大國家級(jí)新區(qū)的建設(shè)經(jīng)驗(yàn)進(jìn)行歸納和總結(jié)，提煉出其建設(shè)模式的核心影響因素，從而為四川省建設(shè)天府新區(qū)提供借鑒和啟示，對(duì)于加快天府新區(qū)的建設(shè)具有重要意義。 本文首先對(duì)選題的背景、目的、研究方法及基本思路等進(jìn)行簡要的闡述，為后續(xù)論文的展開做好鋪墊。同時(shí)，，對(duì)國家級(jí)新區(qū)建設(shè)的理論基礎(chǔ)予以敘述，對(duì)新區(qū)、國家級(jí)新區(qū)以及建設(shè)經(jīng)驗(yàn)等相關(guān)概念予以界定，并明確本次研究的范疇為浦東、濱海、兩江新區(qū)三個(gè)國家級(jí)新區(qū)，以及國家級(jí)新區(qū)建設(shè)的理論基礎(chǔ)包括增長極理論、城鎮(zhèn)化理論和產(chǎn)業(yè)集群理論；其次，本文將通過定性分析和比較研究的方法對(duì)三大國家級(jí)新區(qū)的建設(shè)經(jīng)驗(yàn)進(jìn)行分析研究，總結(jié)出國家級(jí)新區(qū)建設(shè)經(jīng)驗(yàn)在建設(shè)背景、政府角色、資本投入、人力資源、土地運(yùn)用等方面的異同，并就其共性及差異予以提煉、總結(jié)，通過全方位的對(duì)比研究指出新區(qū)建設(shè)的關(guān)鍵要素包括資金投入、土地以及人力資源等要素；再次，本文將對(duì)天府新區(qū)建設(shè)的現(xiàn)狀予以闡述，并總結(jié)歸納出天府新區(qū)相對(duì)于其他新區(qū)的特性之處，并結(jié)合論文前面部分的研究成果，提煉出天府新區(qū)未來發(fā)展的可借鑒之處包括明確發(fā)展功能定位、優(yōu)先進(jìn)行基礎(chǔ)設(shè)施建設(shè)、強(qiáng)化區(qū)域之間合作、注重新區(qū)生態(tài)環(huán)境建設(shè)等十個(gè)方面；最后，針對(duì)前面文段所作出的分析結(jié)論，提出在加快推進(jìn)天府新區(qū)建設(shè)方面應(yīng)采取爭取國家政策支持、拓展投融資渠道、加快高端產(chǎn)業(yè)鏈打造、注重匯聚各類創(chuàng)新資源、長遠(yuǎn)規(guī)劃穩(wěn)步推進(jìn)以及加強(qiáng)品牌打造等六個(gè)方面的政策建議。
[Abstract]:Since 1992, when the State Council approved the establishment of Shanghai Pudong New area, China has successively set up Tianjin Binhai, Chongqing Liangjiang, Zhejiang Zhoushan, Gansu Lanzhou, Guangdong Nansha New area. On January 2014, the State Council approved the establishment of Xixian New area. Guizhou Gui'an New area is a state-level new district. At this point, eight state-level new areas exist in China. Take Pudong, Binhai and Liangjiang New areas, which have a long existence, as examples. The three major state-level new areas are among the tide takers of the times at different historical stages. In addition to maintaining a relatively high rate of economic growth, The effect of the new district on the radiation drive of the surrounding area is remarkable. At the time of vigorously promoting the construction of the Tianfu New area in Sichuan Province and making it a state-level new district, the experiences of the construction of the three major state-level new districts are summarized and summarized. Abstract the core influencing factors of its construction mode, thus providing reference and inspiration for the construction of Tianfu New District in Sichuan Province, which is of great significance for speeding up the construction of Tianfu New area. In this paper, the background, purpose, research methods and basic ideas of the topic are briefly described in order to pave the way for the development of the subsequent papers. At the same time, the theoretical basis of the construction of the national new area is described, and the new area is described. The relevant concepts such as national new areas and construction experience are defined, and the scope of this study is defined as Pudong, Binhai and Liangjiang New areas, and the theoretical basis for the construction of national new areas includes the growth pole theory. Secondly, through qualitative analysis and comparative study, this paper will analyze and study the construction experience of the three national new districts, and summarize the construction experience of the national new areas in the construction background, the role of the government. Capital input, human resources, land use and other aspects of the similarities and differences are refined, summarized, through a comprehensive comparative study pointed out that the key elements of the construction of new areas include capital investment, land and human resources and other elements; Thirdly, this paper will expound the present situation of Tianfu New District construction, and summarize the characteristics of Tianfu New District relative to other new districts, and combine the research results of the first part of the paper, To extract out the future development of Tianfu New area can be used for reference, including defining the development function positioning, giving priority to infrastructure construction, strengthening regional cooperation, and paying attention to the construction of ecological environment in the new area. Finally, In view of the analysis conclusions made in the preceding article, it is proposed that in speeding up the construction of the Tianfu New District, we should strive for the support of national policies, expand the channels of investment and financing, speed up the creation of high-end industrial chains, and focus on pooling all kinds of innovative resources. Long-term planning to advance steadily and strengthen brand building and other six aspects of policy recommendations.
