【摘要】：當(dāng)前對技術(shù)創(chuàng)新認(rèn)識方面存在三個主要誤區(qū):中小初創(chuàng)企業(yè)是技術(shù)創(chuàng)新的主力軍;投資驅(qū)動與創(chuàng)新驅(qū)動是相互對立的;政府和市場在促進(jìn)技術(shù)創(chuàng)新方面的作用是矛盾的。這三個典型的誤區(qū)需要澄清:其一,中小初創(chuàng)企業(yè)不是技術(shù)創(chuàng)新的主力軍。核心部件層次的集成化和系統(tǒng)層次技術(shù)自立的重要性提高了標(biāo)準(zhǔn)制定者以及核心部件供應(yīng)商的進(jìn)入壁壘,只有在位大企業(yè)、政府或二者合力才能提供復(fù)雜產(chǎn)品系統(tǒng)的設(shè)計規(guī)則與關(guān)鍵部分。其二,投資和創(chuàng)新在驅(qū)動經(jīng)濟(jì)增長方面不是對立的。無論是理論上西方增長核算模型的新發(fā)展,還是現(xiàn)實(shí)中的高新技術(shù)產(chǎn)業(yè)的發(fā)展邏輯都能證明這一點(diǎn)。其三,政府和市場在促進(jìn)技術(shù)創(chuàng)新方面的作用不是矛盾的。實(shí)踐表明,政策性銀行和地方政府已經(jīng)成為中國高新技術(shù)工業(yè)發(fā)展的牽頭融資力量,發(fā)揮著四兩撥千斤的作用。同時,高新技術(shù)工業(yè)的網(wǎng)絡(luò)效應(yīng)意味著國內(nèi)企業(yè)需要政府的“有形之手”提供啟動市場,然后通過市場競爭篩選出成功的創(chuàng)新企業(yè)。
[Abstract]:There are three major misunderstandings of the current understanding of technological innovation: small and medium-sized start-up enterprises are the main force of technological innovation; investment driven and innovation driven is the confrontation between the government and the market; is a contradiction in the promotion of technological innovation. The three typical errors need to clarify: first, the main force of small and medium-sized start-ups not the importance of technological innovation. Secondly, investment and innovation in driving economic growth is not opposite.
