【摘要】：循環(huán)經(jīng)濟(jì)是一種以自然資源的高效利用和循環(huán)利用為核心,以“減量化、再利用、資源化”為原則,以”低開采、低消耗、低排放、高效率、高利用”為基本特征,把產(chǎn)品清潔生產(chǎn)、資源循環(huán)利用、生態(tài)發(fā)展的可持續(xù)消費(fèi)等融為一體,實(shí)現(xiàn)整個(gè)社會(huì)物質(zhì)的循環(huán),實(shí)現(xiàn)社會(huì)經(jīng)濟(jì)持續(xù)發(fā)展的經(jīng)濟(jì)運(yùn)行體系,是一種新的經(jīng)濟(jì)與自然共同和諧發(fā)展的模式,也是我國全面建設(shè)小康社會(huì),實(shí)行新型產(chǎn)業(yè)化的當(dāng)務(wù)之急。目前,我國正處于經(jīng)濟(jì)發(fā)展的全面轉(zhuǎn)型時(shí)期,市場(chǎng)體制仍不健全,市場(chǎng)對(duì)資源的配置功能未能真正發(fā)揮作用,循環(huán)經(jīng)濟(jì)所需的法律體系與政策體系尚未建立,經(jīng)濟(jì)運(yùn)行中不可避免地存在著某些盲目性。因此,在建設(shè)這種新型的經(jīng)濟(jì)過程中,充分發(fā)揮政府的作用,建立循環(huán)經(jīng)濟(jì)運(yùn)行的制度基礎(chǔ),保障其可持續(xù)發(fā)展,既是政府責(zé)無旁貸的任務(wù),也是政府公共職能的重要內(nèi)容。此外,我國經(jīng)濟(jì)目前總體上還是政府主導(dǎo)型經(jīng)濟(jì),國有經(jīng)濟(jì)占有主體地位,經(jīng)濟(jì)的增長在很大程度上要靠政府的推動(dòng)。因此,現(xiàn)階段,我國政府在發(fā)展循環(huán)經(jīng)濟(jì)中應(yīng)當(dāng)發(fā)揮主導(dǎo)性作用。 改革開放以后,甘肅省的經(jīng)濟(jì)經(jīng)歷了飛速的發(fā)展。但是這種增長并沒有完全脫離自然資源過度使用、粗放型的經(jīng)濟(jì)增長方式,甘肅省的環(huán)境問題也隨著經(jīng)濟(jì)增長,呈現(xiàn)出不斷惡化的趨勢(shì)。因此,如何實(shí)現(xiàn)發(fā)展模式的科學(xué)轉(zhuǎn)型,徹底解決經(jīng)濟(jì)增長與資源環(huán)境的破壞之間的矛盾,也成為甘肅省落實(shí)科學(xué)發(fā)展,實(shí)施可持續(xù)發(fā)展戰(zhàn)略,建設(shè)循環(huán)經(jīng)濟(jì)示范省所面臨的一個(gè)重要課題。因此,在建設(shè)這種新型的經(jīng)濟(jì)過程中,政府應(yīng)對(duì)制度建設(shè)進(jìn)行深化與完善,充分運(yùn)用行政手段,規(guī)范循環(huán)經(jīng)濟(jì),保障可持續(xù)發(fā)展。政府只有在發(fā)展循環(huán)經(jīng)濟(jì)的全過程中制定相關(guān)政策,進(jìn)行引導(dǎo),才能使全社會(huì)的經(jīng)濟(jì)、環(huán)境、社會(huì)效益最大化,真正實(shí)現(xiàn)全面發(fā)展、協(xié)調(diào)發(fā)展和可持續(xù)發(fā)展的目標(biāo)。
[Abstract]:Circular economy is a kind of basic characteristic of "low exploitation, low consumption, low emission, high efficiency and high utilization" with the core of high efficiency and recycling of natural resources, the principle of "reducing, reusing and reusing", and the principle of "low exploitation, low consumption, low emission, high efficiency and high utilization". Integrating clean production of products, recycling of resources, sustainable consumption of ecological development, and so on, to realize the circulation of the whole society and materials, and to realize the economic operation system of sustainable social and economic development, It is a new mode of harmonious development of economy and nature, and is also the urgent task of building a well-off society in an all-round way and implementing a new type of industrialization. At present, our country is in a period of comprehensive transformation of economic development, and the market system is still not perfect. The allocation function of the market to resources has not really played its role, the legal system and policy system needed for circular economy have not been established, and some blindness inevitably exists in the economic operation. Therefore, in the process of constructing this new type of economy, To give full play to the role of the government, to establish the institutional basis for the operation of the circular economy and to guarantee its sustainable development are not only the responsibilities of the government, but also an important part of the public functions of the government. At present, China's economy is still a government-led economy, the state-owned economy occupies the dominant position, and the economic growth depends largely on the government's promotion. Therefore, at the present stage, Our government should play a leading role in developing circular economy. After the reform and opening up, the economy of Gansu Province has experienced rapid development. However, this growth has not completely separated itself from the excessive use of natural resources, extensive economic growth mode, and the environmental problems of Gansu Province have also been accompanied by economic growth. Therefore, how to realize the scientific transformation of the development model and solve the contradiction between the economic growth and the destruction of resources and environment has become the implementation of scientific development and sustainable development strategy in Gansu Province. Therefore, in the process of building this new type of economy, the government should deepen and perfect the construction of the system, make full use of administrative means, and standardize the circular economy. Ensuring sustainable development. Only when the government formulates relevant policies and guides in the whole process of developing circular economy, can the economy, environment and social benefits of the whole society be maximized, and the overall development can be realized. Coordinating the goals of development and sustainable development.
