【摘要】：經(jīng)濟增長是一個永恒的話題,也是各個國家和地區(qū)普遍關(guān)心的問題；而伴隨著經(jīng)濟增長而產(chǎn)生的通貨膨脹、資源枯竭、收入不公、環(huán)境污染、資源破壞等問題,促使人們關(guān)注經(jīng)濟增長質(zhì)量。黨的十八大、國家“十二五”規(guī)劃都明確提出未來經(jīng)濟工作的重心將轉(zhuǎn)移到經(jīng)濟增長質(zhì)量的提升上面來。瀘州市近年來經(jīng)濟快速增長,但同時也面臨一系列問題,需要對瀘州市經(jīng)濟增長質(zhì)量進行總體評價,以明確其未來發(fā)展方向和思路；同時,瀘州作為四川乃至西部地區(qū)的典型城市,其經(jīng)濟增長質(zhì)量的研判可對四川乃至西部地區(qū)經(jīng)濟增長研判有一定的啟示。論文采用規(guī)范與實證分析相結(jié)合的分析方法,在對經(jīng)濟增長質(zhì)量內(nèi)涵界定基礎(chǔ)上構(gòu)建了經(jīng)濟增長質(zhì)量評價框架,并對瀘州市經(jīng)濟增長質(zhì)量進行理論解釋與實證分析,并在此基礎(chǔ)上提出了瀘州市提升經(jīng)濟增長路徑與對策。論文共分五章。第一章為緒論,包括論文的寫作背景、意義、文獻綜述和論文的研究框架；第二章是論文的理論基礎(chǔ)章節(jié)。主要在對經(jīng)濟增長內(nèi)涵分析的基礎(chǔ)上,得出經(jīng)濟增長質(zhì)量的內(nèi)涵、特征、內(nèi)容以及相應(yīng)的評價指標體系。第三章為論文的實證部分。主要利用四川省和瀘州市2007-2013年相關(guān)數(shù)據(jù),對瀘州市經(jīng)濟增長質(zhì)量進行比較和評價。研究發(fā)現(xiàn),在2007-2013年瀘州市經(jīng)濟增長質(zhì)量總體在不斷提升；但與其他地區(qū)相比,也存在相應(yīng)的問題。第四章為論文的對策部分。主要在第三章的基礎(chǔ)上,結(jié)合瀘州市經(jīng)濟發(fā)展現(xiàn)狀和當前宏觀經(jīng)濟環(huán)境,提出了瀘州市應(yīng)以建設(shè)白酒總部經(jīng)濟優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)、加大民生投入促進公平增長、保持物價穩(wěn)定實現(xiàn)穩(wěn)定增長以及處理好經(jīng)濟增長與資源利用問的關(guān)系實現(xiàn)綠色增長等舉措。第五章為論文結(jié)論部分。論文從經(jīng)濟增長本身出發(fā)對經(jīng)濟增長質(zhì)量的內(nèi)涵、特征和內(nèi)容進行了界定；并以瀘州市為例,進行了實證研究。論文的研究對于其他地區(qū)經(jīng)濟增長質(zhì)量的研判具有一定的借鑒意義。
[Abstract]:Economic growth is an eternal topic, but also in various countries and regions are generally concerned about the problem; and with the economic growth and inflation, resource depletion, income inequality, environmental pollution, resource destruction, force people to pay attention to the quality of economic growth. The analysis study which combines normative and empirical analyses In the method, the connotation of economic growth quality definition is constructed on the basis of economic growth quality evaluation framework, and then explained the theory and Empirical Analysis on the quality of economic growth in Luzhou City, and put forward the Countermeasures for promoting the economic growth path and the city of Luzhou. The thesis consists of five chapters. Mainly based on the third chapter, combined with the present situation of the economic development of Luzhou city and the current macroeconomic environment, this paper proposes the construction of liquor headquarters economy and optimize the industrial structure of Luzhou City, increase investment in the people's livelihood and promote equitable growth, stable prices to achieve steady growth and deal with economic growth and resource utilization, the relationship between green growth initiatives. The fifth chapter is conclusion. Based on the economic growth of the connotation of economic growth quality, characteristics and contents are defined; and taking Luzhou city as an example, the empirical research. The research has certain reference significance the quality of economic growth in other regions judged.
