【摘要】：目前,我國正處于“十二五”時(shí)期的第三個(gè)年頭,經(jīng)濟(jì)高速發(fā)展,實(shí)際利用的外資金額也在大幅度的上升。早在2010年我國外資已完成“千億”計(jì)劃,這顯示出外商直接投資已逐步成為我國經(jīng)濟(jì)高速發(fā)展的中堅(jiān)力量。同時(shí),我國對(duì)循環(huán)經(jīng)濟(jì)的發(fā)展制定了一系列政策,旨在解決由經(jīng)濟(jì)高速發(fā)展所帶來的嚴(yán)重的環(huán)境資源問題。我國各地區(qū)都在積極的開展循環(huán)經(jīng)濟(jì)發(fā)展的措施,期望建設(shè)出節(jié)約型的城市,貫徹國家可持續(xù)發(fā)展戰(zhàn)略的執(zhí)行。 外商直接投資在為我國經(jīng)濟(jì)高速發(fā)展做出巨大貢獻(xiàn)的同時(shí),也產(chǎn)生了一些非期望的結(jié)果：帶來了污染密集型的外資項(xiàng)目、集中投資于資源消耗較高的制造業(yè),不僅大量消耗我國資源,還嚴(yán)重的破壞我國環(huán)境,對(duì)我國可持續(xù)發(fā)展戰(zhàn)略產(chǎn)生了一定的負(fù)面影響。那么,外商直接投資與我國循環(huán)經(jīng)濟(jì)之間存在怎樣的關(guān)系?外商直接投資是否能促進(jìn)我國循環(huán)經(jīng)濟(jì)的發(fā)展?對(duì)于這些問題的研究,有可能為我國發(fā)展循環(huán)經(jīng)濟(jì)提供一條全新的路徑選擇,即通過進(jìn)一步深化外資引進(jìn)體制改革,明確我國循環(huán)經(jīng)濟(jì)發(fā)展政策的實(shí)施,實(shí)現(xiàn)循環(huán)經(jīng)濟(jì)效率的提高。 本文選取了1993-2011年19年的樣本區(qū)間,首先運(yùn)用數(shù)據(jù)包絡(luò)分析方法中的超效率SBM模型對(duì)我國整體以及29個(gè)省區(qū)的循環(huán)經(jīng)濟(jì)效率進(jìn)行測算,并結(jié)合我國實(shí)際循環(huán)經(jīng)濟(jì)狀況進(jìn)行分析；然后按照我國經(jīng)濟(jì)區(qū)域的劃分標(biāo)準(zhǔn),考察了四大經(jīng)濟(jì)區(qū)域內(nèi)部和外部循環(huán)經(jīng)濟(jì)效率差異情況；最后,在效率測算的基礎(chǔ)上,對(duì)全國范圍以及四大經(jīng)濟(jì)區(qū)域的外商直接投資與循環(huán)經(jīng)濟(jì)效率進(jìn)行協(xié)整分析、誤差修正模型以及VAR模型分析,結(jié)果顯示我國整體以及四大經(jīng)濟(jì)區(qū)域的外商直接投資與循環(huán)經(jīng)濟(jì)效率之間具有長期協(xié)整關(guān)系,外商直接投資的增加會(huì)正向帶動(dòng)循環(huán)經(jīng)濟(jì)效率的提高,且東部地區(qū)與西部地區(qū)的外商直接投資對(duì)循環(huán)經(jīng)濟(jì)效率促進(jìn)作用最為顯著,全國范圍、中部地區(qū)以及東北地區(qū)的作用效果則相對(duì)較弱。
[Abstract]:At present, China is in the third year of the 12th Five-Year Plan period, with the rapid economic development and the substantial increase in the amount of foreign capital actually utilized. As early as 2010, China's foreign investment has completed the "100 billion" plan. This shows that foreign direct investment has gradually become the backbone of China's rapid economic development. At the same time, China has formulated a series of policies for the development of circular economy. In order to solve the serious environmental resource problem brought by the rapid development of economy, every area of our country is actively carrying out the measures of circular economy development, hoping to build a economized city and carry out the national sustainable development strategy. Foreign direct investment (FDI) has made a great contribution to the rapid economic development of our country, but it has also produced some unexpected results: it has brought pollution-intensive foreign investment projects and concentrated investment in manufacturing industries with high resource consumption. It not only consumes a large amount of our resources, but also seriously destroys our environment, which has a certain negative impact on our country's sustainable development strategy. So, what is the relationship between foreign direct investment (FDI) and our circular economy? Can foreign direct investment promote the development of circular economy in China? The study of these problems may provide a new path choice for the development of circular economy in our country, that is, by further deepening the reform of foreign capital introduction system, we can make clear the implementation of the policy of circular economy development in our country. The efficiency of circular economy is improved. In this paper, we select the sample interval of 1993-2011. Firstly, we use the super-efficiency SBM model in the data envelope analysis method to measure the circular economic efficiency of the whole country and 29 provinces and regions, and analyze the actual situation of circular economy in China. Then, according to the criterion of the division of the economic regions in our country, the paper investigates the differences of the internal and external circular economic efficiency of the four major economic regions. Finally, on the basis of the efficiency measurement, The cointegration analysis, error correction model and VAR model of foreign direct investment and circular economy efficiency in China and the four major economic regions are carried out. The results show that there is a long-term cointegration relationship between foreign direct investment (FDI) and circular economy efficiency in China as a whole and in the four major economic regions, and the increase of foreign direct investment will lead to the improvement of circular economy efficiency. Foreign direct investment (FDI) in the eastern and western regions has the most significant effect on promoting the efficiency of circular economy, but the effect is relatively weak in the whole country, the central region and the northeast region.
