【摘要】：隨著中國政府總收入的不斷擴(kuò)大,公共支出對經(jīng)濟(jì)增長的突出作用越發(fā)明顯。而公共支出結(jié)構(gòu)又是重中之重。原因在于政府可以通過調(diào)整和優(yōu)化其結(jié)構(gòu)，在既定的財政規(guī)模下，使得經(jīng)濟(jì)效率有所提升。本文力爭從理論方面分析公共支出與經(jīng)濟(jì)增長的關(guān)系，從實(shí)證方面分析得出優(yōu)化支出結(jié)構(gòu)的政策。 本文分為五個部分：在緒論中，提出了政府調(diào)整公共支出結(jié)構(gòu)為什么的問題。分析了中國公共支出現(xiàn)狀。第一章，對公共支出和經(jīng)濟(jì)增長的國內(nèi)外理論及文獻(xiàn)進(jìn)行梳理，，分析公共支出結(jié)構(gòu)與經(jīng)濟(jì)增之間的關(guān)系。第二章對公共支出與經(jīng)濟(jì)增長的作用機(jī)理做出分析。第三章通過構(gòu)建中央政府生產(chǎn)性模型和加入地方政府后的中央支出模型，從多角度分析多級政府公共支出與經(jīng)濟(jì)增長的關(guān)系。第四章利用我國1978年至2011年的經(jīng)濟(jì)數(shù)據(jù)，分析了我國公共支出結(jié)構(gòu)與經(jīng)濟(jì)增長的長期均衡關(guān)系。第五部分針對計量的結(jié)論提出相關(guān)的政策建議。
[Abstract]:With the continuous expansion of the total revenue of the Chinese government, the prominent role of public expenditure on economic growth is becoming more and more obvious. And the structure of public expenditure is the most important one. The reason is that the government can adjust and optimize its structure under a given fiscal scale. This paper tries to analyze the relationship between public expenditure and economic growth from the theoretical point of view, and get the policy of optimizing the expenditure structure from the empirical analysis. This paper is divided into five parts: in the introduction, the author puts forward the question of why the government adjusts the structure of public expenditure, analyzes the present situation of China's public expenditure. The first chapter combs the domestic and foreign theories and literature on public expenditure and economic growth. Chapter two analyzes the mechanism of public expenditure and economic growth. Chapter three constructs the productive model of central government and the central expenditure model after joining local government. The relationship between multilevel government public expenditure and economic growth is analyzed from multiple angles. Chapter 4th uses the economic data from 1978 to 2011 in China. This paper analyzes the long-term equilibrium relationship between the structure of public expenditure and economic growth in China. Part 5th puts forward some relevant policy recommendations for the conclusions of measurement.
