人力資源對(duì)中西部地區(qū)承接產(chǎn)業(yè)轉(zhuǎn)移的影響及其優(yōu)化開(kāi)發(fā)研究

【摘要】:近年來(lái),我國(guó)東部地區(qū)與中西部地區(qū)經(jīng)濟(jì)發(fā)展的不平衡狀況越來(lái)越嚴(yán)峻。中西部地區(qū)創(chuàng)造條件有效地承接?xùn)|部地區(qū)的產(chǎn)業(yè)轉(zhuǎn)移,是改變這一不平衡態(tài)勢(shì)的重要途徑。而人力資源作為社會(huì)經(jīng)濟(jì)發(fā)展的第一資源,是中西部地區(qū)有效承接產(chǎn)業(yè)轉(zhuǎn)移的基本條件和根本制約因素。故此,,深入探討人力資源對(duì)中西部地區(qū)承接產(chǎn)業(yè)轉(zhuǎn)移的影響具有重要的理論和現(xiàn)實(shí)意義。 首先,本文在綜述已有理論研究的基礎(chǔ)上,理清了本文的研究切入點(diǎn)和思路框架。其次,本文在分別闡釋區(qū)域人力資源和產(chǎn)業(yè)轉(zhuǎn)移相關(guān)理論的同時(shí),探討了區(qū)域人力資源影響產(chǎn)業(yè)轉(zhuǎn)移的機(jī)理。再次,在指標(biāo)設(shè)計(jì)和數(shù)據(jù)測(cè)算的基礎(chǔ)上,本文從時(shí)間和空間兩個(gè)維度分析了中西部地區(qū)人力資源和承接產(chǎn)業(yè)轉(zhuǎn)移的現(xiàn)狀。隨后根據(jù)已有理論基礎(chǔ),本文選取了2002至2011年我國(guó)31個(gè)省域的相關(guān)面板數(shù)據(jù),以制造業(yè)為產(chǎn)業(yè)代表實(shí)證分析了中西部人力資源對(duì)其承接產(chǎn)業(yè)轉(zhuǎn)移的影響。同時(shí)把產(chǎn)業(yè)劃分為勞動(dòng)密集型、資本密集型和技術(shù)密集型三類,分別實(shí)證分析人力資源對(duì)中西部地區(qū)承接這三種不同類型產(chǎn)業(yè)的影響。研究結(jié)果顯示:中西部地區(qū)人力資源的數(shù)量與質(zhì)量對(duì)其承接產(chǎn)業(yè)轉(zhuǎn)移有顯著的相關(guān)關(guān)系;從不同產(chǎn)業(yè)類型來(lái)看,承接地職業(yè)教育是影響其承接勞動(dòng)密集型產(chǎn)業(yè)的主要決定力量;承接地創(chuàng)新人力資源對(duì)其承接資密集型產(chǎn)業(yè)和技術(shù)密集型產(chǎn)業(yè)具有顯著的正向影響作用。根據(jù)這一結(jié)果,我們提出了針對(duì)中西部地區(qū)提高人力資源水平以此吸引產(chǎn)業(yè)轉(zhuǎn)移的一些政策建議,包括:確立人力資源是第一資源的觀念;增加中西部地區(qū)人力資源數(shù)量;提升中西部地區(qū)人力資源質(zhì)量;優(yōu)化中西部地區(qū)人力資源結(jié)構(gòu);充分發(fā)揮人力資源價(jià)值和促成產(chǎn)業(yè)移入與人力資源的良性循環(huán)。
[Abstract]:In recent years, the imbalance in economic development between the eastern and central regions of China has become more and more serious. The central and western regions have created conditions to effectively undertake the industrial transfer in the eastern region. It is an important way to change this unbalanced situation. As the first resource of social and economic development, human resource is the basic condition and fundamental restriction factor for the central and western regions to undertake the industrial transfer effectively. It is of great theoretical and practical significance to probe into the influence of human resources on industrial transfer in central and western regions. First of all, on the basis of summarizing the existing theoretical research, this paper clarifies the research breakthrough point and the thinking frame of this paper. Secondly, this paper explains the relevant theories of regional human resources and industrial transfer separately at the same time. Thirdly, on the basis of index design and data calculation, the paper discusses the mechanism of regional human resources influencing industrial transfer. This paper analyzes the present situation of human resources and industrial transfer in the central and western regions from two dimensions of time and space. Then, according to the existing theoretical basis, this paper selects the relevant panel data of 31 provinces from 2002 to 2011 in China. Taking the manufacturing industry as the industrial representative, this paper analyzes the influence of human resources in the central and western regions on the undertaking of industrial transfer. At the same time, the industry is divided into three categories: labor-intensive, capital-intensive and technology-intensive. The results show that the quantity and quality of human resources in the central and western regions have a significant correlation with the industrial transfer; From the view of different industry types, vocational education is the main determinant force that affects the undertaking of labor-intensive industries. The human resource of local innovation has a significant positive effect on the undertaking of capital-intensive industries and technology-intensive industries. We put forward some policy suggestions to improve the level of human resources in the central and western regions in order to attract industrial transfer, including: establishing the concept that human resources are the first resource, increasing the number of human resources in the central and western regions; Improve the quality of human resources in the central and western regions; optimize the structure of human resources in the central and western regions; give full play to the value of human resources and promote the virtuous circle of industrial migration and human resources.
