【摘要】：阜康重化工業(yè)園是2006年批準(zhǔn)成立的自治區(qū)級(jí)工業(yè)園區(qū),其南依天山、北靠準(zhǔn)格爾盆地、東臨準(zhǔn)東煤田、西接甘泉堡經(jīng)濟(jì)技術(shù)開發(fā)區(qū),規(guī)劃管控區(qū)面積562平方公里,建設(shè)用地面積156平方公里,東西跨度70公里,分阜東、阜西兩個(gè)片區(qū)進(jìn)行開發(fā)建設(shè)。曾先后被評(píng)為"自治區(qū)十佳工業(yè)園區(qū)"、"自治區(qū)新型工業(yè)化示范基地"、"自治區(qū)先進(jìn)集體"和"自治區(qū)循環(huán)經(jīng)濟(jì)試點(diǎn)園區(qū)"。園區(qū)目前已基本形成了以有色金屬冶煉、氯堿精細(xì)化工、煤電煤化工、新型建材四大產(chǎn)業(yè)集群為主的新型工業(yè)化體系。新疆工作會(huì)議之后,為貫徹落實(shí)中央戰(zhàn)略決策,實(shí)現(xiàn)區(qū)域跨越式發(fā)展,阜康市委市政府決定將阜康重化工業(yè)園更名為阜康產(chǎn)業(yè)園,以順應(yīng)快速發(fā)展的戰(zhàn)略機(jī)遇。本論文即是在以上戰(zhàn)略背景下進(jìn)行的廣視野、全方位、綜合性、可行的戰(zhàn)略發(fā)展規(guī)劃,為阜康產(chǎn)業(yè)園實(shí)現(xiàn)跨越式發(fā)展提供戰(zhàn)略決策支持與保障。
[Abstract]:Fukang heavy Chemical Industrial Park is an autonomous regional industrial park approved in 2006. It is located in Tianshan in the south, Zhunger basin in the north, Jindong Coalfield in the east and Gan Quanbao Economic and technological Development Zone in the west. The planning and control area covers an area of 562 square kilometers. The construction land covers an area of 156 square kilometers, with a span of 70 km from east to west, and is divided into east and west. The two districts of Fuxi have been selected as "the top ten industrial parks of the autonomous region", "the demonstration base of the new industrialization of the autonomous region", "the advanced collective of the autonomous region" and "the pilot park of circular economy of the autonomous region". Has basically formed the smelting of non-ferrous metals, Chlor-alkali fine chemical industry, coal and coal chemical industry, new building materials, four major industrial clusters, a new type of industrialization system. After the Xinjiang work conference, in order to carry out the central strategic decision and realize regional leapfrog development, The city government of Fukang city decided to change the name of Fukang heavy Industry Park to Fukang Industrial Park in order to adapt to the strategic opportunity of rapid development. This paper is a broad vision, omnidirectional, comprehensive and feasible strategic development plan under the above strategic background. It provides strategic decision support and guarantee for the development of Fukang Industrial Park by leaps and bounds.
