【摘要】：作為一種新創(chuàng)新模式,產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟協(xié)同創(chuàng)新在全球范圍內(nèi)悄然興起。我國產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟始于上世紀(jì)末,發(fā)展于2007年之后,現(xiàn)已升級(jí)為國家戰(zhàn)略。文章以中國產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟協(xié)同創(chuàng)新動(dòng)力機(jī)制為研究對(duì)象,在對(duì)相關(guān)文獻(xiàn)及我國產(chǎn)業(yè)聯(lián)盟發(fā)展現(xiàn)狀梳理的基礎(chǔ)上,指出產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟協(xié)同創(chuàng)新的內(nèi)部動(dòng)力主要由以企業(yè)、高校和科研機(jī)構(gòu)為主體的利益驅(qū)動(dòng)、資源互補(bǔ)、知識(shí)學(xué)習(xí)和組織制度等構(gòu)成,外部動(dòng)力主要由以政府和市場為主體的產(chǎn)業(yè)發(fā)展、政策支持、市場需求和行業(yè)競爭等構(gòu)成。然后,運(yùn)用協(xié)同學(xué)分析方法,發(fā)現(xiàn)聯(lián)盟協(xié)同創(chuàng)新是復(fù)雜的自組織過程,這一過程受序參量——聯(lián)盟創(chuàng)新協(xié)同度的制約,而聯(lián)盟協(xié)同度高低受控制參量——聯(lián)盟組織制度的影響。 為具體分析聯(lián)盟協(xié)同度、聯(lián)盟組織制度等因素對(duì)聯(lián)盟協(xié)同創(chuàng)新的影響,文章構(gòu)建演化博弈模型,發(fā)現(xiàn)聯(lián)盟協(xié)同創(chuàng)新機(jī)制在長期內(nèi)相當(dāng)脆弱,其運(yùn)行多數(shù)態(tài)趨于瓦解；只有聯(lián)盟制度內(nèi)生性地加速完善,聯(lián)盟成員才能更積極主動(dòng)地維持聯(lián)盟穩(wěn)定并持續(xù)創(chuàng)新。最后,文章認(rèn)為提高聯(lián)盟協(xié)同創(chuàng)新能力必須以加快完善聯(lián)盟組織制度為出發(fā)點(diǎn),不斷提升聯(lián)盟成員的戰(zhàn)略協(xié)同度,保持聯(lián)盟持續(xù)開放性和進(jìn)退有序,強(qiáng)化他組織力量的發(fā)展。
[Abstract]:As a new innovation mode, the strategic alliance of industrial technological innovation has emerged quietly in the global scope. The strategic alliance of industrial technological innovation in China began at the end of 0th century and developed after 2007. It has been upgraded to a national strategy. This paper takes the cooperative innovation motive mechanism of China's strategic alliance of industrial technological innovation as the research object, and combs the relevant literature and the present situation of the development of China's industrial alliance. It is pointed out that the internal motive force of the strategic alliance of industrial technological innovation is mainly driven by the interests of enterprises, universities and scientific research institutions, resources complement each other, knowledge learning and organizational system, etc. The external motive force is mainly composed of industry development, policy support, market demand and industry competition with government and market as the main body. Then, by using the method of Synergetics analysis, it is found that alliance collaborative innovation is a complex self-organization process. This process is restricted by the order parameter-the degree of alliance innovation synergy, and the level of alliance synergy is influenced by the control parameter-alliance organization system. In order to analyze the influence of alliance synergy degree, alliance organization system and other factors on alliance collaborative innovation, this paper constructs an evolutionary game model, and finds that alliance cooperative innovation mechanism is very weak in the long run, and most of its running states tend to disintegrate. Only if the alliance system is improved endogenously, can the alliance members actively maintain the stability and continuous innovation of the alliance. Finally, the paper holds that the starting point of improving the alliance's cooperative innovation ability must be to speed up the improvement of the alliance's organizational system. To enhance the strategic synergy of alliance members, to keep the alliance open and orderly, and to strengthen the development of other organization.
