【摘要】：本文試圖解構(gòu)國家、市場和科技革命的關系。正統(tǒng)經(jīng)濟學對國家角色的理解限定在"修復"市場失靈,至多承認"基礎科學研究"的高外溢性使私人部門投資不足,并認為此時國家投資才是正當?shù)�。然�?經(jīng)濟史的研究揭示,美國科技革命是國家計劃性投資全新未知領域整個創(chuàng)新鏈條(基礎研究、應用研究以及為創(chuàng)新企業(yè)提供高風險的長期融資)的結(jié)果。非正統(tǒng)經(jīng)濟學提出"市場塑形/市場創(chuàng)造理論",認為國家可以創(chuàng)造市場,而絕不僅僅是修復市場。私人部門只是在新市場已經(jīng)創(chuàng)造出來以后才進入。自由競爭促進技術(shù)進步存在著天然的界限,即"已投資資本貶值"與"技術(shù)進步引致的成本削減"之間的對比關系。在后者不足以抵消前者的場合,有能力控制價格、阻止其他廠商進入的寡頭就會傾向于避免已投資資本的貶值,阻礙技術(shù)進步。解決困境的途徑是,一個跨越私人寡頭局部利益的組織,即國家,以聯(lián)合的總資本的身份執(zhí)行生產(chǎn)和投資。
[Abstract]:This paper attempts to deconstruct the relationship between the state, the market and the technological revolution. Orthodox economics defines the role of the state in terms of "fixing" market failures and, at best, acknowledging that the high spillover of "basic scientific research" has underinvested the private sector. However, the research of economic history reveals that the American science and technology revolution is the whole chain of innovation (basic research) in the new unknown field of national planned investment. The results of applied research and high-risk long-term financing for innovative firms. "Market shaping / market creation theory" is developed by unorthodox economics, which states that countries can create markets. It is not just fixing the market. The private sector enters only after new markets have been created. There is a natural boundary between free competition and technological progress. The contrast between "devaluing the invested capital" and "cost-cutting due to technological progress." where the latter is not enough to offset the former, it has the ability to control prices. Oligarchs who block the entry of other firms tend to avoid the depreciation of invested capital and hinder technological progress. The solution to this dilemma is a group that transcends the local interests of private oligarchs, that is, the state, Execute production and investment as combined total capital.
