【摘要】：當(dāng)今時(shí)代，科學(xué)技術(shù)已經(jīng)成為各國經(jīng)濟(jì)發(fā)展與提升綜合國力的首要推動(dòng)力量，科學(xué)技術(shù)對(duì)一國政治、經(jīng)濟(jì)與社會(huì)發(fā)展的作用日漸突出。面對(duì)日益復(fù)雜激烈的國際經(jīng)濟(jì)與科技競(jìng)爭(zhēng)環(huán)境，以及更好的適應(yīng)全球化發(fā)展的實(shí)際需求，根據(jù)我國經(jīng)濟(jì)與社會(huì)的發(fā)展實(shí)踐，，在國家對(duì)區(qū)域科技統(tǒng)籌發(fā)展規(guī)劃下，以科學(xué)技術(shù)創(chuàng)新推動(dòng)區(qū)域經(jīng)濟(jì)發(fā)展，已經(jīng)成為當(dāng)前我國各級(jí)地方政府面臨的緊迫任務(wù)。以科技創(chuàng)新促進(jìn)區(qū)域經(jīng)濟(jì)發(fā)展模式，特別需要地方政府科技主管部門在職能建設(shè)中的管理創(chuàng)新。長期以來，我國區(qū)域經(jīng)濟(jì)發(fā)展不平衡的問題沒有得到有效解決，主要原因在于各區(qū)域部門無法確立以科技進(jìn)步推動(dòng)區(qū)域經(jīng)濟(jì)發(fā)展創(chuàng)新模式的形成，突出體現(xiàn)在我國地方政府科技管理部門在引導(dǎo)區(qū)域科技與經(jīng)濟(jì)協(xié)調(diào)發(fā)展過程中，在職能建設(shè)上的不足。論文主體結(jié)構(gòu)共分四個(gè)部分，分別論述了區(qū)域經(jīng)濟(jì)發(fā)展與政府科技管理職能的內(nèi)在聯(lián)系；我國地方政府科技管理職能現(xiàn)狀；國內(nèi)外地方政府履行科技管理職能；從而提出了未來提升地方政府科技管理職能的對(duì)策與建議。通過對(duì)該課題進(jìn)行初步的探索與研究，分析與查找我國地方政府科技管理職能建設(shè)存在的矛盾問題，為今后我國地方政府科技管理職能建設(shè)提供一些有益的經(jīng)驗(yàn)與啟示。
[Abstract]:In the present era, science and technology have become the primary driving force for the economic development and promotion of the comprehensive national strength of all countries. Science and technology have contributed to the politics of a country. The role of economic and social development is becoming more and more prominent. In the face of the increasingly complex and intense international economic and technological competition environment and the better adaptation to the actual needs of the development of globalization, according to the economic and social development practice of our country, Under the national plan for the overall development of regional science and technology, promoting regional economic development with scientific and technological innovation has become an urgent task facing local governments at all levels in our country. In particular, it is necessary for the competent departments of science and technology of local governments to make management innovations in the construction of their functions. For a long time, the imbalance in regional economic development in China has not been effectively resolved. The main reason is that the regional departments can not establish the innovation mode of promoting the development of regional economy with the progress of science and technology, which is prominently reflected in the process of guiding the coordinated development of regional science and technology and economy by the science and technology management departments of local government in our country. The main structure of the paper is divided into four parts, which respectively discuss the internal relationship between the development of regional economy and the function of scientific and technological management of government, the present situation of scientific and technological management function of local government in China; The local governments at home and abroad perform the functions of science and technology management, and then put forward the countermeasures and suggestions for promoting the functions of local governments in science and technology management in the future. Through the preliminary exploration and research on this subject, This paper analyzes and finds out the contradictions existing in the construction of scientific and technological management functions of local governments in China, and provides some useful experience and enlightenment for the construction of scientific and technological management functions of local governments in China in the future.
